Enclosed Documents An electronic version of the Transportation lnfrastructure Winter Control Manual will be provided to members of the Public Works Committee and Council prior to the Public Works Committee meeting. Backqround The Transportation lnfrastructure Winter Control Manual (TIWCM) outlines the levels of services the Town of Grimsby provides in maintaining our transportation related infrastructure (i.e. roads, sidewalks, parking lots, etc.) during the winter months. The levels of service outlined in the TIWCM are designed to ensure the Town of Grimsby meets or exceeds all provincial legislation, and also adheres to all applicable guidelines and directives, pertaining to winter maintenance operations. This includes but is not limited to:. The Highway Traffic Act, R.S.O. 1990, c. H.8;. The Minimum Maintenance Standards for Municipal Highways Regulation, O. Reg. 239/02; o The Hours of Service Regulation, O. Reg. 555/06;. Environment Canada's Code of Practice for Environmental Management of Road Salts; o Transportation Association of Canada's Syntheses of Best Practices Road Salt Management;. MTO Directive B Highway Maintenance Carried Over or Under the King's Highway; and. CN Rail Directive - Snow Removal Operations at Rail Crossings. Revisions The TIWCM is reviewed and updated on an annual basis (prior to the start of winter) to ensure information is kept current and accurately reflects the Town's levels of service. Salt Management Plan Activities, August 2016 (Appendix 'B') Salt Manaqement Plan Environment Canada's Code of Practice for the Environmental Management of Road Salts requires road authorities to develop a Salt Management Plan for roads under their authority. The purpose of the Salt Management Plan is to encourage road authorities to develop strategies to better manage the use of road salts used during winter maintenance in order to achieve better environmental protection without compromising the safety of their roads. The Town of Grimsby's Salt Management Plan consists of:. The Salt Management Plan standard operating guideline which provides an overview of how the Town meets the requirements of Environment Canada's Code of Practice; and. The Salt Management Plan Activities document which documents the specific strategies and practices the Town uses for etfectively managing road salts. Revisions The Salt Management Plan is reviewed and updated on an annual basis (prior to the start of winter) to ensure information is kept current and accurately reflects the Town's objectives and strategies towards the effective management of road salts. 8 Agenda item b) CORPORATION OF THE TOWN OF GRIMSBY Salt Management Plan Department of Public Works PW-RD-TI-SOG GUIDELINES 5.1 General In 2001, Environmental Canada released an assessment report stating that road salts are entering the environment in large amounts and are posing a risk to plants, animals, birds, fish, lake and stream ecosystems and groundwater. Based on the assessment, Environment Canada determined that a strategy was required to manage the release of road salt into the environment. Environment Canada stated that this management strategy would not include a ban on road salts, but rather will encourage users to develop their own salt management strategy. Road salt users that meet the minimum requirements of Environment Canada s Code of Practice for the Environmental Management of Road Salts have to prepare a salt management plan to better manage road salt use and report progress. This SOG outlines the Town of Grimsby s Salt Management Plan (SMP) in accordance with the requirements of Environment Canada s Code of Practice for the Environmental Management of Road Salts (PW-RD-TI-TSD ). 5.2 SMP Policy The role of the salt management plan is to manage road salt use in order to achieve improved environmental protection without compromising road safety. The Town s commitment to establish and maintain a salt management plan in accordance with Environment Canada s Code of Practice for the Environmental Management of Road Salts (PW-RD-TI-TSD ) is found in the Town of Grimsby s RQMS Policy (PW-RD-TI-VIS ). 5.3 SMP Commitment & Endorsement The Town of Grimsby is committed to establishing and maintaining a salt management plan in accordance with Environment Canada s Code of Practice for the Environmental Management of Road Salts (PW-RD-TI-TSD ). Endorsement of the Town s SMP and RQMS by Town Council is found in RQMS Operational Plan Summary Report (PW-ES-WD- OP ). 5.4 SMP Activities Salt Management Plan Activities (PW-RD-TI-LM ) documents operational practices and strategies related to the effective management of road salt during winter maintenance activities. It assesses the Town s current practices against recommended best management practices and includes action plans for the Town to work towards meeting best practices. Applicable SOGs are referenced in Salt Management Plan Activities (PW-RD-TI-LM ). 5.5 Communications RQMS Communications (PW-RD-TI-PRO ) outlines the processes and methods used in communicating with the Owner, Operating Authority staff and the public on matters relating to the Town s RQMS, including the Town s SMP. RQMS Communications also discusses the responsibility to report the progress on the Town s SMP to Environment Canada as requested. Included in the RQMS Competencies Matrix is the requirement for Roads Division Staff to complete winter control training, including road salt management. RQMS Operating Authority Personnel Training (PW-RD-TI-PRO ) outlines training requirements for Operating Authority personnel to ensure competencies are maintained. 