2 Growing North America s Renewable Energy Capacity Manitoba Hydro, one of Canada s largest energy utilities, generates clean, affordable energy for Manitobans and our energy trading partners in Ontario, Saskatchewan and the U.S. 5,499 megawatt generating capacity 98% of electricity generated is renewable hydropower Assets of nearly $13 billion (original cost) 6,200 employees Owned by the government of the Province of Manitoba Virtually all electricity generated in Manitoba is clean, cost-competitive, self-renewing water power produced by 14 hydroelectric generating stations, primarily on the Winnipeg, Saskatchewan and Nelson Rivers. Potential exists to double Manitoba s generating capacity and provide a greater role for Manitoba Hydro to help meet North American renewable energy needs in an affordable manner to support continued economic growth in both the U.S. and Canada. Three new hydroelectric generating projects, Wuskwatim, Keeyask and Conawapa, are already under various stages of development in Manitoba s north, and will add about 2,300 megawatts of hydroelectric energy. Manitoba has also started to harness its wind energy potential with almost 250 megawatts installed since one of the cleanest electricity systems in the world In addition to developing vast renewable energy resources, energy conservation has been a key focus for Manitoba Hydro since the inception of Power Smart* in These award-winning energy conservation programs currently reduce provincial electricity demand by 1.8 million gigawatt hours per year, enough electricity to MANITOBA power over 160,000 homes. With a comprehensive portfolio of clean energy resources, coupled with aggressive energy conservation programming, Manitoba boasts one of the cleanest electricity systems in the world. 3 Protecting the Environment In Canada hydropower faces the most stringent environmental-protection requirements of any source of electricity generation. All of Manitoba Hydro s development projects are subject to rigorous environmental scrutiny and regulatory oversight similar overall to that in the U.S. Before construction begins, projects undergo a comprehensive environmental impact assessment. Wideranging environmental and socio-economic studies are required to assess project impacts. Aboriginal Traditional Knowledge has been incorporated into project planning, monitoring and environmental assessment to complement Western scientific approaches. This comprehensive approach to community consultation and environmental protection will result in hydropower generating stations that are amongst the most sustainable renewable energy projects ever developed. Greenhouse Gas Emissions Hydropower is virtually free of greenhouse gases and other emissions. The U.S. National Academy of Sciences has determined that life-cycle greenhouse gas emissions from hydropower are comparable to other renewables, Figure 1 Comparison of Life-cycle Greenhouse Gas Emissions from Electricity Generation including wind power. Life-cycle GHG analysis completed by the Pembina Institute for the Wuskwatim Generation Station confirms these conclusions (see figure 1). Consequently, hydropower resources are being increasingly recognized for their ability to assist in meeting government mandated renewable energy objectives. Since 1990, Manitoba Hydro s clean electricity exports have reduced global GHG emissions by over 170 million tonnes by displacing fossil fuel power generation in neighbouring jurisdictions. Aquatic Impacts All new projects incorporate fish protection and impact mitigation. New facility designs include fish-friendly propeller turbines, ensuring minimal impact to fish stocks. Engineered solutions to facilitate fish passage are required for migratory species and, if determined beneficial, for non-migratory species. As well, federal regulation requires no-net-loss of fish habitat resulting from a new hydropower project. To compensate for any affected habitat, project developers must replace habitat or take other measures to maintain the sustainability of fish populations. Terrestrial Impacts In collaboration with project aboriginal partners, new hydropower facilities have been designed to reduce flooding. Cumulatively, Manitoba Hydro s three new hydro generating stations will require flooding only 20 square miles of land to provide electricity for over 1.2 million homes. 4 Partnering with Manitoba s Aboriginal People Working with Aboriginal Communities to Provide Sustainable Benefits Manitoba Hydro is working with First Nations to reduce environmental impacts and ensure local communities benefit from new hydropower development. Through this innovative and respectful approach, potentially impacted communities are engaged in project planning, environmental assessments and the development of training, employment and business opportunities. This approach is being implemented in the development of new hydropower generation in Manitoba. In all cases, the objective is that communities will overall be better off with the project, and will welcome it. Project Partnerships The Wuskwatim Generating Station is being developed as a partnership with the co-owners being Nisichawayasihk Cree Nation and Manitoba Hydro. Manitoba Hydro and four First Nations - Tataskweyak Cree Nation, War Lake First Nation, Fox Lake Cree Nation and York Factory First Nation are similarly developing the Keeyask Generating Station. At this early stage of Conawapa development, process agreements are in place with local First Nations, with further discussions in progress. Respecting Aboriginal Culture and Knowledge As part of engaging First Nation communities, Manitoba Hydro is respectful of cultural traditions and diversity and has integrated crosscultural counselling and awareness programs into development of new hydropower projects. Traditional site ceremonies, for example, are held at key construction milestones to pay respect to the land and waters. These cultural programs have a powerful influence on project personnel working for Manitoba Hydro, contractors and our First Nation partners. 4
