5 Introduction A. Sewer System Management Plan In May 2006, the State Water Resources Control Board (SWRCB) adopted Statewide General Waste Discharge Requirement Order No (WDR Order) which requires publiclyowned treatment facilities to develop and implement a Sewer System Management Plan (SSMP). The purpose of the SSMP is to facilitate proper funding and management of sanitary sewer systems. SSMPs must include provisions to provide proper and efficient management, operation, and maintenance of sanitary sewer systems, while taking into consideration risk management and cost benefit analysis. Additionally, each SSMP must contain a spill response plan that establishes standard procedures for immediate response to an sanitary sewer overflows in a manner designed to minimize water quality impacts and potential nuisance conditions. An SSMP is required for sanitary sewer collection systems comprised of more than one mile of pipe that convey untreated wastewater to a publicly owned treatment facility. There are eleven specific SSMP elements that are required to be completed and certified between 2008 and The Central Valley Region of the Regional Water Quality Control Board (RWQCB) adopted the State Board s requirements and due dates. This SSMP was prepared by East Bay Municipal Utility District (EBMUD) staff. The SSMP is in compliance with requirements of the Central Valley Region of the Regional Water Quality Control Board and the State Water Resources Control Board. The structure of this SSMP follows the WDR Order. B. Sanitary Sewer System Facilities EBMUD (the District) operates three wastewater facilities that serve the Camanche North Shore Recreation Area (CANS) and Pardee Recreation Area (PARA) in Amador County and Camanche South Shore Recreation Area (CASS) in Calaveras County. The sewer system at CANS consists of 5.4 miles of gravity sewers, 0.5 miles of force main, 154 sewer laterals (one mile) and four sewer lift stations. The sewer system at CASS consists of 7.4 miles of gravity sewers, 1.6 miles of force main, 263 sewer laterals (2.5 miles) and seven sewer lift stations. The sewer system at PARA consists of 1.5 miles of gravity sewers and 105 sewer laterals (0.4 miles). The sewer main lines range from 4 inches to eight inches in diameter, the sewer laterals are 4 inches in diameter and the force mains are 3 or 4 inches in diameter. Maintenance and repair of the sewer collection systems including main lines, force mains, laterals and lift stations are the responsibility of EBMUD. The maintenance of the sewer laterals from the connection point cleanout to the residence is the responsibility of resident. Moke_SSMP 2010.doc v

Definitions, Acronyms, and Abbreviations Asset Information Management System (AIM) A customized CMMS developed by EBMUD California Integrated Water Quality System (CIWQS) The State Water Resources Control Board online electronic reporting system that is used to report SSOs, certify completion of the SSMP, and provide information on the sanitary sewer system. Capital Improvement Plan (CIP) The document that identifies future capital improvements to EBMUD s sanitary sewer system. Closed Circuit Television (CCTV) Refers to the process and equipment that is used to internally inspect the condition of gravity sewers. Computerized Maintenance Management System (CMMS) Automated software systems for handling maintenance work orders, as well as associated inventory, purchasing, accounting, and human resources functions. Corrective Maintenance (CM) Maintenance activities intended to correct or repair failures of the sanitary sewer system facilities. Depth of Flow to Diameter Ratio (d/d) Depth of flow to pipe diameter ratio is used to prevent flow blockages in smaller pipes due to debris and avoid potential backup into connected service laterals. DOX EBMUD s internal online document storage system East Bay Municipal Utility District (EBMUD) Environmental Compliance Section (ECS) A section in EBMUD s organization responsible for compliance with environmental regulations. 7 Fats, Oils, and Grease (FOG) Products typically associated with food preparation and cooking activities that can cause blockages in the sanitary sewer system. Full-time Equivalent (FTE) A way to measure a worker's involvement in a project. An FTE of 1.0 means that the person is equivalent to a full-time worker, while an FTE of 0.5 signals that the worker is only required half-time. General Waste Discharge Requirements The State Water Resources Control Board Order No , Statewide General Waste Discharge Requirements for Sanitary Sewer Systems, dated May 2, Geographical Information System (GIS) EBMUD s system that is used to capture, store, analyze, and manage geospatial data associated with EBMUD s sanitary sewer system assets. Global Positioning System (GPS) The handheld unit that can be used to determine the longitude and latitude of sanitary sewer facilities based on the time difference for signals from different satellites to reach the receiver. Ground Water Infiltration (GWI) Groundwater that enters the sanitary sewer systems through cracks and/or leaks in the sanitary sewer pipes. Infiltration/Inflow (I/I) Refers to water that enters the sanitary sewer system from storm water and groundwater that increases the quantity of flow. Infiltration enters through defects in the sanitary sewer system after flowing through the soil. Inflow enters the sanitary sewer without flowing through the soil. Typical points of inflow are holes in manhole lids and direct connections to the sanitary sewer (e.g. storm drains, area drains, and roof leaders). Lateral The piping that conveys sewage from a building to the sewer collection system. Legally Responsible Official (LRO) The individual who has the authority to certify reports and other actions that are submitted through CIWQS. The LRO is the Manager of Water Supply. 