5.7 Emergency Response Spill Response Proprietary Spills (CO-GEN-OHS-PRO ) outlines response procedures to react to spills, which would include snow and ice control materials. 5.8 Review of SMP The Town s SMP is reviewed, monitored for its effectiveness and updated through the RQMS Management Review. 11 CORPORATION OF THE TOWN OF GRIMSBY File: Salt Management Plan Activities (PW-RD-TI-LM ) Department of Public Work Revision: 1 Date: August Level of Service (LOS) 1.1 Level of Service Policy Objective Environmental Consideration Best Practice Current Situation 1 Action Plan Responsibilities Due Date Ensure LOS policy is reviewed and revisions approved by senior management and communicated to winter maintenance personnel. The LOS policy must be clear, functional and understandable to operations personnel and the layperson (e.g. public and politicians). It should make it clear what is to be achieved and what will not be achieved (e.g. there may not be continuous bare pavement conditions throughout a storm). Typically the LOS policy will explain the intended: Initial response time; Cycle frequency; and End of storm condition. The prescribed level of service is the foundation for the winter maintenance program and has a significant impact on salt used to achieve the standard. It is also very important in being able to demonstrate due diligence in the event of a claim against the road authority. A documented and approved LOS policy exists and is followed by all snow and ice control personnel that includes: Response requirements; Cycle time requirements; and End of storm condition. (TAC-Sect.1) All roads classified under O.Reg.239/02. Operational LOS are defined in the Town s Roads Quality Management System (RQMS), specifically, procedures relating to winter control. The Town s RQMS Operational Plan is provided to Council for information and includes a procedure relating to winter control. Develop, implement, and maintain LOS guidelines. Complete (reviewed annually as part of infrastructure review). 2.0 Equipment General 2.1 Fleet Allocation/Optimization Optimize the use of spreaders and plows by efficient routing in accordance with the LOS expectations. Duplication of service due to inefficient routes leads to redundant salt use and premature plowing of previously salted roads. Routes are periodically reviewed to ensure that equipment is allocated for optimal snow and ice control and salt use. (Town) No computerized winter maintenance route optimization has been done for the Town. Town does not have defined snow removal routes. Town works within zones. Seven zones have been defined. Zones are reviewed annually or as needed. Continue to review zones and update as needed. Annually Page 11 of Fleet Upgrading Equip all spreaders with electronic spreader controls that can be accurately calibrated, regulated to ground speed and will generate pertinent salt-use data. Electronic controllers ensure that the chosen and prescribed amount of salt is being placed on the roadway consistently, regardless of speed and provides data that permits salt use to be tracked. All equipment outfitted with groundspeed regulated electronic controllers with data loggers, download capabilities & ability to communicate with AVL/GPS. (TAC-Sect.9) Material application data from each event, at truck or route level - logged, reviewed, archived. (TAC-Sect.9) The Town has 9 units (8 ploughs and one two-ton truck) used to apply material to roads. All ploughs except the two-ton truck have electronic controls for spreading. The Town has 3 units for sidewalk application. Sidewalk units do not have spreader control. Loggers in trucks can download spreading data. GPS locator can also track this data. 12 CORPORATION OF THE TOWN OF GRIMSBY File: Salt Management Plan Activities (PW-RD-TI-LM ) Department of Public Work Revision: 1 Date: August 2016 Page 12 of 31 Objective Environmental Consideration Best Practice Current Situation 1 Action Plan Responsibilities Due Date 2.3 Pre-Wetting and Anti-icing Equipment Improve the effectiveness of salt applied to roadways through the use of pre-wetting of sand and/or salt, and anti-icing techniques. 3.0 Equipment - Maintenance & Calibration 3.1 Spreader Calibration To ensure that equipment is properly calibrated at the beginning of the snow and ice control season and that the calibration is checked and maintained during the winter. 4.0 Equipment - Washing 4.1 Equipment Washing To ensure that equipment washwater is managed in a way that minimizes discharges to the environment. 5.0 Materials 5.1 Material Ordering & Delivering To ensure that the quality of the snow and ice control materials delivered is sufficient for winter maintenance needs. Pre-wetting of materials helps to keep the material on the roadway by reducing bounce and blowing and activates the salt more quickly. Studies show that the actual amount of rock salt applied can be reduced when pre-wetting and that pre-wetted abrasives will stay on the road longer to provide traction. Significant reductions in salt use can also be achieved through the use of liquid antiicing especially during the fall and spring for frost & black-ice conditions. Effective placement of salt depends on accurate calibration of spreaders. It is not possible to contain the chlorides unless collected in a tank. Vehicle washwater contains de-icing chemicals, oil, grease and grit. If allowed to discharge to ditches or within