1 Suggested Environmental Considerations for Lighting Equipment Below are suggested environmental considerations for lighting equipment for health care that can be used to inform purchasing decisions in the RFP/RFI process. For many of the questions, they apply to a subset of components for lighting equipment so this resource highlights the subcategories the questions would apply to. # Equipment Subcategory Suggested Question 1 Luminaires, Is this product on the compact current ENERGY STAR fluorescent list? 2 2 All lighting equipment Is this product EU RoHS compliant? (/No/NA) Some lighting products contain lead and/or mercury. All Ask vendor to verify that the product electrical equipment (including lamps, ballasts, fixtures and complies with the current RoHS luminaires) offered for sale in the European Union, must be leadfree unless there is a specific exemption granted for its use mercury. Some US states (CA, VT and ME) have mirrored the EU's toxicity requirements in their laws or procurement standards. Consequently, there is an increasing availability of lead-free and low-mercury lighting options in the US marketplace. 3 Mercury-added Is the mercury content of lamps this product published in (fluorescent, the manufacturer's online compact catalog, brochure or fluorescent, website? (/No/NA) cold cathode fluorescent, induction, highpressure sodium, metal halide, and mercury vapor) As health care facilities strive to reduce the amount of mercury in the products they buy, purchasers can make informed decisions about which products to choose if the mercury content is readily available. Some companies publish the amount of mercury in their lamps in their product catalogs or brochures. Others offer online mercury calculators to help purchasers and specifiers to qualify for LEED credits by choosing low-mercury lamps. 4 Mercury vapor lamps, ballasts or luminaires Is this NOT a mercury vapor product? (/No/NA) Mercury vapor is the oldest and least efficient type of highintensity discharge (HID) lighting technology. It also has poor about the type of lamp provided. 3 5 Lamps or luminaires Does this product contain a light emitting diode (LED)?(/No/NA) According to the US EPA/DOE ENERGY STAR Program, LEDs are a "rapidly evolving" technology that "is already beginning to surpass the quality and efficiency of existing lighting technologies, such as fluorescent and incandescent " Advantages of LEDs include reduced energy costs (75% less than incandescent and increasingly equivalent to fluorescent lighting products); lower maintenance costs: LEDs last "35 to 50 times longer than incandescent lighting and about 2 to 5 times longer than fluorescent lighting. No bulb-replacements, no ladders, no ongoing disposal program." LEDs are often compatible with dimmers, motion sensors and other lighting controls, which can lower energy consumption even further. They are also durable and mercury-free. Ask vendor to verify that the lamp or luminaire is illuminated with LEDs. Note: Some LED lamps (such as screwin models with an integrated driver) and some LED luminaires (which have a separate driver) are covered under the ENERGY STAR program. 6 Fluorescent ballasts (NEMA and CEE) and highperformance 4- foot T8 lamps (CEE only) Is this product on either the NEMA Premium Efficiency Qualified Products List or the Consortium For Energy Efficiency's (CEE) Qualified Products List? (/No/NA) The NEMA Premium Electronic Ballast Program identifies the most efficient 4-foot T8 fluorescent ballasts available in the market and identifies models that are consistent with the Consortium for Energy Efficiency (CEE) specifications for high performance lamps and ballasts, tested in accordance with ANSI C82 Standards. Products qualifying for this program bear a special mark that will help lighting professionals and end users to recognize the market s highest performing electronic ballast products available and will help support energy efficient objectives. CEE Qualified Products are from two lists for (1) high performance and (2) reduced wattage 4-foot T8 lighting systems (lamps and ballasts). The DesignLights Consortium Qualified Products List is for solid-state lighting (SSL) fixtures, most of which are not ENERGY STAR labeled. These are high-performing LED products which meet strict criteria but are not yet rated by ENERGY STAR. A list of NEMA Premium Efficiency Qualified 4-foot fluorescent T8 ballasts can be found at nts/nema-premium-electronic-ballastprogram.pdf. In addition, the Consortium for Energy Efficiency maintains a list of Premium Efficiency 4-foot T8 fluorescent ballasts, which can be accessed at ercial-lighting-qualifying-productslists.
