2 Regulatory Landscape NERC MOD-032 Data for Power System Modeling and Analysis requires: Planning Coordinators and Transmission Planners to develop steady-state, dynamic and short-circuit modeling data requirements and reporting procedures (enforceable July 1, 2015) Generator Owner shall provide steady-state, dynamic and short-circuit modeling data to its Transmission Planners (enforceable July 1, 2016) NERC MOD-025 requires Generator Owners to perform verification of generator active and reactive power capabilities NERC MOD-026 and -027 require Generator Owners to perform verification of generator excitation control and governor control models respectively Implementation schedule per RSAWs: MOD-026 MOD % of applicable unit MVA 7/1/2018 7/1/ % of applicable unit MVA 7/1/2020 7/1/ % of applicable unit MVA 7/1/2024 7/1/2024
3 Stead-State Model Development Efforts WECC Renewable Energy Modeling Task Force (REMTF) led a multi-year effort in developing models for wind and solar generators WECC REMTF developed powerflow (steady-state)modeling guide approved in 2008 All planning cases and many real-time state estimator cases have NW wind power plants modeled according to the WECC guide PCs and TPs can use WECC guide as a starting point for developing steadystate data requirementsfor wind power plants per MOD Plant%20Power%20Flow%20Modeling%20Guide.pdf
4 Dynamic Model Development Efforts WECC Renewable Energy Modeling Task Force (REMTF) developed several versions of generic Wind- Turbine Generator (WTG) models WECC Wind Plant Dynamic Modeling Guidelines describes generic WTG models and provides examples of model data sets for four types of WTGs: WECC%20Wind%20Plant%20Dyna mic%20modeling%20guidelines.p df Generic models are developed for four types of WTGs
5 Disturbance Recordings BPA installed Dynamic Data Recorders (DDRs) at Point of Interconnection of many power plants in the Pacific NW SEL Phasor Measurement Units (PMUs) and BPA Portable Power System Monitors (PPSM), and extended DFR technologies are used DDR records of system events can be used for model verification and compliance with NERC MOD-026 and 027 Standards Voltage 2.5E E E E E E E E E+05 Active Power (From bpa Substation to Power Plant) Reactive Power (From BPA Substation to Power Plant) BPA staff performs independent trust 5 but verify model verification studies 0-5 that other GOs have used for MOD- 026 and -027 Standard compliance PMU recording of a system event (1-cycle sampling) looking at a power plant 15
6 SCADA Recordings NERC MOD-027 requires verification of dynamic models of turbine controls Wind power plants in NW are not required to operate in frequency control mode Event recorders can be used for frequency response model verification either 1-cycle DDR or 2-second SCADA recordings can be used to verify frequency response of wind power plants Transmission Operators can provide DDR and SCADA recordings to GOs as required Frequency Active Power (from Power Plant) Example on the right: verification of wind power plant being not responsive to system frequency deviation SCADA recording of a system frequency deviation event (2-second sampling) 2-second sampling may be OK for frequency response verification, but unacceptable for voltage control verification
7 Collaborative Approach Wind Power Plant dynamic models are complex, very few experts are available to provide and verify model data Transmission Planning and Operating staff needs (a) stable, (b) reasonable and (c) accurate model data sets for grid simulations In absence of (a) stable or (b) reasonable data, planners will replace GO-provided data with default data sets to complete their studies WECC Power Plant Model Validation and Data Task Force (PPMVD-TF) proposed a collaborative roadmap to leverage collective expertise and experience of wind power plant operators, transmission planners, equipment manufacturers and industry experts The key is to promote better collaboration while respecting compliance requirements of TPs and GOs Help you to help me
