Criteria for indicator design Measurement of net energy consumption by the utilities(energy consumed less energy exported) Usable for each of the basic activities (integrated or separately): Drinking water production Drinking water distribution Waste water collection Waste water treatment Indicator designed for measuring progress over time (vertical benchmarking), not for absolute comparisons (horizontal benchmarking) Proposal : weighted average of the progress on kwhe/m 3 for each of the 4 activities (present value / initial situation) 12