8 Oakland Control Center (OCC) EBMUD s primary location to operate facilities remotely. Operations and Maintenance (O&M) Activities to properly operate and maintain the sewer system. Operations and Maintenance Department (OMD) The organization within EBMUD responsible for the wastewater systems at CANS, CASS and PARA. Pardee Area Control Center (ACC) EBMUD s facility that can be used to operate facilities remotely around Pardee and Camanche Reservoirs. Pardee Section Organization within EBMUD responsible for the operations and maintenance of the wastewater systems at CANS, CASS and PARA. Preventative Maintenance (PM) Maintenance activities intended to prevent failures of the sanitary sewer system facilities (e.g. cleaning, CCTV, repair). Rainfall Dependent Inflow and Infiltration (RDI/I) Rainfall that enters the collection system through direct connections (roof leaders, manholes, etc.) and causes an almost immediate increase in wastewater flow. Central Valley Regional Water Quality Control Board (CV-RWQCB) Region 5 (Central Valley Region) of the Regional Water Quality Control Board. Rehabilitation and Replacement Plan (R&R) A long-term strategy to address rehabilitation and repair needs for EBMUD s upcountry infrastructure utilities including wastewater collection, treatment and disposal systems. Sanitary Sewer Overflow Prevention & Response Plan EBMUD s Overflow Emergency Response Plan which is a component of this SSMP that addresses the District s response and cleanup procedures to SSO events. Sanitary Sewer Overflows (SSOs) Overflow or discharge of any quantity of partially treated or untreated wastewater from the Moke_SSMP 2010.doc viii

9 sanitary sewer system at any point upstream of the wastewater treatment plant. SSOs are typically caused by blockages, pipe failure, pump station failure, or capacity limitation. Sanitary Sewer System The system of pipes, pump stations, or other conveyances, upstream of a wastewater treatment plant headworks used to collect and convey wastewater to the treatment facility. Sewer System See Sanitary Sewer System. Sewer System Management Plan (SSMP) The document for planning the management, operation, and maintenance of a sanitary sewer system. State Water Resources Control Board (SWRCB) The California Environmental Protection Agency (Cal EPA) State Water Resources Control Board and staff responsible for protecting the State s water resources. Upcountry Utilities Infrastructure Master Plan (UUIMP) Master Plan that establishes the long term strategy to address and repair infrastructure utilities. Upcountry Wastewater Systems Master Plan (UWSMP) Master Plan that provides a comprehensive plan to upgrade the wastewater system to meet new standards and minimize the potential for sanitary sewer overflows. Upcountry Wastewater Collection System Condition Assessment and Capital Improvement Program (UWCSCA) A comprehensive condition assessment plan of the District s wastewater collection systems at CANS, CASS and PARA. Upcountry Wastewater Systems Operations and Maintenance Plan (O&M Plan) Documents standardized procedures and guidelines for operating the wastewater system and performing maintenance activities. Waste Discharge Requirements (WDR) The permit conditions for regulating potential discharges of wastes to the environment. Water Supply Division The organization within EBMUD responsible for operating and maintaining the wastewater systems at CANS, CASS and PARA. 11 Effective Date: May 2, 2008 Document Name: E1 Goals 1.0 Goals EBMUD s goals for operating and maintaining sanitary sewer collection systems at the three recreation areas are to: Minimize the number of preventable sanitary sewer overflows (SSOs) measured per quarter, with the ultimate goal being zero (0). 1.1 Objectives Perform cleaning and inspection of all sewer collection systems in accordance with intervals outlined in the preventive maintenance (PM) program for assets in each basin. Incorporate the operation and maintenance (O&M) inspection results into the Capital Improvement Program and prioritize projects accordingly. Respond to, report and remediate SSOs in accordance with all applicable regulations. Promote educational awareness to focus on reduction of waste streams that are detrimental to the collection system. Moke_SSMP 2010.doc Page 1 of 33

