2 GENERAL INTRODUCTION This is a Product Category Rules (PCR) document developed in the framework of the International EPD System, operating in accordance with ISO 14025:2006 and the following international standards: ISO 9001, Quality management systems ISO 14001, Environmental management systems ISO 14040, LCA - Principles and procedures ISO 14044, LCA - Requirements and guidelines The International EPD System is a system of voluntary environmental declarations applicable to any type of goods and services. The rules and requirements of the system are defined in the General Programme Instructions, available at the website: A PCR is defined in ISO as a set of specific rules, requirements and guidelines for developing Type III environmental declarations for one or more product categories. This PCR document specifies the rules for the underlying life cycle assessment (LCA) and sets minimum requirements on EPDs for a specific product group that are more detailed than the standards and the General Programme Instructions. In the case of building products, the International EPD System also allows the use of EN (Sustainability of construction works - Environmental product declarations - Core rules for the product category of construction products) and ISO (Environmental declaration of building products) as underlying standards, if relevant. The compliance with these standards shall be defined in each PCR. The principle programme elements in International EPD System are presented below. 5 This document provides Product Category Rules (PCR) for the assessment of the environmental performance of Table Olives (UN CPC & 21399) and the declaration of this performance by an EPD. This PCR complies and has been developed in accordance with the General Programme Instruction of the International EPD System, version 2.0 dated Any comments to this PCR document may be given on the Global PCR Forum or directly to the PCR moderator during the period of validity. The PCR document is a living document. If relevant changes in the LCA methodology or in the technology for the product category occur, the document will be revised and any changes will be published on the international website: The EPD shall refer to a specific PCR version number. The production of new PCR versions does not affect the EPD certification period. 2 DEFINITION OF THE PRODUCT GROUP The product category referred to the present PCR is: Table Olives. In particular the ISIC CPC ( version 2 classification are: Section: 2 - Food products, beverages and tobacco; textiles, apparel and leather products Division: 21 - Meat, fish, fruit, vegetables, oils and fats Group: Prepared and preserved vegetables, pulses and potatoes Class: Vegetables, pulses and potatoes, preserved by vinegar or acetic acid - Subclass: Vegetables, pulses and potatoes, preserved by vinegar or acetic acid whether or not containing salt, spices, mustard, sugar or oil Class: Other prepared and preserved vegetables, pulses and potatoes - Subclass: Other vegetables and pulses, preserved other than by vinegar, acetic acid or sugar, n.e.c. 2.1 SPECIFICATION OF MANUFACTURING COMPANY The following mandatory and voluntary information of the producer shall be described: Mandatory information Name of the production company Primary production sites (geographic location of parcels of land, total area and number of plants, trees etc). Processing site, owned or subcontracted. Examples of voluntary information Environmental policy, Specific aspects regarding the production. List of farmers registered for EPD in a producer group. 6 2.2 SPECIFICATION OF THE PRODUCT The product category includes packed Olives ready to be consumed All international, regional and national legal requirements on environment, food safety and product labelling have to be recognised and respected. For olives with a protected denomination of origin and protected indication of origin the relevant regulations (see also or -in their absence- specific rules shall be applicable with emphasis on traceability. For organic olives the respective standards and regulations apply, e.g. Reg. 834/2007 for European Union. The production system shall be clearly defined in a way to allow product comparisons with regard to: a. Primary (upstream) production system e.g. conventional, low input, integrated or organic farming. b. Secondary (core) processes according to CODEX STAN 66/ and its revisions, and reflecting on the state that the product is presented in the market e.g. whole, chopped or minced (paste), stoned (pitted), stuffed etc. as well as, c. The type of packaging and the preservation media shall also be specified. If stuffed, the material used and its proportion in the final product shall also be declared. 3 FUNCTIONAL UNIT The functional unit i.e. 1 kilo of olives including its packaging* shall be declared as one product unit to be used by consumers. The weight of the package is not taken account of. The actual unit shall be declared in the EPD. However, the environmental impact shall be expressed per functional unit, i.e. if olives are packed in another pack size the results shall be extrapolated to 1 kilo of olives. *End-of-life of the packaging should be addressed in product stages. 4 CONTENT DECLARATION The gross weight of materials shall be declared in the EPD at a minimum of 99% of one product unit. The following materials and substances shall be included in the EPD: 1. Olives. 