2 Hydromega Services Inc. - A Brief Overview Hydromega specializes itself in the conception, construction, financing and operation of renewable energy facilities in Quebec and Ontario (hydro, wind, solar and biomass). Today, total renewable energy projects built and operated by Hydromega exceeds 120 MW. Hydromega owns and operates five power plants in Ontario for a total installed capacity of 32 MW. Over the last 8 years, renewable energy projects built in Ontario by Hydromega represent investment of over 200 million dollars. The Dokis First Nation and Hydromega were awarded the prestigious Pollution Probe Award in November The award was handed by Ontario Premier for the Okikendawt Hydroelectric Project. Hydromega Services Inc. has been qualified by the IESO as "Qualified Applicant" to participate to the *ongoing procurement. *LRP-I-RFP Magpie Hydroelectric Projects 43 MW In service (2007). Kapuskasing Hydroelectric Projects 22 MW In service (2013). Okikendawt Hydroelectric Project 10 MW In construction (2015).
3 IESO LRP I RFQ Details and Milestones The Large Renewable Procurement (LRP) is a competitive process for procuring large renewable energy projects generally larger than 500 kilowatts. The LRP is an important component of Ontario s ongoing commitment to building a cleaner and more sustainable energy system, and represents a key step in the province s 2025 target for renewable energy to comprise about half of Ontario's installed capacity. Targets for this first procurement include up to 300 MW of wind, 140 MW of solar, 50 MW of bioenergy and 75 MW of waterpower. Release of final RFP and final contract March 10, 2015 Registration Deadline August 7, 2015 Proposal Submission Deadline September 1, 2015 Completion of Evaluation and notification of Selected Proponents (target date) December 2015

10 Consultation The Community Engagement Plan In order to meet high standards of consultation, and as per the LRP I RFP s requirements, Hydromega has prepared Community Engagement Plan(s) which details the public consultation measures that will be put in place during the development of the Buckhorn Lock #31 Hydroelectric Project and Douro Lock#24 Hydroelectric Project. Applying for a Survey Permits under the DWPA The proponent will engage in extensive consultation with PCA in order to develop a project meeting all guidelines, specifications and best practice identified by PCA. Maintaining a Project Website The proponent will maintain throughout development and construction a project website which will present details on the calendar, project structures, site map, site consideration information, transmission line, potential impacts, contact information and public notices. Consulting with the Township of Selwyn / Township of Douro-Dummer / Municipality of Trent Lakes The Proponent will engage in consultation with the Township of Selwyn, the Township of Douro-Dummer and Municipality of Trent Lakes through the development of the projects in order to assess potential constraints and impacts on the infrastructures and population Consulting with the First Nations The Proponent will engage in consultation with the Curve Lake First Nation, Hiawata First Nation and Alderville First Nation. Holding a least one (1) community meeting The proponent will hold at least one (1) community meeting in each affected community prior to submitting a proposal to the IESO.
11 Benefits Run-of-river hydroelectric are amongst the cleanest and most durable technology for electricity generation. Benefits of the development of a project would include: Increasing the sources of revenue of Parks Canada Parks Canada has fixed a royalty based on gross generation. Increasing the sources of revenue of the Township The Proponent is willing an annual voluntary contribution through a Community Vibrancy Fund Agreement. Helping Ontario achieve its target in phasing out coal generation The project would generate almost no green house gas while maximizing the hydroelectric potential of the site. Creating jobs Run-of-river hydroelectric facilities are low maintenance in operation but requires extensive material and manpower during development and construction. Up to 50 workers could be on site during the construction phase. These benefits can be achieve with limited environmental impacts. Furthermore, flows and levels would not be impacted and current water management would remain in effect.
12 What are we seeking? In order to maximize the chance of the project being selected, we would like to obtain: A resolution of support from the Township (improves the project competiveness) Enter into a binding agreement with the Township (improves the project competiveness) Obtain confirmation that we have met with the Township (mandatory LRP requirement) In order to obtain such support, we would commit to the following: Consult extensively with the Township throughout the development Enter into an agreement relative to: o The creation of a consultative committee aiming at minimizing impact during the construction; o The use of local roads; o The payment of an annual voluntary contribution towards the Township if the project is selected and commissioned.