4 7 High-intensity discharge (HID) ballasts or luminaires Is this product (or does it contain) a pulse start ballast rather than a probe start ballast? (/No/NA) According to the RPI Lighting Research Center, manufacturers claim that pulse-start HID ballasts are more energy-efficient, and result in longer lamp life and improved lumen maintenance compared to conventional HID ballasts; see /differenceprobepulse.asp. Ask vendors to verify that the fixture is equipped with a pulse start ballast (rather than a probe start ballast). 8 LED or Fluorescent Luminaires Does this product meet specifications developed by either the Better Buildings Alliance (BBA) or the DesignLights Consortium (DLC)? (/No/NA) The Better Buildings Alliance (BBA) has developed specifications for high-efficiency luminaires that are illuminated using LEDs or fluorescent lighting sources. These include luminaires for parking lots and garages, troffers, and refrigerated display cases. The DesignLights Consortium has developed specifications (and a qualified products list) for LED luminaires intended for commercial applications. For a list of DLC specifications and qualified products, go to e.about.qualifiedproductslist_publicv 2.php 9 Luminaires (exterior applications only) Is this product certified by the International Dark- Sky Association to prevent light pollution? (/No/NA) This applies to outdoor lighting fixtures. The International Dark- The IDA maintains a list of Approved Sky Association (IDA) Fixture Seal of Approval provides objective, Fixtures by Category, which purchasers third-party certification of luminaires that minimize glare, reduce can use to verify that the fixture light trespass, and don t pollute the night sky. prevents light pollution; see ng/about-fsa/73-approved-fixtures-bycategory 10 All lighting equipment Is this product covered under a manufacturer/supplier take-back program for recycling of used lighting equipment? (/No/NA) Lighting equipment often contains hazardous materials such as lead, mercury or PCBs (older ballasts only), which should be recovered through recycling. Take-back programs offered by vendors or manufacturers make it easy for health care facilities to get their lamps recycled, which can reduce the amount of lead, mercury and PCBs that is released into the environment. Ask vendors about their recycling services, including the collection, recycling, disposal and certification of recovery elements of their program. Ask whether the program is offered free of charge or for a fee.
5 LAMPS 11 Self-ballasted compact fluorescent lamps (CFLs) 12 Linear or u-bent fluorescent lamps Does this self-ballasted CFL have a rated life of at least 10,000 hours? (/No/NA) Does this fluorescent lamp have a color rendering index (CRI) of 80 or higher? (/No/NA) The rated life of CFLs varies greatly from 6000 to hours. Many models with a rated life of hours or higher are available. Fluorescent lamps with a CRI of 80 or higher are considered highperformance for light quality and energy-efficiency. Fluorescent lamps with a CRI under 80 are typically older models that have poorer light quality and lower efficacy. (Note: this is a criteria for inclusion in the CEE-approved list; however, the CEE-approved list covers only 4-foot T8s. This criteria can be used to identify high-efficiency fluorescent lamps in other sizes and shapes. ENERGY STAR-rated CFLs must have a CRI of 80 or higher.) The rated life of CFLs is usually listed on the product packaging, in the manufacturer's catalog or on the ENERGY STAR list ( search for light The CRI of most fluorescent lamps can be found in the manufacturer's catalog or marketing materials or on the lamp itself. Often there is an indication of the CRI in the lamp model name (e.g., F32T8/TL841/ALTO with the 841 indicating the CRI is 80 or above, or FOT8/830XP/ECO, with the 830 indicating that the CRI is 80 or above). 13 Fluorescent lamps Does this fluorescent lamp have a rated life of at least 24,000 hours when tested on an instant start ballasts using a 3-hour start test? (/No/NA) The rated life of fluorescent lamps varies by type and manufacturer. Long-life lamps can minimize environmental impacts and costs because they need to be manufactured, replaced, installed and recycled less frequently than fluorescent lamps with a shorter rated life. Linear, circular and u-bent fluorescent lamps typically are available in standard and long-life models. Ask vendors to provide information about the rated life of each fluorescent lamp. To ensure a fair comparison, fluorescent lamps with an external ballast should be tested on a modern ballast (e.g., instant start) using a 3-hour start test.