12 Effective Date: May 2, 2008 Document Name: E2 Organization 2.0 Organization 2.1 Authorized Representative The Manager of Water Supply Division (WSD) is the legally responsible official (LRO) responsible for signing and certifying all applicable SSMP documents and reports. The LRO is also responsible for assigning staff from the Pardee Section to implement the SSMP and requesting assistance from the Regulatory Compliance Division and the Mokelumne Watershed & Recreation Division, as necessary. 2.2 Responsibilities within the SSMP The following staff is responsible for implementing, managing, and updating the SSMP: Table 2.1 List of Responsible Persons For Each Element SSMP Element Key Responsible Persons 1. Communication Plan and Environmental Compliance Section Manager, Schedule Mokelumne Watershed & Recreation Division Manager Figure 2.1 presents the organizational chart and lines of authority between departments, divisions, and sections. A detailed version of the organization chart is available in the SSMP files listing the current names, titles, and phone numbers of each person on the organizational chart. A brief narrative of the organizational functions is discussed below. All groups in the Operations & Maintenance Department (OMD) report to the Director of OMD. The Director of OMD reports to the General Manager. The Mokelumne Watershed and Recreation groups within the Water & Natural Resources Department report to its Director, who also reports to the General Manager. The General Manager reports to the elected Board of Directors, the governing body of EBMUD. The Mokelumne Watershed and Recreation Division Manager is the main communication contact with the public and stakeholders and responsible for enforcement of ordinances at the Camanche and Pardee recreation areas. The Director of OMD, with input from the Department Managers, Division Managers, and Section Managers and Superintendents, determines allocation of resources and budget. The Director of OMD has delegated the duties of the LRO to the Manager of Water Supply Division, who has full responsibilities for preparation, implementation, and certification of the SSMP for the EBMUD Pardee Section sanitary sewer service area. Reporting to the LRO are the Pardee Section Superintendent and Assistant Superintendents. Reporting to the Pardee Section Superintendent/Assistant Superintendents are the Pardee Water/Wastewater Supervisor and Pardee Wastewater Maintenance Supervisor. 14 Effective Date: May 2, 2008 Document Name: E2 Organization these Supervisors are the operators including the Treatment Plant Specialists, Water System Inspectors, and Maintenance Specialists. The Regulatory Compliance Division provides support to the OMD on regulatory and environmental compliance issues as directed by its Manager. The Capital Program Management Senior Engineer has responsibility for the Upcountry Wastewater Capital Improvement Program. The Environmental Compliance Section Manager is responsible for all SSO notification requirements and other environmental permit compliance for Pardee Section. 2.3 Chain of Communication The chain of communication for reporting and responding to SSOs is contained in Section 6 Overflow Emergency Response Plan. 16 Effective Date: Feb. 2, 2010 Document Name: E3 Legal Authority 3.0 Legal Authority EBMUD is not a traditional wastewater service provider for the recreation areas in the Mokelumne area. The agreements, ordinances and controls that dictate the operation, construction and use of the wastewater systems are outlined in the existing framework of documents governing the relationship between EBMUD and the concessionaire. The Watershed Rules and Regulations, (EBMUD Resolution No , June 9, 2009) were amended to comply with changes in state laws pursuant to authority granted to the District to make and enforce regulations in connection with watershed and recreational area activities, pursuant to Sections and of the Health and Safety Code. EBMUD has the authority to enforce these Rules and Regulations pursuant to District Ordinance No. 284 and to Section12821 (b) of the Public Utilities Code. In the Rules and Regulations, Section X, Protection of Property and Resources, Paragraph 10.19, prohibits discharge of any non-sewage materials into the collection system and Paragraph 10.20, prohibits discharge of any substances which may cause, threaten to cause or is capable of causing damage or impacting the operation of the sewerage facilities. The Pardee RV Park Rules and Site Use Conditions, Camanche Mobilehome Park Rules and Regulations, Camanche South Shore Long-term RV Park Rules and Regulations and the EBMUD Watershed Rules and Regulations each expressly prohibit the discharge of any non-sewage materials into the collection system or any action which may cause, threaten to cause or is capable of causing damage or impacting the operation of the sewerage facilities. Design and Construction Standards for wastewater systems were developed as part of the Mokelumne wastewater systems condition assessment. Master specifications and typical sections now reside with Engineering in the specification group. These specifications address both new systems and rehabilitation of old systems. 3.1 Emergency Termination of Service The District's Manager of Water Supply Division ( District s Manager ) or Pardee Section Superintendent, as applicable, are hereby authorized and empowered to terminate sanitary sewage service immediately to any premises for the purpose of halting or preventing any discharge into the sewerage facilities which the District's Manager or Pardee Superintendent, reasonably determines to constitute a detrimental discharge, or otherwise significantly imperils the public health, safety or welfare. In such case, the District's Manager or Pardee Superintendent, will notify the Watershed & Recreation Manager, who shall make a reasonable effort to notify the occupants or the owners of the premises prior to halting or preventing such Moke_SSMP 2010.doc Page 6 of 33

