Energy Efficiency in Germany Status & Perspectives March 13th, 2013, Philadelphia, USA Dr. Hartmut Grewe, energiewaechter GmbH by order of Energy Efficiency Export Initiative sponsored by the Federal Ministry of Economics and Technology

Agenda Reasons for Energy Efficiency Governmental Strategies and Projects to Rise Energy Efficiency Overview on German Activities Energy Efficiency in Buildings - Background & Costs Energy Efficiency Export Initiative and the Participating German Companies

Reasons for Energy Efficiency

1100 Reasons for Energy Efficiency in Buildings: Rise of the Global Mean Temperature / Need for CO2-Reduction Human Impact on Atmosphere Vostok Ice Core: IPCC 2000 Szenarios for 2100 AD the record of the last 420,000 years Today 360 ppbv CH ppmv CO ka BP Source: WDCP/IPCC

Reasons for Energy Efficiency: Saving Money at Households Development of Consumer Price Indices in Germany Electricity Gas Heating Oil Solid Fuels Central and District Heating = 100 Source: German Federal Statistical Office, May 2011

Reasons for Energy Efficiency in buildings: Reduction of Dependency on Imports 3% Mineral Oil 11% Natural Gas 97% 89% Import dependency and self supply of selected primary energy carriers in Germany (2010) 24% Hard Coal 76% Source: adapted from AGEB 2010, BGR-Database

Reasons for energy efficiency in buildings: Regional concentration of fossil resources Source: Federal Institute for Geosciences and Natural Resources, 2007

Governmental Strategies and Projects to Rise Energy Efficiency Overview on German Activities

Energiewende Goals At a Glance 100% CO2-Emissions Renewable Energies 60% 100% Energy Consumption 80% 60% 50% 20% 10% 18% Source: adapted from BMWi

Energiewende Action Plan Overall concept Energy policy for growth and wealth Goals Secure, affordable and environmentally friendly energy supply Dimensions Grid Power Plants RE EnEff Research Federal, state, local authorities & EU: Framework Actors Economy / Companies: Private Investments, Business Segments Public / Citizens: Acceptance, Contribution, Investments Monitoring Annual Report & every three years Progress Report Source: adapted from BMWi

Energiewende Main Challenges Increasing electricity prices Willingness / ability to pay for renewable energies Distribution of costs between energy-intensive and other industries Decreasing international competitiveness of the industrial location Germany? Social equity - support for low-income households? Grid Stability Costs and acceptance of grid expansion to secure energy supplies

Governmental Strategies and Efficiency Projects Governmental Instruments to Increase Energy Efficiency in Buildings Regulatory Policy Legal Requirements for Buildings Obligation of Replacement Financial Support Loans and subsidies Tax incentives Promotion Market Transparency Pilot Projects Information Qualification of Experts Source: adapted from German Energy Agency (dena)

German Energy Savings Strategies Objectives of New Energy Concept (September 2010) New standard Climate Neutral Buildings to reduce primary energy consumption of buildings by 80% (2050) Doubling of refurbishment rate (1% 2%) New financial incentives ( CO2-building Refurbishment Program, Market Incentive Program to integrate RES in buildings, Energy Refurbishment Program, etc.) Energy Efficiency Funds Harmonization of legal framework for Energy-Contracting Exemplary role of government in the implementation of energy efficient measures Source: BMWi

CO2- Building and Refurbishment Program (1) Loans granted by German Development Bank (KfW) to private citizens for construction of low-energy houses (Green Buildings) Maximum loan of Euros per unit for constructing or buying such a house Special interest rate granted to small investors Reduced loan rates for refurbishment of commercial buildings and private homes Rates vary with efficiency standards to be achieved Subsidies of up to Euros for individual refurbishing measures in private homes (e.g. new windows, better home insulation, new ventilation or central heating systems) Source: BMVBS

CO2- Building and Refurbishment Program (2) Balance Sheet Roughly 7,8 billion Euros in total were allowed in public funds German Development Bank (KfW) granted some 1,1 Mio. credits to private investors and paid subsidies for modernization programs Total sum of private investments generated amounted to 112 billion Euros (one euro spent in public funds generated 12 Euros of private investments) Almost 2,9 million housing units or apartments were modernized according to new rigid efficiency standards, together with 1,440 municipal objects CO2-emissions were reduced every year by some 5,9 million tons through such measures of energy saving in the building sector Some 300,000 jobs in construction and building services have been guaranteed every year by this program Source: BMVBS

Certificate of Excellence given by dena ( Effizienzhaus ) Purpose: To recognize low energy houses at first sight Prospective buyers and renters get better information on energy savings without caring about technical details House owners and housing companies can value their properties higher Prerequisites: Coupled to actual energy-saving standards set by new public ordinance Recognizes residential buildings above minimum public standards Promotion of newer energy-saving building standards (70 and 55) Promotion of newer and stiffer refurbishing standards (from 100 down to 55) Source: German Energy Agency (dena)

Energy Performance Certificate for Buildings (1) The Certificate is issued for the whole building Exception: Mixed-use buildings Validity: maximum 10 years from certification For existing residential buildings: The seller must provide the prospective buyer with the certificate. The same applies when renting or leasing a building. This obligation was enacted in two phases: By Jan. 1st, 2008 for buildings constructed before 1965 By Jan. 1st, 2009 for buildings constructed after 1966 Energy properties are calculated based on the En-EV standards. Roughly speaking, this concerns the thermal shell of the building. Source: German Energy Agency (dena),

Energy Performance Certificate for Buildings (2) Energy Demand (modeled usage) Required for all new construction and major renovations (optional for all existing buildings) Calculated according to general building factors and designated use Building size and materials used Projected use and HVAC systems Climate conditions Energy Use (actual historical usage) Required for all existing buildings Certificate issued based on actual useage data At least the last three calendar years Normalized against weather data1 Source: Pictures: German Energy Agency (dena)