the yards and camps these contaminants can have adverse effects on the environment. Improper handling and storage of salt and treated sand can increase loss to the environment. Excessive moisture creates clumping of the salt making salt difficult to use. Excessive moisture also interferes with the success of pre-treatment operations. An optimum number of spreaders have on-board pre-wetting capabilities. (TAC-Sect.9) Anti-icing is carried out where warranted. (TAC-Sect.9) Fixed Automated Spray Technology (FAST) systems are used where cost-effective. (TAC-Sect.9) Staff is knowledgeable in the use and handling of liquids. (TAC-Sect.2&9) Spreaders calibrated before start of each season and checked and recalibrated whenever they go out of calibration. (TAC-Sect.9) Recalibration should take place several times during the season after repairs, etc. (TAC-Sect.9) Calibration guideline should be developed and implemented. (TAC-Sect.1&9) Equipment swept dry prior to washing. (TAC-Sect.7) Where possible, vehicles washed indoors to contain wash water. (TAC-Sect.7) Wash water directed to an oil/grit separator. (TAC-Sect.7) Washwater sent to municipal treatment where possible. (TAC-Sect.7) Materials are tested, delivered and stored in a way that ensures they meet the specifications and are covered immediately upon delivery. (TAC-Sect.1&7) The Town does not pre-wet materials. The Town uses approximately 50 tonnes of pure salt per season that is pre-treated prior to use in selected high-risk areas. The Town completes anti-icing spray application of approximately 3,000L per season in selected high-risk areas. Staff are knowledgeable in liquid use and handling. Electronic controlled spreaders for road use are calibrated. Calibration procedure is not documented. Spreaders are generally washed once a week or as required. Vehicle washing is carried out indoors and outdoors. Indoor washwater is directed to an oil/grit separator and discharged to the sanitary sewer. Outdoor wash water flows to ditches. Town has ratios for blended sand & salt and specifications for plain sand. Sand tested against specifications. Niagara Region completes testing. Test results available upon request. Salt analysis completed as needed. Sand & salt purchased & temporarily stockpiled covered on asphalt. Contractor blends sand & salt and stockpiles in dome with asphalt floor. This loss can be costly due to the actual loss of salt, and can lead to environmental damage. Blended sand is stored indoors on impermeable floors upon delivery. Blended sand usage is tracked manually, estimated by bucket load, and logged by the Roads Division staff on their daily log sheets. Usage is also tracked electronically on automated spreaders. If not properly stored or handled, liquid chemicals can be lost to the environment in large quantities very quickly. This loss can be costly due to the actual loss of material and the materials ability to quickly move into the environment, and can lead to environmental damage. Liquid storage tanks & production areas have spill containment. (TAC-Sect.7) Salt impacted site drainage is collected & used in brine production or sent for disposal. (TAC-Sect.7) Materials are reconciled at the end of the year. (TAC-Sect.7) Staff is knowledgeable in the use and handling of liquids. (TAC-Sect. 2&7) Town uses liquid anti-icing treatment on select locations. Liquids are stored in 1,000 litre totes. The Town stores up to 3 totes at a time. No secondary containment present. Town has material application equipment capable of handling liquids. Staff is knowledgeable in use and handling of liquids. Any opportunity to reduce the amount of salt and blended sand used will reduce the amount of salt entering the environment, provided that road safety is not compromised. Application rates for all materials are specified and documented. (TAC-Sect.1) Application rates are adjusted for pavement temperatures and precipitation types. (TAC-Sect.9) Application rates are reviewed and adjusted, as new technologies and information become available. (TAC-Sect.9) The material application rates are set and are documented in Winter Storm Response (PW-RD-TI-SOG ). Applications rates are adjusted depending upon time material is being applied in relation to anticipated completion of the event. Application rates for anti-icing are not documented. Document material application rates. Update application rates as new materials introduced. As new technologies are introduced and experience grows review and update the material application rates. RQMS Complete Develop an approach to adjust application rates for various pavement temperature ranges and winter conditions. Complete All staff shall be knowledgeable in the approach adopted Page 14 of Salt/Sand Blends To optimize the amount of salt in sand/salt blends required to ensure the abrasives function effectively in snow and ice control. Only enough salt should be added to abrasives to keep the abrasives free flowing under freezing conditions. In some cases, higher sand/salt blends are used to address special circumstances. High amounts of salt in sand/salt blends can result in excessive salt entering the environment for the task. The concept of sand aiding the retention of straightsalt on the road can increase the silt and dust produced. Sand/salt blends are only used to improve traction. (TAC-Sect.10) Weather forecasts and radar images should be monitored to determine when frost, freezing rain and snow could be expected in order to predict the need to treat.