17 Effective Date: Feb. 2, 2010 Document Name: E3 Legal Authority discharge; provided, however, that the failure of the occupant or owner to receive such notice shall not affect any action taken hereunder, so long as the determination of detrimental discharge or imperilment of the public health, safety or welfare made by the District's Manager or Pardee Superintendent, was reasonable and made in good faith. In the event that the District's Manager or Pardee Superintendent, terminates sanitary sewerage service to any premises pursuant to the provisions of this Section, the District's Manager or Pardee Superintendent will notify the Watershed & Recreation Manager who shall notify the occupant and owner of the premises (if such persons are not the same as the user) in writing that sanitary sewerage service has been terminated, and shall provide said occupant and owner an opportunity to be heard on the matter of termination not more than ten (10) days following such termination. 3.2 Notice of Violation In addition to the remedies set forth in Emergency Termination of Service, above, whenever the District's Manager or Pardee Superintendent finds that any occupant or owner has violated or is threatening to violate any waste discharge provision or requirement of the Rules & Regulations under their respective enforcement jurisdiction, the District's Manager or Pardee Superintendent, will notify the Watershed & Recreation Manager, who shall serve upon such user a written Notice of Violation stating the nature of the violation and ordering cessation thereof. Service of such notice shall be made personally or by certified or registered mail (return receipt requested), addressed to the premises which is the source or location of such violation, the address of the occupants or owners theretofore specified by said persons(s) to District s Manager or Pardee Superintendent (if different than the address of the premises) and also to the occupants or owners of said premises as shown on the last Mobile Home Lease. Within thirty (30) days of the date of said notice, the occupants or owners of the premises may submit to the Watershed & Recreation Manager, who will forward it to the District s Manager or Pardee Superintendent, a written explanation of the cause of such violation. Such written explanation shall be reviewed to determine if further action by the District is necessary. Any violation of a waste discharge provision of any Mobilehome Park, RV Park or Watershed Rule and Regulation may result in citation and/or eviction proceedings. Moke_SSMP 2010.doc Page 7 of 33

18 Effective Date: Feb. 2, 2010 Document Name: E4 Operations and Maintenance Program 4.0 Operations and Maintenance Program EBMUD maintains systems and procedures to conduct all appropriate and applicable operations and maintenance (O & M) activities at three wastewater collection systems. The elements include collection system maps, preventive O&M program, routine inspections, rehabilitation and replacement (R&R) plan, training, and contingency equipment and replacement inventories. 4.1 Collection System Maps The District relies on a single collection system map for each of its three wastewater systems, which include: A Geographic Information System (GIS) base map, which is the master map, is used for managing map attributes as current as possible and depicting maintenance and repair issues and resolutions. Hard copy scale drawings broken down into individual pages bound in 11 X 17 map books GIS Database Map EBMUD has developed collection system maps of its Mokelumne Wastewater Collection Systems using a GIS database. The GIS map contains detailed information on the manholes, pipelines, pump stations and wastewater treatment facilities. Also included for reference in the database are aerial photos of the wastewater service areas and maps of streets and property boundaries. The GIS database was built from the following information sources: Global Positioning System (GPS) data The GPS locations of the manholes were collected by EBMUD. As-built drawings The rim and invert elevations of the manholes were added from asbuilt drawings and field verifications. Aerial photo Includes depictions of streets and area boundaries, general overview of facilities, locations of lift stations, sizes and types of pipes, force mains, manholes, cleanouts, valves, etc. Facilities were established based on an aerial photo of the wastewater service area. 19 Effective Date: Feb. 2, 2010 Document Name: E4 Operations and Maintenance Program The GIS database for the collection system is currently stored on a standalone PC workstation at G:\projects\WasteWater\mxd\InterceptorData.mxd and routinely backed up on a network server. Printouts from the GIS database are located on EBMUD s internal online document storage system (DOX: Map Updates System maps are reviewed for accuracy and field verified to ensure current conditions are depicted at least once per year. Maps are updated as required based on this review. Maps are also updated any time new facilities are added or existing facilities are modified. Updates to the master map and map book set will continue to be edited by hand until the set can be replaced by a fully developed GIS map system. 