2 Public participation is the process through which stakeholders input and share control over development initiatives decisions and resources which affect them. The principle of public participation includes timely access to information, formulation of policies, protection of interests & rights, reasonable balance in roles and promotion of PPPs among others.

3 For many years in Kenya, planning and implementation of rural development programs was basically the responsibility of the Central Government. This approach to planning continued until 1983 when the District Focus for Rural development (DFRD) strategy was introduced with the aim of making the district the locus for project identification and implementation.

4 The DFRD strategy was to encourage responsive grass root (community) participation, in the identification, planning and implementation and overview of development projects at the district level. Central government officers were involved in planning and implementing programs though DEC and DDCs. The strategy faced challenges as it was administrative and could not be enforced in law.

5 In the year 2001, the Ministry of Local Government through its reform program introduced the Local Authorities Service Delivery Action plan (LASDAP). This was a tool developed to improve participatory planning, governance and service delivery in local authorities. LASDAP was a participatory planning process that involved various stakeholders and citizens within a local authority. This included organised groups and individual residents.

6 In the year 2003 the Constituencies Development Fund (CDF) was created an Act of Parliament to address poverty at grassroots level by dedicating a minimum of 2.5% of the Government revenue to development projects. The fund is managed by the Constituencies Development Fund Board (CDFB) In January 2013, a new CDF Act 2013 was enacted in line with the constitution of Kenya 2010.

10 Public participation is one of the core pillars of the Constitution of Kenya The constitution making process in Kenya since the early 1990 s always had a strong public engagement component. Article 1(2) of the Constitution of Kenya, 2010 provides that all sovereign power belongs to the people of Kenya exercised their sovereignty directly or through their elected representatives. Article 10 (2) indicates that public participation is among the national values and principles of governance.

11 Sec.121 of County Government mandates the ministry to provide support to county governments among them policy direction and developing standards and norms. PFMA & Cities and urban areas Act gives provisions for Public Participation and foras among other legislations

12 1. e-citizen Awareness. (Access to information) Enlightened and empowered citizen able to engage in responsive local development 2. e-capacity Building On-going capacity building based on NCBF capturing local needs and diversity

13 3. e-participation in Planning Planning shall influence development if be informed by County development statistical data linked to national development goals. 4. e-participation in Implementation Establish a framework to maximize ability of Citizens to influence development outcomes

14 5. e-participation in Monitoring and Evaluation Rights to obtain explanation of Public resources and to interrogate performance and make corrective measures. 6.e-Participation in reporting Create a culture of accountability between duty bearers and citizens

15 7. e-participation in Resource Mobilisation. Ensure sustainability of citizen participation and harmonise devolved funds, Local revenues and Public Private Partnership (PPPs) 8. e-participation in Composition of Forums Ensures integrity and capability to perform effectively Maintain autonomy and respect separation of powers

16 Improved Process Quality Public participation allows governments to be better informed of different opinions and concerns and ensures that policies, laws and development plans are responsive Well Managed social conflicts Public participation can alleviate social conflicts, by bringing different stakeholders and interest groups to a consensus

17 Enhances process legitimacy Public participation in the Governance will legitimise implementation processes and create trust. Protects public interests Active public participation can protect public interests, by reducing public conflict and safeguarding against future risks.
