8 SAN-EI Regulator s Recycling Efforts Hard-to-Recycle Waste Paper Recycling Recycling of waste paper recovered by Kawasaki City from ordinary households by sorted collection as toilet paper/tissue paper at SAN-EI Regulator. Recycled toilet paper is sold by retailers in the city. 8 Water necessary for production of waste paper is reused after treatment (purification) at wastewater treatment plant.