4.2 Preventive Maintenance EBMUD conducts routine maintenance and preventive maintenance (PM) activities by dedicated EBMUD Wastewater Maintenance Worker staff for its sewer collection systems Computerized Maintenance Management System (CMMS) A customized CMMS developed by EBMUD is called the Asset Information Management System (AIMS) ( and is used by Pardee Section Wastewater Maintenance staff to: Request maintenance services and manage both planned and unplanned maintenance activities Track equipment inventory and maintenance Plan and prioritize maintenance work Maintain timely and accurate activity records which can be easily accessible and used for appropriate analysis and reporting The CMMS covers EBMUD s entire Mokelumne wastewater collection and treatment systems. 20 Effective Date: Feb. 2, 2010 Document Name: E4 Operations and Maintenance Program Cleanouts Other utilities that impact or may be impacted by their operation and maintenance or operation and maintenance of EBMUD s collection system Preventive Maintenance, Inspections and Activities Pardee Wastewater Maintenance Worker staff performs routine inspections, cleaning, and other PM activities for all wastewater collection, lift stations and treatment systems. The procedures are documented in the O&M Plan and work orders are managed and tracked by the AIM PM System and the GIS based Map System. The O&M Plan describes the priority of PM work orders based on criticality and urgency criteria from 24 hours (emergency/safety) up to 180 days (secondary non-critical or minor). Intermediate priority needs include regulatory, process/essential, and secondary critical. Inspection and testing, both routine and non-routine, are conducted to preserve equipment and facilities from failure and deterioration that could lead to sewer system overflows. If the inspections and testing indicate accumulation of debris and other items of concern in the sewer main line(s), additional condition assessment inspections may be conducted as part of the R&R Plan (see below). Upon completion of a capital improvement project, inspection and testing may be revised to include smoke testing, video inspections, leak check of manholes, root treatment, and/or inflow assessments. The sewer mains have on occasion exhibited problems with debris accumulation that could lead to sewer system overflows (SSOs), thus would be scheduled to be cleaned out. Based on inspection and testing results, corrective maintenance is also initiated and tracked through AIMS. EBMUD has a routine sewer main and lateral cleaning program including the equipment and personnel required to perform sewer cleaning. EBMUD performs cleaning based on a defined schedule with the goal of completing each system in its entirety within three years, and hot spots with greater cleaning and treatment, as warranted, as frequently as once per month. Cleaning needs are varied from location to location and may include hydro-jetting, mechanical rodding, vacuuming, root treatment and removal, and flushing. Cleaning schedules have been derived based on conventions of best management practices for O&M of sewer collection systems within the regional industry as well as an extensive history of practical operation of the wastewater collection systems at the recreation areas. 21 Effective Date: Feb. 2, 2010 Document Name: E4 Operations and Maintenance Program 4.3 Rehabilitation and Replacement (R&R) Plan The Upcountry Utilities Infrastructure Master Plan (UUIMP) establishes a long-term strategy to address rehabilitation and repair needs for EBMUD s upcountry infrastructure utilities including wastewater collection, treatment and disposal systems. Its objectives are to render a current assessment of facility issues, prioritize rehabilitation and repair needs, and provide a rational basis for justifying capital funding for critical upcountry improvements. The UUIMP is updated every two years to ensure that upcountry infrastructure issues remain current. It is intended to be used as a planning resource for regular updating of the 10-year plan for Remediation Program. The repair and rehabilitation needs for upcountry wastewater facilities have historically been addressed through the administration of the Remediation Program Remediation Program The Remediation Program maintains District facility compliance with federal, state and local environmental regulations, including new and anticipated requirements. This program funds capital improvement needs for EBMUD s wastewater systems Preventative and Corrective Maintenance Procedures The R&R Plan is driven by EBMUD s Upcountry Wastewater Systems O&M Plan. The Preventative and Corrective Maintenance Programs for the collection systems, lift stations, and wastewater treatment and disposal facilities are described in the O&M Plan Budget EBMUD develops a 5-year Capital Improvement Program (CIP) and an annual operating budget. The CIP and operating budget are prepared as part of EBMUD s biennial budget process. Moke_SSMP 2010.doc Page 11 of 33

