Policy Recommendations Gender equality should be mainstreamed in national policy and strategy; Improving access to ICT and narrow digital gender gap is essential for enhancing women s empowerment; Gender-responsive online service for women should be integrated in overall design of digital government services; Multi-channel service delivery especially through mobile devices is very important for women s empowerment in many developing countries; 37

Policy Recommendations Improving digital literacy for women and enhancing their capacity to better access online service should be fulfilled through collaboration by machinery ministry and ministry for ICT; Women s better participation in decision making process through digital government service, such as e-voting, could improve social inclusion and economic growth; The progress of advancing women s empowerment through ICT should be consistently monitored and measured for dynamic policy actions. 38