2. Preservative materials (Brine, olive oil, sunflower oil, modified atmosphere, lactic acid, vinegar, acetic acid). 3. Materials used for stuffing, if relevant. 4. Herbs 5 UNITS AND QUANTITIES The International System of Units (SI units) shall be used. A maximum of two significant digits shall be used when reporting LCA results. Power and energy units: kwh for electricity. 7 6 GENERAL SYSTEM BOUNDARIES Figure 1.Presentation of Core Module and upstream and downstream processes. 6.1 UPSTREAM PROCESSES The upstream processes include the following inflow of raw materials and energy wares needed for the production of virgin olives: Operations for the transformation of land use, if the olive grove life time is expected to be less than 25 years. Operations for the initial establishment of the olive grove including the irrigation system, if the olive grove life time is expected to be less than 25 years. Emissions from these operations shall be evenly distributed over the total number of years of the olive grove life The production of olive fruit for use in the core process. - Agricultural production including all the processes such as pruning, application of plant protection products and fertilizers, soil cultivation, irrigation etc. It includes emissions to air, soil and water during and emissions from energy wares used in the agriculture as well as emissions of nitrous gases. The cradle for agriculture is soil preparation and cultivation for each production cycle. - The production from cradle and transportation to the farm of agrochemicals (fertilizers and plant protection products) and fuel. - Management of any by-products and of final waste. - Wood use as by-product of renovation pruning or at the end of life of olive trees. - Extraction and use of water. - Auxiliary materials for cultivation and harvesting (equipment, tools, nets, crates, detergents etc). - Maintenance of machinery (e.g. tractors) Generation of energy wares (fuel and electricity) used in agriculture at the farm The production of semi products used in the core process if applicable e.g. material used to stuff olives. Production of primary and secondary packaging material. 6.2 CORE PROCESSES External transportation of olives to the core process and internal transportation. External transportation of raw materials and energy wares to the core process. Processing of olives (various types of). Management of effluents and other waste depending on the type of process. Packaging of olives. Storage of olives before dispatch. PAGE 7/18

8 6.3 DOWNSTREAM PROCESSES The downstream processes include Transportation from final production / storage site to an average customer or consumer if relevant. The customer or consumer use of the product. Waste management after use of the product. Recycling or handling of packaging waste/materials after use of the product. In the EPD, the environmental performance associated with each of the three life-cycle stages above are reported separately. 7 CORE MODULE 7.1 SYSTEM BOUNDARIES TECHNICAL SYSTEM The raw material and the processes listed below for the production of olives including primary and secondary packaging shall be included. Production processes which are mandatory to include: a. Processing phase External transportation of olives to the core process and internal transportation. External transportation of raw materials and energy wares to the core process. Washing of olive fruit, removal of leaves and foreign materials. Processing. A detailed description of the processes e.g. as a flow diagram showing inputs and outputs. Management of effluents, waste and any by-products. Storage of olives until packing. b. Packing phase Production of packaging and transportation to the packing unit. Transportation of olives and energy wares to packing unit. Packaging of olives. Internal transportation. Storage of packed product before dispatch. A minimum of 99% of the total weight of the declared product including packaging shall be included. By-products and products not compliant to the quality requirements shall be included. If they are destined to other chains (such us animal feed or organic waste treatment) this must be reported. Environmental impacts related to their transportation to the other chains shall be included, but their treatment should not be included in the system boundaries. Waste management shall be included in the system boundaries. Waste that is deposited in landfill shall not be included in the system boundaries. Waste that is deposited in landfill shall be declared as kg of waste (and kg of hazardous waste). The manufacturing of production equipment, machinery and infrastructure (e.g. sheds, buildings, etc.) and other capital goods shall not be included. PAGE 8/18