22 Effective Date: Feb. 2, 2010 Document Name: E4 Operations and Maintenance Program Capital The long-term capital budget consists of funds allocated for projects to rehabilitate and repair the wastewater facilities under the CIP. Project prioritizations are based on the results of the UUIMP which includes SSMP s Element 4 O&M Program, Element 5 Design and Performance Standards and Element 8 System Evaluation and Capacity Assurance Plan. The CIP has funds available for short-term unplanned projects. These short-term and long-term projects will be managed through the Remediation Program, the Recreation Areas Program and the Supply Reservoirs Program. The goals of these programs are to: Ensure public and employee safety Surpass environmental and regulatory requirements Enhance infrastructure reliability Ensure the wastewater systems meet current and future facility capacity needs and are in compliance with current standards Operating The operating budget consists of resources necessary to operate and maintain the collection system. Such resources include staff, energy, chemicals, parts and materials, vehicles, fuel, and outside contracts. Labor costs and other expenses are tracked continuously. The budget for these resources is established based on the District s salary schedule and staffing plan, and historical data, trending/projections, and inflation factors Resources The main source of revenue for operating, maintaining, and repairing the collection system and treatment and disposal facilities will come from bonds and revenue. The improvements constructed will be paid, in part, by revenue collected from the operation of the recreation areas and lease rates in the mobile home parks. Moke_SSMP 2010.doc Page 12 of 33

23 Effective Date: Feb. 2, 2010 Document Name: E4 Operations and Maintenance Program 4.4 Training EBMUD s Workplace Health and Safety (WHS) Section conducts safety training covering confined space entry, lock-out/tag-out, competent person training and other safety related training. Procedures are documented in Required Safety Practices (RSPs) and provided on the Regulatory Compliance Division intranet. The Environmental Compliance (ECS) Section conducts annual refresher training to ensure that the Pardee Section operation and maintenance staff are kept current with environmental regulatory rules and guidelines and proper practices regarding the sewage collection, treatment, and disposal system and overflow emergency response. These guidelines and procedures are documented in the Environmental Compliance Manual and provided on the intranet. Training regarding numerous duties and responsibilities for the Pardee Section operation and maintenance is conducted through on-the-job training by supervisors and journey level field staff and if needed, daily tail gate meetings for specialized refresher training related to specific work orders. Training records are maintained by the Sections conducting the training as well as by the Pardee Section SSMP/SSO Response Training All EBMUD personnel assigned to the Pardee Section who are/or a may be responsible to have any role in the response to SSOs receive initial and annual refresher training in the proper response procedures in general and for specifically for their role(s.) This includes Wastewater Maintenance Crewmembers, Water Quality Crewmembers, Supervisors, Managers and all persons who receive 24-hour Standby/On-Call Duty assignments. In addition to proper field response and event responsibilities, these employees are trained in order to be kept up to date with new and emerging industry technologies, new and upgraded local facilities and new and revised regulatory requirements Maintenance Specialist Training EBMUD retains a dedicated multi-skilled maintenance staff and provides ongoing training programs which cover skill-based and site-specific training. Prior to journey-level employment, an individual must meet basic defined requirements by job classification. A probationary employment period is used to assess skill and competency levels. There are several platforms on which training is conducted. The platforms include on-the-job training, independent study, meetings, classroom lectures, vendor presentations, and orientations on new equipment/facility. Moke_SSMP 2010.doc Page 13 of 33

In addition to the general training mentioned above, both groups of maintenance and operations personnel receive training on the collection system on a regular basis. When contractors are used for specific projects, appropriate training and qualifications are required and verified. 4.5 Contingency Equipment and Replacement Inventories EBMUD owns and maintains a limited supply of emergency response equipment at the Section Headquarters, such as pumps, generators, piping, etc. Budgets for new equipment as required through the capital budget process which is updated each year for the O&M budget cycle. In addition, EBMUD maintains contracts with local vendors to provide emergency equipment to supplement the inventory on an as-needed basis. EBMUD maintains a spare parts inventory of approximately 100 spare parts for the Mokelumne Area collection systems and lift stations. These parts are selected based on manufacturers recommendations and experience with the parts that are likely to fail, i.e. critical parts. The spare parts inventory records are kept in the Pardee Wastewater Supervisor s Office and the Pardee Section Warehouse Additional Resources Additionally, EBMUD has ongoing relationships and contracts with local suppliers, vendors and service providers which affords operation a high level of additional variety and quantity of equipment and supplies which are instrumental and valuable for the operation and maintenance of the sewer collection system as well as for emergency responses to SSOs and other system problems that may arise. EBMUD has standard designs, construction and testing methods for new or rehabilitated sewer collection systems. Moke_SSMP 2010.doc Page 15 of 33

