14 CO2- Building and Refurbishment Program (1) Loans granted by German Development Bank (KfW) to private citizens for construction of low-energy houses (Green Buildings) Maximum loan of Euros per unit for constructing or buying such a house Special interest rate granted to small investors Reduced loan rates for refurbishment of commercial buildings and private homes Rates vary with efficiency standards to be achieved Subsidies of up to Euros for individual refurbishing measures in private homes (e.g. new windows, better home insulation, new ventilation or central heating systems) Source: BMVBS
15 CO2- Building and Refurbishment Program (2) Balance Sheet Roughly 7,8 billion Euros in total were allowed in public funds German Development Bank (KfW) granted some 1,1 Mio. credits to private investors and paid subsidies for modernization programs Total sum of private investments generated amounted to 112 billion Euros (one euro spent in public funds generated 12 Euros of private investments) Almost 2,9 million housing units or apartments were modernized according to new rigid efficiency standards, together with 1,440 municipal objects CO2-emissions were reduced every year by some 5,9 million tons through such measures of energy saving in the building sector Some 300,000 jobs in construction and building services have been guaranteed every year by this program Source: BMVBS
16 Certificate of Excellence given by dena ( Effizienzhaus ) Purpose: To recognize low energy houses at first sight Prospective buyers and renters get better information on energy savings without caring about technical details House owners and housing companies can value their properties higher Prerequisites: Coupled to actual energy-saving standards set by new public ordinance Recognizes residential buildings above minimum public standards Promotion of newer energy-saving building standards (70 and 55) Promotion of newer and stiffer refurbishing standards (from 100 down to 55) Source: German Energy Agency (dena)
17 Energy Performance Certificate for Buildings (1) The Certificate is issued for the whole building Exception: Mixed-use buildings Validity: maximum 10 years from certification For existing residential buildings: The seller must provide the prospective buyer with the certificate. The same applies when renting or leasing a building. This obligation was enacted in two phases: By Jan. 1st, 2008 for buildings constructed before 1965 By Jan. 1st, 2009 for buildings constructed after 1966 Energy properties are calculated based on the En-EV standards.
