1 Environmental Items for Environment-friendly Residential L Development s Lee, Chan-Sik 1 Park, Hyun-Su 2 Oh, Kyung-Taek 3 Abstract: L development project is ned to provide spaces for constructing residential, industrial, educational, etc. Environmental-friendly development should be implemented by considering various factors on environment from the ning stage to the stage. Some residential l development projects in Korea have an adverse influence on environment for not having been satisfied various environmental requisites. We breaks l development project life cycle down into four stages in this paper, that is, district designation stage, ning design stage, construction stage, stage. Environmental items were derived from investigating environmental policies regulations of Korea, some EIA(Environmental Impact ) reports which were conducted by Korea Environment Institute. Environmental items were categorized 5 living environment sections such as air quality, water quality, soil, noise/vibration, waste. The environmental items suggested in this paper are expected to support decision maker of every stage for implementing residential l development project with environmental-friendly sustainable way. INTRODUCTION 12 Increasingly stringent environmental management assessment stards, both in Korea abroad, call for an increase in the environment-friendly nature of residential l development works. In Korea, preliminary environmental assessment environmental impact assessment systems already in place are designed to examine in advance the environmental impact of various development projects. Gil-Sang Lee (2006), Dae-Hong Goh (2004), Sang-Do Lee (2003) stressed the need for minimizing or reducing environmental impact pollution in the ning construction stage as a means of assessing managing the environmental impact of residential l development projects. This study was conducted based on the following methods procedures: The promotion procedure of residential l development projects was examined along with the preliminary environmental assessment environmental impact assessment systems. The project promotion stage was assigned based on the timing of environmental assessment. The direction for environmental assessment at each stage of a project was also determined based on a literature the outcomes from expert interviews. Environmental assessment factors selected based on the assessment direction for each of the residential l development project stages were analyzed summarized in order to determine the environmental assessment items for each project stage under the 5 environment categories. 1 Professor, Dept. of Architectural Engineering, University of Incheon, Korea 2 Research Fellow, Incheon Urban Development Corporation, Korea 3 Graduate Student, Dept. of Architectural Engineering, University of Incheon, Korea Environmental assessment items were determined based on environment-related regulations laws covering air quality, water quality, soil quality, noise/vibration, waste as well as the 8 preliminary environmental assessment reports 8 environmental impact assessment reports prepared by the Korea Environment Institute (KEI). 2. STAGES OF THE RESIDENTIAL LAND DEVELOPMENT PROJECT AND DIRECTION OF ENVIRONMENTAL ASSESSMENT 2.1. Direction of Environmental for Each In the zone designation stage, site characteristics were studied through the field survey. Likewise, location suitability, l use, activity restrictions, soil environmental assessment, possibility of compliance with the discharge regulation stards for construction operation were considered in order to decide whether or not a given project is appropriate. In the basic stage, activity restrictions pollution discharge volume restrictions ed at the zone designation stage were re-ed. The required environment-related authorization details for the construction work were examined, the means for compliance with the pollutant discharge restrictions related regulations, environment-friendly waste measures, pollution reduction s, were implemented in preparation against civic complaints. In the operation stage, compliance was confirmed with pollutant discharge restrictions related regulations in operation. Measures were implemented for the environment-friendly operation, waste minimization recycling, suitable waste as well as for environmental impact minimization during demolition. 2 3. ENVIRONMENTAL ASSESSMENT FACTORS 3.1. Analysis of Environment-related Laws This study ed analyzed Korean environmental law including the Basic Environmental Policy Act related to air quality, water quality, soil quality, noise/vibration, waste, in order to determine the appropriate factors in the environmental assessment of a residential l development project Case Study Table 1 categorizes summarizes the outcome of preliminary environmental assessment environmental impact assessment reports by KEI analysis according to 5 areas: air quality, water quality, soil quality, noise/ vibration, waste. 4. 3 Table 2 categorizes summaries the environmental assessment items related to air quality. To prepare for any negative impact that was expected in the process of construction /or operation, pollution reduction were installed operated. If there were odor-causing within the project site, odor intensity was measured a reduction was established. Table 2. If the wastewater sewage generated from the project were to be sent to the existing sewage treatment, the discharge volume was predicted confirmed based on the capacity of the. Table 3. A study was carried out of the status of that require soundproofing from street, railroad, aire noises. CONCLUSIONS In this study, the direction of environmental assessment in each stage of a residential l development project was determined based on a literature, a study of environment-related laws, interviews with experts. Environmental assessment factors were extracted from environment-related laws regulations as well as the 16 preliminary environmental assessment environmental impact assessment reports on past residential l development projects of Korea. The lifecycle of a residential l development project is divided into 4 stages: zone designation, basic detailed design, construction, operation. Environmental assessment categories items were presented for each of the 5 areas related to life environment: air quality, water quality, soil quality, noise/vibration, waste. In this study, 9 experts provided their input in determining the direction of the environmental assessment verified the suitability of the environmental assessment categories items. It should be noted, however, that the objectivity of the outcomes could not be clearly verified. Therefore, there was a need in this study for the actual application of the environmental assessment categories items presented for a continuous effort to refine them. This study ultimately sought to present to the public environmental assessment items in order to facilitate environment-friendly residential l developments. Those would be achieved by ensuring compliance with environment-related regulations by ing the impact of some different projects on the environment prior to project execution.
