1 Oxfam Yemen Situation Report # 12 21st December 15 YEMEN HUMANITARIAN HEADLINES 2.5 million people internally displaced 21.2 million in need of assistance OCHA OXFAM RESPONSE In response to the current crisis Oxfam has supported 610,848 individuals HUMANITARIAN UPDATE Hajjah and Al Hudaydah Oxfam in Hajjah and Al Hudaydah have now provided 270,998 people with safe and clean water. This includes both internally displaced people as well as people living in the host communities. Complementing this, Oxfam is doing public health promotion, constructing latrines and distributing hygiene and shelter kits that include items like kitchen utensils, soap, cleaning products. Amran In Amran, Oxfam has provided safe and clean water to 54,159 people through 130 distribution points and and 170 tanks in the Huth, Khamir and Al Qaflah districts. Each person is receiving approximately 14.9 liters per day. Taiz Oxfam s aid increased reaching 115,518 people. Trucked drinking water increased from 28,000 to 48,000 people in Taiz city through suppliers and volunteers as the trapped residents are in desperate need for water. In Al Shamayatayn district, Oxfam updated the registration lists and conducted assessments and on the spot CHVs training to support 129 households. They also trained 35 CHVs to cover parts of the newly targeted areas. Aden Oxfam finalized an MoU which is pending the Abyan governor s approval. It plans to support LWSC to provide water to the 30,000 conflict affected population of Zinjibar and Khanfar districts. Oxfam is scaling up its operations in Taiz governorate, Yemen, to meet the increasing humanitarian needs in communities affected by the escalating fighting in and around Taiz city. The UN s Emergency Response Coordinator Stephen O Brien described Taiz city as a city under virtual siege, with food, medical supplies, and fuel blocked from entering it, and humanitarian agencies denied access to the besieged population. Oxfam has been working in Taiz since August, and is committed to continue its life saving programmes there. Now, with the support of local partners the organization is increasing its activities in Taiz city. As part of Oxfam s scale up plan, the number of people receiving clean water delivered by trucks will double and increase up to 62,000, in the besieged districts of Al Madafer, Al Qahira, and elsewhere in Al Hawban, Salah and Maouiah districts in Taiz city. Oxfam will also rehabilitate the damaged water infrastructure in these areas. Oxfam will buy and supply generators, water tanks, pipes, and other equipment needed to operate community water points managed by the Taiz local water authority. These planned activities will ensure that over 200,000 people that are currently trapped by fighting, can at least get clean water at regular intervals. Soon, Oxfam will also begin distributing food vouchers to 21,000 people in Al Turba city, Taiz governorate, so they can buy food and the essentials they need, amidst soaring prices caused by a shortages of supplies in markets. Oxfam will provide fuel to the city's local water authority for three months to maintain water supply to 18,000 people.
2 In Al Shamayatayn district, Taiz governorate, Oxfam is providing clean water and waste disposal services, and planning to respond to the spread of diarrhoea. Oxfam coordinates with the UN to get supplies needed into the country, and consults with local organizations and local authorities to help assess the humanitarian situations in different governorates, so that programmes are relevant and meet people s needs. Elsewhere in Southern Yemen, in Aden governorate, Oxfam is supplying the local water authority with equipment needed to pump clean water to 800,000 residents. The same model will be used in the governorates of Al Dhali e and Abyan. In the Northern governorates of Amran, Hajjah and Al Hudaydah, Oxfam is providing clean water to nearly 350,000 people affected by the conflict these include displaced people as well as members of the communities hosting them. Oxfam is also building toilets, conducting hygiene awareness sessions, distributing mattresses, blankets, kitchenware and hygiene products like soap. According to the UN, over 5,600 people have so far been killed due to the conflict in Yemen and 32,000 have been injured this is an average of 153 people injured or killed every day since late March. Almost 14.4 million do not have enough food to eat, and 3 million children are malnourished. Also, approximately 20 million people cannot safely get clean water, and 14.1 million are cut off from basic medical care. OXFAM PROGRAMMES HAJJAH AND AL HUDAYDAH INDIVIDUALS ASSISTED: 360,171 LOCATIONS: Az Zuhrah, Al Sukhnah, Hays (Al Hudaydah), Abs, Haradh, Hayran (Hajjah) ACTIVITIES: Over the past few weeks Oxfam s teams in Hajjah and Al Hudaydah have continued to scale up Oxfam s response to reach both internally displaced people (IDPs) and people in need of humanitarian assistance in the host communities: Water During the last three weeks, Oxfam increased its water tracking beneficiaries by 3,836 persons bringing the total number of beneficiaries up to 270,998 individuals (38,714 conflict affected households) with a total average of 810m3 (810,000 liters) of treated water to villages in Az Zuhrah, Abs, Hayran and southern Haradh districts. 15,669 new beneficiaries were selected for the new trucking contract of 860m3/day starting on 11 December. Oxfam will scale up water voucher, fuel subsidy and repair of water schemes to exit from water trucking by end of February After technical assessments, Oxfam signed two MoUs with Local Water and Sanitation Corporation (LWSC) to support two urban water supply systems of Hajjah town and Mabyan district that sustained airstrikes. Hajjah town water network will benefit 98,500 individuals Sanitation: A total of 324 new emergency latrines have been constructed in serving a total of 5,313 new beneficiaries (1,422 male, 1,377 female and 3,827 children). The beneficiaries selection, registration and procurement for materials were completed for the new 500 planned latrines. A total of 737 hygiene awareness sessions were held on diarrhoea prevention during the last three weeks. The sessions benefited a total of 118,608 persons from IDPs and the host community. The team visited 19,676 households from IDPs and host community for follow up awareness and monitoring of hygiene behaviour change. Results of last week visits showed that 88% of households wash hands with soap at critical times, 98%
