4 History 1940 s: Marine fuel available in Thurston County 1950 s: Fuel Became available in downtown Olympia on Port property 1958: Zittel s Marina fuel facility constructed 1960: West Bay fuel facility constructed 1998: Port approached by private sector interest in fueling facility at NorthPoint

5 History Cont : Planning meetings held to discuss fueling facility into NorthPoint development 2005: BST Associates conducted Port Economic Impact Study, indicating high demand 2008: Port approached by private sector interest to locate fueling facility at A-Dock 2008: Commission received petition with approximately 800 individuals requesting fueling facility 2009, 2011: Commission directed staff to perform Marine Fueling Facility Studies

8 Marine Fuel Market Cont slips (80%) are in downtown Olympia area Swantown is 7 th largest marina in Washington 68% increase in visiting boaters at Swantown since 2007 Downtown Olympia is most underserved marine fueling market in Washington with no fueling facilities

9 Public Fueling Facilities 32 public ports and cities operate marinas 20 have marine fueling facilities 13 (65%) operate fueling facilities as public owned business enterprise Ability to use economy of scale in operations Better environmental oversight Marginal rate of return hinders private sector operation

10 What We Are Hearing from Public We don t want to travel long distances for fuel. Area fuel docks have limited water depth, short fueling docks, limited maneuverability and slow pumps. We don t like stopping to fuel. People don t come to Olympia because there is no fuel available. We want a fuel dock in Olympia.