6 14 High-pressure sodium (HPS) lamps Is this high-pressure sodium lamp a noncycling model? (/No/NA) High-pressure sodium lamps come in two types: cycling and noncycling. Non-cycling (NC) lamps typically have a higher efficiency, longer rated life, and lower mercury content than equivalent, conventional cycling HPS lamps. Non-cycling HPS lamps have the extra benefit of not cycling at the end of their life, which can cause maintenance workers to think they are burned out prematurely. NC HPS lamps can directly replace cycling HPS lamps without a ballast replacement Ask vendors to disclose the type of lamp provided. Non-cycling HPS lamps often have a NC in their lamp description code. See sell sheets from GE ( Web/na/images/89146_EcoluxNC_Sell Sheet_tcm pdf), Sylvania ( uments/hid_pib1.ba f a430-9e59a92c4ed9.pdf), and Philips ( om/l/professional-lamps/highintensity-discharge-lamps/highpressure-sodium/ceramalux-alto-noncycling/36652/cat/). 15 Halogen lamps Is this halogen lamp an infrared product? (/No/NA) If halogen lamps are needed, purchasers are encouraged to choose models that use a more efficient halogen technology called halogen infrared (HIR) because it is typically more energy efficient and has a longer rated life than standard halogen products. Look for halogen lamps that use infrared technology. They are often labeled IR or HIR. This may also be noted in the manufacturer's catalog or marketing information. HIR lamp often have a rated life of 5000 hours or higher. 16 Exit sign replacement lamps Is this exit sign lamp a LED lamp? (/No/NA) LED exit sign replacement lamps can serve as direct replacements for incandescent exit sign lamps. LED exit sign lamps are up to 20 times more efficient, often using 1 watt of electricity or less. Moreover, LED exit sign lamps have a significantly longer life (sometimes lasting up to 10 years). Look for LED replacement sign lamps that are the color you need ("white", red or green). An adaptor may be needed (and can be found in an LED exit sign retrofit kit), which can be significantly less expensive than replacing an entire exit sign. Look for products that are UL rated.
7 BALLASTS 17 Fluorescent, pin-ibased CFL, and (/No/NA) this ballast electronic? 8 Luminaires 18 All luminaires Is this fixture equipped with a lighting control such as a photocell or motion sensor? (/No/NA) Some luminaires come equipped with built-in lighting controls such as motion sensors automatically shut it off except when it detects something moving nearby; other fixtures contain photocells that automatically dim when it detects light. Ask vendors whether the luminaire comes equipped with a lighting control, which can conserve electricity while it is in use. This information may be listed on the manufacturer's or supplier's website or in their product catalog. 19 Fluorescent luminaires 20 Fluorescent luminaires Does this fluorescent luminaire contain linear or u-bent T8 lamps (rather than linear or u- bent T12 lamps)? (/No/NA) Does this fluorescent luminaire for circular lamps contain more efficient T5 circular lamps (instead of T9 circular lamps, which are less efficient)? (/No/NA) T8 linear and u-bent fluorescent lamps are more energy efficient, long lasting and lower in mercury contant than T12 linear and fluorescent lamps of similar wattages. T5 circular fluorescent lamps are more energy efficient, long lasting, and lower in mercury content than T9 circular fluorescent lamps. Luminaires that contain T5 circular lamps also are equipped with electronic ballasts; they are more efficient than magnetic ballasts, which typically drive circular T9 fluorescent lamps. Ask vendors to verify that their luminaires with linear or u-bent fluorescent lamps are equipped with T8s (and electronic ballasts) rather than T12s (and magnetic ballasts). Ask vendors to verify that their luminaires with circular lamps are equipped with circular T5 fluorescent lamps and electronic ballasts (rather than circular T9 fluorescent lamps and magnetic ballasts).