9 Maintenance activities more frequent than every three years shall be included. Business travel of personnel may be included. Travel to and from work by personnel should not be included. Research and development activities may be included if relevant. This should be regulated on more detailed CPC levels. Recycling of secondary packaging may be included in a quantified way. In such a case however, it shall be reported separately and only the transportation to the recycling unit shall be included, while the new product produced by recycling will not be included in the total sum of the environmental impact of the core module GEOGRAPHICAL BOUNDARIES The data for the core module shall be representative for the actual production processes and representative for the site/region where the respective process is taking place TIME BOUNDARIES Data shall be representative for the year/time frame for which the EPD is valid. EPD validity may be extended to 3 years provided that underlying data keep supporting it (+/- 5%) for the second and third year BOUNDARIES TO NATURE Boundaries to nature are defined as: flows of material water and energy resources from nature into the processing facility and packing facility. emissions to air, water and soil that cross the system boundary when they are emitted from or leaving the processing facility and the packing facility BOUNDARIES TO OTHER PRODUCT LIFE CYCLES If there is an inflow of recycled material to the production system in the production phase, the recycling process and the transportation from the recycling process to where the material is used shall be included. If there is an outflow of material to recycling, the transportation of the material to the recycling process shall be included. The material going to recycling is then an outflow from the production system. 7.2 CUT OFF RULES Life Cycle Inventory data for a minimum of 99 % of total inflows to the core module shall be included. Inflows not included in the LCA shall be documented in the EPD. The maximum of all exclusions shall not exceed 5% of the total inflows, and the final emissions should be pro-rated to 100% if omissions have occurred. It is important to emphasize that in most cases all available data shall be used. Using cut-off rules should not give the perceptions of hiding information, but rather to facilitate the data collection for practitioners. Inflows not included in the LCA shall be documented in the EPD ALLOCATION RULES Allocation of inputs and outputs of common processes between different quality grades of a given product shall be partitioned based on product grade volume or mass. Partitioning should reflect the underlying physical relationships between them; i.e. they should reflect the manner in which the inputs and outputs are modified by quantitative changes in the products delivered by the system (allocation by mass). For substantially different processes such as organic / non organic, stuffed, unstuffed, pitted, paste etc. allocation among the different products should be avoided by considering the impacts of every single operation and then divided by the mass of each product. Allocation for co-products should be by value if they are destined for further process. PAGE 9/18

10 Any deviation from these rules must be declared in the LCA and in the EPD. 7.4 DATA QUALITY RULES Assessment of emissions should use data that will reduce bias and uncertainty as far as practicable, by using the best quality data achievable. Specific data shall be documented for the Core Module. Data integrity shall be supported by quality procedures, such as documentation, document control and internal audits. It is preferable to have a suitable certification (e.g. BRC/IFS or equivalent) for the production facilities. Data records shall be available for verification. Specific data are data gathered from the sites where specific processes are carried out (extraction facility, storage, packing facility) and shall be traceable to the volume of olives corresponding to the EPD per year. The requirement for specific data also include actual product weights, amounts of raw materials and any other inputs used and amounts of by-products and waste etc. For the electricity used in the process, there are two alternatives: the company buys the energy from the electricity mix on the actual market or from a specific supplier. While in the first case the national electricity mix shall be adopted, in the second case a specific energy mix could be used if available. Electricity production impacts should be accounted for in this priority: RECS or Guarantee of origin from supplier Electricity supplier s residual energy mix National mix/electricity mix on the actual market (preferably residual mix, otherwise national mix. 8 UPSTREAM MODULE 8.1 SYSTEM BOUNDARIES All elementary flows at resource extraction shall be included, except for the flows that fall under the general 1% (by applicable units in the inventory phase) cut-off rule. Production and transportation of all inputs shall be included. 8.2 DATA QUALITY RULES For the production of olive fruit specific data for the operations at the olive groves shall be documented, traceable up to the volume of olives corresponding to the EPD per year. Data integrity shall be supported by quality procedures, such as documentation, document control and internal audits. It is preferable to have an ISO or equivalent certification or equivalent, for the olive fruit production system. Data records shall be available for verification. The requirement for specific data shall include amounts of each input used and amounts of each output including marketable product and waste. With regard to the yield of olive groves which plays a critical role in the end results it is recommended to use one of the approaches presented in Chapter 7.4 of PCR 1207 on Fruits and Nuts. For allowing the use of selected generic data selected prescribed characteristics for precision, completeness and representativeness must be fulfilled and demonstrated such as: Reference year to be as actual as possible, preferably being representative for at least 5 years, Cut off criteria to be met on the level of the modelled product system are the qualitative coverage of at least 99% of-both the energy, the mass, and the overall relevance of the flows, Completeness where the inventory data set should in principle cover all elementary flows that contribute to a relevant degree of the impact categories, and Representativeness of the resulting inventory for the good or service in the given geographical reference should, as a general principle, be better than ± 5 %. 