26 Effective Date: Aug. 2, 2010 Document Name: E5 Design and Construction Standards 5.0 Design and Construction Standards 5.1 Design Standards EBMUD has standard specifications, drawings and details to design sewer collection systems. The specifications include pipe, manhole, cleanout, and sewer lateral materials and construction methods, final inspection by CCTV and abandonment of existing sewer mains. The drawings and details include pipe plan and profile, manhole locations, lateral locations and service connection details. These requirements provide reasonable assurance that the sewer systems constructed to the specifications and drawings will perform adequately with minimal infiltration or maintenance problems, will maintain their structural integrity for the expected duration of the intended useful life and will avoid conflicts with other underground utility requirements. EBMUD has standard specifications, drawings and details to design sewer lift stations. The specifications include civil, structural, mechanical and electrical construction methods. The specifications, drawings and details include all required equipment and appurtenances to construct a complete lift station. These requirements provide reasonable assurance that the lift stations constructed to the specifications and drawings will perform adequately for the expected duration of the intended useful life. These specifications, drawings and details also apply to rehabilitation or repair projects. All sewer mains, laterals and lift stations located in the recreation areas are designed and constructed by EBMUD or under contract to EBMUD using EBMUD design and construction standards. Design flow and capacity for sewer mains are described in the Upcountry Wastewater Systems Master Plan. EBMUD reviews and updates its design and construction standards based on: New or changes to industry standards New or changes to existing codes (Local, State or Federal) Lessons learned and feedback on previous projects Moke_SSMP 2010.doc Page 16 of 33

27 Effective Date: Aug. 2, 2010 Document Name: E5 Design and Construction Standards 5.2 Inspection & Testing Standards EBMUD s standard specifications include methods and requirements for testing and accepting the construction of pipe, manhole, cleanout, and sewer laterals in the sewer collection system. Prior to acceptance, EBMUD requires inspection by CCTV to detect obstructions or defects in the sewer collection system. The specifications also include methods and requirements for testing the mechanical and electrical equipment and the functionality of the sewer lift stations. Construction management and inspection during construction of new, rehabilitated or repaired projects is performed by EBMUD staff. Pardee Wastewater Maintenance staff performs routine inspections and cleaning activities for all wastewater collection systems and lift stations. The procedures are documented in the O&M Plan. Inspection and testing, both routine and non-routine, are conducted to preserve equipment and facilities from failure and deterioration that could lead to sewer system overflows. 28 Effective Date: Feb. 2, 2010 Document Name: E6 Emergency Response Plan 6.0 Emergency Response Plan The EBMUD overflow emergency response program consists of plans and procedures to protect public health and the environment and satisfy strict regulatory reporting requirements. Guidelines and procedures have been established for notification and reporting, chain of communication, and appropriate response, mobilization, abatement, and mitigation standards and best management practices. These plans and procedures are documented in the Pardee Area Control Center (ACC) Emergency Notification Guidelines, the Operations and Maintenance (O&M) Plan and the Sanitary Sewer Overflow Prevention & Response Plan. 6.1 Initial Notification The EBMUD may receive information regarding potential SSOs from the ACC, EBMUD or contractor employees, or the general public. The Oakland Control Center (OCC) may also receive calls when the ACC requires backup coverage. Upon confirmation of the SSO through visual verification by EBMUD first responders, staff will contact and request appropriate resources to be dispatched and initiate the communication chain of command listed in the Emergency Notification Flowchart shown below. The EBMUD Regulatory Compliance Division staff or the designated standby emergency person is responsible for notifying the appropriate regulatory agencies within the mandated reporting time periods. Standby procedures are documented in the Regulatory Compliance Standby binder operating procedures. 6.2 Response Mobilization and Public Notification Upon determining the level of response required, all necessary appropriate actions shall be taken to contain and control the SSO, mitigate public and environmental impacts, and document the SSO. The Shift or Standby Supervisor is responsible for dispatching additional persons and equipment to assist with the response. If the size and extent of the spill is beyond EBMUD s capability to respond in a timely manner, contractors are available to dispatch a variety of cleanup equipment and support personnel. If the SSO is in the vicinity of a swimming, bathing, boating or any other recreation area where the public health could be affected, public notification/posting procedures are described by the EBMUD Mokelumne Watershed and Recreation Division. The affected areas may be restricted or closed to the public and appropriate warning signs posted. The Mokelumne Watershed Rangers are responsible for security and will coordinate with the EBMUD Public Affairs if Moke_SSMP 2010.doc Page 18 of 33