3 of the 415 Oxfam family shared latrines that were monitored were used, 58% of HH practice safe solid waste disposal and 96% clean the jerry cans used to store drinking water. Some 14,247 households were mobilized to properly dispose solid waste through 638 campaigns. The campaigns were supported by distributing solid waste tool kits in Hayran. Kits Distribution Oxfam distributed 280 waste management kits (280 wheelbarrows, 280 air pump, 1,000 local brooms 160 brush brooms, 160 soft brooms, 550 box face masks in Abs to support community mobilisation for solid waste cleanup. Under DFID, the first round of cash distribution covered 1,409 households (including 450 female headed HHs) out of 1,833 targeted households in 5 target villages in Abs. Also, the first round of Cash for Work distribution covered 1,782 out of 2,000 targeted households in Abs. Each beneficiary household received YER19,200 ($89) for their actual 12 working days. The amount covers 80% of value of the food basket. 83 CfW groups including 2,000 beneficiary households received work tools and continued labour activities in the 47 sub villages of 7 main target villages of Abs for the second month. About 35,000 people from IDPs and host community have benefitted from the CFW activities so far. AMRAN INDIVIDUALS ASSISTED: 54,159 LOCATION: Khamir, Huth and Al Qaflah Water Supply Water trucking increased beneficiaries by 7,096 persons in the last three weeks bringing the total number of beneficiaries up to 54,159 persons living in 7,737 households (3,021 IDPs and 3,713 host communities). To date, Oxfam increased distribution locations from 130 to 167, and is supplying 170 tanks in with 725m3/day at average 14.9l/p/d through 170 water tanks in 130 distribution points. PHE team completed a rapid assessment to identify needs in Thu Eid in Huth and for Al Ashah district water scheme. The team and community volunteers conducted 871 hygiene awareness campaigns. Community based solid waste cleaning campaigns followed the activities in some areas. The awareness activities benefited 8,372 persons (2,260 women, 2512 men, 3,600 children). The volunteers conducted 843 households visits reaching 6,646 persons to observe their hygienic practices. 62 solid waste campaigns were organized in the target districts where 835 persons participated. Also 98 hygiene kits were distributed in Al Qafla new camp, benefited about 686 individuals. Sanitation Construction of 122 emergency latrines in IDPs camps is complete, and another 200 latrines are planned. Rehabilitation of latrines of 12 schools including desludging is ongoing as most IDPs have relocated to ensure the learning process resumes in those schools. The final distribution list under the food voucher programme has been completed for beneficiaries in the districts of Khamir, Huth and Bani suraim. The team completed registration of 1,719 potential IDP beneficiaries in Khamir. In addition, a cluster system has been put in place with a total of 15 clusters (Khamir 9, Huth 2, Bani Suraim 2, and Al Qaflah 2).
4 TAIZ INDIVIDUALS ASSISTED: 115,518 Oxfam is working remotely in Taiz city through suppliers, a LNGO, General Authority of Water and Sanitation Project (GARWSP). During the last three weeks, the team has scaled up the water trucking activities by increasing beneficiaries from about 28,000 to 42,000 people in the districts of Al Qaherah, Al Modhafar, Salah and Al Taiziah in Taiz city. The water points increased in two weeks from 22 to 56. Three GARWSP engineers were hired to support the scale up inside Taiz. The team has modified the Taiz water point mapping. The team signed MoUs with landowners to construct 83 latrines for IDPs. The local partner Generation without Qat distributed Oxfam s hygiene kits to 6,126 people (888hh). In Al Shamayatayn district, Oxfam works directly with the beneficiary communities. It handed over the rehabilitation works of 6 latrines and infrastructure in 3 schools that hosted IDPs in the district. The hygiene kit distribution continued in 3 sub districts (Bani Ghazi, Bani Shaybah Al Sharq and Ragayeah) with separate WaSH promotion sessions reaching 938 new households. promotion was further carried out in schools hosting IDPs in Al Turba city, Adeem and Al Asabih. The team conducted on the spot CHV training targeting 129 households. They also trained 35 CHVs to cover parts of the newly targeted sub districts. Community involved solid waste cleaning campaigns continued in Al Qaraysha town with a focus on the main road (Sook Al Sharaf) women cleaned inside the town. The team selected and trained vendors who are capable to deliver the basic food items to the beneficiaries sites. Cash distribution plan is being ready and vendors were given one week to prepare their stores with food commodity. ADEN AND SOUTHERN GOVERNORATES Oxfam is working in 4 southern governorates of Aden, Lahj, Al Dhale'e and Abyan to support the provision of water and sanitation. We are supporting Aden LWSC by providing equipment to ensure water can be pumped to 800,000 people in Aden. We are also supporting the Cleaning Fund in Aden with equipment and tools to keep streets and areas clean of rubbish, and conducting public health promotion activities in 8 schools. Oxfam is also working with Lahj and Abyan LWSCs to support them with equipment to serve a total of 80,000 people with water. After an initial assessment in Al Dhale e, Oxfam is planning to support the Cleaning Fund with equipment and tools to keep the city clean, benefitting 20,000 persons. Last week, Oxfam finalized an MoU which is pending the Abyan Local Water and Sanitation Corporation LWSC approval. Earlier in mid December, Oxfam officials met with Abyan officials and discussed the LWSC needed support to operate its water supply network. This is part of Oxfam s planned support to ensure that water reach the 30,000 people, the conflict affected population of Zinjibar and Khanfar districts. Oxfam officials discussed similar needs and support with respective officials of LWSC of Radfan district (Al Dhali e governorate) and of Lahj governorate. A field visit was also paid to Al Dhali e governorate to identify needs to improve performance of solid waste management by supporting the Cleaning Fund.