11 The EPDs could include an indicator suitable for demonstrate the relevance of specific, selected generic and other generic data. 8.3 RULES FOR GENERIC DATA If these data sources do not supply the necessary data, other generic data may be used and documented. The environmental impact of the processes where the other generic data are used must not exceed 10% of the overall environmental impact from the product system. Data calculated with system expansion should not be used, but if no other data is available, any negative flows should be changed to zero, see General Programme Instructions. 8.4 OTHER CALCULATION RULES SPECIFIC FOR OLIVE GROVES SOURCES OF EMISSIONS The assessment shall include emissions arising from all processes, inputs and outputs of a crop production system, including but not limited to: CO2 emissions arising from biogenic carbon sources (e.g. soil biomass decay, if below applies) other than for food and feed products for which CO2 emissions may be excluded; CO2 emissions arising from fossil carbon sources; Emissions due to burning of plant material, such as annual pruning or at end of life. CH4 (methane) emissions arising from manure used as fertiliser and other agricultural processes; Emissions of nitrous compounds to air such as N2O (nitrous oxide) and NH3 (ammonia) arising from soils and agricultural processes and emissions of nitrates (NO3-) to soil. Delayed emissions: Where carbon containing materials are added to the production process and are likely to give rise to emissions during the use or end of life stages and within the 100 year assessment period, the potential emissions from those sources shall be assessed as if released at the beginning of the assessment period. A record of that assessment shall be made and retained separately from the overall assessment CO2 REMOVAL AND STORAGE In the event that crop establishment has not taken place through land use change within the last 20 years (in which case applies) the following calculations can be included: CO2 storage in soil may be included, if available data show a systematic increment of soil organic matter (SOC) towards a steady state at a higher SOC level which through proper cultivation practices- would be expected to be maintained for more than 100 years CALCULATION OF AVERAGE GHG EMISSIONS FROM LAND USE CHANGE The carbon stock changes due to land use change within the last 20 years for the crop to be established shall be assessed in accordance with the calculations of the relevant chapters of Volume 4 (AFOLU) of the IPCC Guidelines for National Greenhouse Gas Inventories. Default IPCC values shall be used, unless specific data are available for refinement of the calculations. PAGE 11/18

12 9 DOWNSTREAM MODULE Distribution scenario shall be defined at a more detailed level. Specific distribution assumptions (e.g. a weighted average distribution mode and route, or a worst case) shall be declared, as follows Transportation: Distances of product distribution should be calculated by an average of the covered distances by each mode and route. Distribution data to the point of retail shall be subdivided by mode: - Sea transport - Air freight - Transport by rail - Transport by truck/lorry Also, an average retailer shall be included as applicable. - Wholesale / Retail storage - Waste management Transport from the retailer to the household should be excluded from the assessment. 9.1 USE PHASE SCENARIO Use phase (consumption) emissions are not included. No refrigeration is required; 9.2 RECYCLING DECLARATION AND WASTE TREATMENT Recommendation shall be given for packaging material to be treated according to the local recycling / waste treatment schemes. The potential environmental impact and benefit of recycling and waste treatment shall be presented in the EPD. Calculations should take into account a typical scenario of the area in which the product is mainly distributed. 10 ENVIRONMENTAL PERFORMANCE-RELATED INFORMATION 10.1 USE OF RESOURCES The consumption of natural resources and resources per declared unit shall be reported in the EPD, divided into core, upstream and downstream module. Input parameters, extracted resources: Non-renewable resources - Material resources - Energy resources (used for energy conversion purposes) Renewable resources - Material resources - Energy resources (used for energy conversion purposes) Secondary resources - Material resources - Energy resources (used for energy conversion purposes) PAGE 12/18