29 Effective Date: Feb. 2, 2010 Document Name: E6 Emergency Response Plan additional public and/or other media communication is required (see Element 11 SSMP Communication Program). 6.3 SSO Abatement and Impact Mitigation Plan SSO response and cleanup procedures are outlined in the Emergency Notification Guidelines, the O&M Plan, and the Sanitary Sewer Overflow Prevention & Response Plan. Types of corrective actions are described to assess the SSO, stop the upstream source temporarily until cleanup and repairs can be completed, contain spillage materials while cleaning the point of blockage, contain further migration if sewage has reached surface waters, and strategies for pumping the spillage back into the sewer system or tank truck. The level of response will depend whether the spillage has migrated or has a high potential to migrate to surface waters, contaminate drinking water, or threaten public health. For overflows that have migrated to surface waters or threaten to migrate to surface waters, the procedures specify immediate actions to stop the source and then contain the sewage. The most effective actions which will provide the most immediate cessation of spillage flow should be considered first, such as blocking a manhole cover or building an earthen berm or using sandbags. Documentation of the site conditions is necessary during the initial assessment phases by the first responders, which is needed to report to regulatory agencies. Estimates of spillage flow rates and when the overflow began are calculated to determine the appropriate cleanup methods and required equipment and containers necessary to quickly recover the sewage. Time permitting, environmental samples are collected to document the extent of environmental and public health impacts. Sample collection and sample handling procedures are described in the plans, which may be used for litigation or regulatory purposes. Biohazard safety and personal protection procedures are specified in the emergency response plans as required by Workplace Health and Safety Required Safety Practices. Refresher training is provided annually and as necessary during daily tail gate safety meetings. Environmental compliance and first responder refresher training are provided frequently on an as-needed basis, but at a minimum, annually. Moke_SSMP 2010.doc Page 19 of 33

31 Effective Date: Feb. 2, 2010 Document Name: E7 FOG Control Program 7.0 FOG Control Program EBMUD owns and maintains the sewer systems which collect and transport domestic wastewater from all connections to treatment, storage, and disposal systems at three recreation areas. Implementation of the Sanitary Sewer Operation, Maintenance, Overflow Prevention, and Response Plan (SSOPP, Nov. 2002) consists of conducting ongoing preventative maintenance, inspections, and corrective maintenance as required in each waste discharge permit. Discharge of fats, oils, and grease (FOG) into the collection system are listed as prohibited materials that cause obstruction of flow or could damage the sewerage facilities. This FOG program consists of enforcement and public education outreach at EBMUD s recreation areas. 7.1 Source Identification Wastewater discharges from residential mobile home park sites, common area use sites, and one food service facility at each recreation area (snack bar/café) are potential sources for causing grease-related sanitary sewer overflows (SSOs) and blockages in the sewer collection systems. Source control measures are limited to appropriate level of inspections and maintenance upstream of sewer hot spot areas of blockages and public outreach. 7.2 Legal Authority for the FOG Program The Pardee Recreational Vehicle (RV) Park Site Use Conditions, Camanche South Shore Longterm RV Park rules and Regulations, and Camanche North Shore and South Shore Mobile Home Park Rules and the EBMUD Watershed and Recreation Rules and Regulations (Board Resolution No ) each specifically address prohibitions of any non-sewage materials into the collection system or any action which may cause, threaten to cause or is capable of causing damage or impacting the operation of the sewerage facilities. The resolution provides legal authority for EBMUD to take all necessary steps to adequately maintain, operate, and prevent spills from its sanitary sewer collection systems, including, but not limited to implementing a FOG program. Each facility s Waste Discharge Requirements (WDRs) also require maintaining the system in good working order, operating as efficiently as possible and taking all reasonable steps to minimize/prevent any adverse impact to the waters of the state.