13 Recovered energy flows (such thermal) expressed in MJ Water use divided in: - Total amount of water - Direct amount of water used by the core process The following requirements on the resource declaration also apply: all parameters for resource consumption shall be expressed in mass, with the exception of renewable energy resources used for the generation of hydroelectric, wind electricity and solar energy, which shall be expressed in MJ; all parameters shall not be aggregated but reported separately. Resources which contribute for less than 5% in each category shall be included in the resources list as other ; nuclear power shall be reported among the non-renewable energy resources as kg of uranium calculated by converting the thermal energy (MJ) considering a reactor of III generation with an efficiency of 33%; the energy content into some products (such paper or plastic based products) is useful information for the end of life management. For this reason the energy content of product shall be declared in MJ: its estimation shall be made considering the gross calorific value of the product. Only the energy that is suitable for an eventual energy recovery at the end of life shall be considered (energy content of steel due to its carbon content for example shall not be considered since it is not practically recoverable). energy content of biomass used for feed or food purposes shall not be considered 10.2 POTENTIAL ENVIRONMENTAL IMPACT The environmental impact per functional unit for the following environmental impact categories shall be reported in the EPD, divided into core, upstream and downstream module: The emissions of greenhouse gases (expressed in global warming potential, GWP kg CO2-equivalents, in 100 year perspective). Emission of ozone-depleting gases (expressed as the sum of ozone-depleting potential in CFC 11-equivalents, 20 years). Emission of acidification gases (expressed as the sum of acidification potential expressed in SO2-eq.). Emissions of gases that contribute to the creation of ground level ozone (expressed as the sum of ozone-creating potential, ethene-equivalents). Emission of substances to water contributing to oxygen depletion (expressed as PO4-eq). The recommended characterisation factors to use are available on the website, WASTE PRODUCTION Waste generated along the whole life cycle production chains shall be treated following the technical specifications described in the General Programme Instructions Annex A. When the amount of waste has to be declared, the following information shall be reported: Hazardous waste, kg (as defined by regional directives) Non-hazardous waste, kg 10.4 OTHER ENVIRONMENTAL INDICATORS The following indicators shall be reported in the EPD: Renewable energy, if applicable Toxic emissions: if applicable PAGE 13/18

14 10.5 OTHER ENVIRONMENTAL INFORMATION It is recommended to add verifiable information enabling comparisons between products of different agricultural and processing practices based on the concept of functional unit. Such information can encompass measurable quality characteristics pertaining to the product. Also, a more detailed description of an organisation s overall environmental work (other than indicated above under Chapter 3.2 Product related information), such as: the implementation of a quality or environmental management system or any other type of systematic environmental approach, the aesthetic contribution of olive groves to natural environment, The contribution of olive groves to biodiversity, any activity related to supply chain management, social responsibility (SR) etc. information on where interested parties may find more details about the organisation s environmental work. 15 CONTENT DECLARATION See COMPARISONS OF EPDS WITHIN THIS PRODUCT CATEGORY The following information is mandatory to include in the EPD: any omission of life cycle stages not making the EPD cover the full life cycle, with a justification of the omission means of obtaining explanatory materials, for example references to chosen methodologies. a statement that EPDs within the same product category but from different programmes may not be comparable VALIDITY OF THE EPD The temporal validity of the EPD shall be reported in the EPD taking account of & ENVIRONMENTAL PERFORMANCE RELATED INFORMATION ENVIRONMENTAL PERFORMANCE DECLARATION Minimum set of parameters from the LCA study, reported per functional unit. Upstream module, Core module and Downstream module shall be reported separately for the resource use, potential environmental impact and other indicators such as waste USE OF RESOURCES In this category the consumption of natural resources and resources per declared unit shall be reported. 16 11.5 VERIFICATION The EPD shall give the following information about the verification process: Product Category Rules (PCR) review was conducted by: The Technical Committee of the International EPD System. Contact via Independent verification of the declaration and data, according to ISO 14025:2006: EPD process certification EPD verification Third party verifier: Name and contact information Accredited or approved by (if relevant): Name of the accreditation body 11.6 REFERENCES The EPD shall -if relevant- refer to: The underlying LCA The PCR used Other documents that verify and complement the EPD Instruction for recycling Programme instructions Sources of additional information 12 VALIDITY OF THE EPD The validity of the EPD is set at three years after which the declaration must necessarily be revised and reissued. During the validity period surveillance follow up shall be agreed with the verifier in order to evaluate if the content are still consistent with the current situation. It is not necessary to perform a full LCA, only the monitoring of main parameters is requested. The surveillance verification could be organised as documental check aimed to the evaluation of the main environmental aspects relevant for the LCA calculation. The EPD shall be updated if one of the environmental indicators has worsened for more than 10% compared with the data currently published. PAGE 16/18
