2 This guideline was developed by the Departent of Energy (DOE) through the technical assistance under the Project on Sustainability Iproveent of Renewable Energy Developent for Village Electrification in the Philippines which was provided by the Japan International Cooperation Agency (JICA).

ROLE OF THE GUIDE LINE Guide on Micro-Hydro Developent for Rural Electrification indicates following Flow Chart of Micro-Hydro Developent: Figure-1 and Flow Chart of Pre-Ipleentation Stage: Figure-2 In these Flow Chart, DOE ust evaluate the proposal which had been prepared by proponent such as LGU and Ngos before ipleentation of the project. 6 2. BASE DATA FOR EVALUATION For accurate evaluation, following base data ust be specified in the proposal. (1) Water discharge with basis for deterining such as records of easureent of river flow, catchent area, annual rainfall records. (2) Head easureent with etrology. (3) Present status of ain structures sites with photographs. (4) Result of deand survey include eorandu with REC and resolution of counities. (5) Results of socio-econoic survey. 8 3. INDICATERS FOR INITIAL EVALUATION 3.1 Evaluation on design discharge In icro-hydro developent, the deand will be constant, which is out of relation to weather condition. Therefore, the axiu discharge and fir discharge are alost sae in the icro-hydro developent. The following figure shows range of unit discharge in each developent scale. In the case of icro, the unit discharge is approxiately 0.8 to /s/100k 2 In this guideline, the range of unit discharge is used for initial evaluation on design discharge as indicator. Maxiu and Fir Discharge in Hydropower Plant Unit Fir Discharge ( 3 /s/100k 2 ) Micro Mini Sall Large Percentage of Fir/Maxiu Discharge (%) 3.2 Evaluation on Head In initial evaluation, 1/50,000 ap is used to evaluate the head 3.3 Evaluation of Feasibility utilizing with Head and Length of Waterway Generally, the ratio of Length of waterway/head; L/H is used as indicator for rough evaluation of the feasibility of concerned project. In the case of icro-hydro developent, if L/H is over 25, it is difficult to secure the feasibility. Therefore, in this guideline, L/H is use for initial evaluation on the feasibility of the project. 9 3.4 Evaluation on Construction Cost Generally, if the unit construction cost (Php/kW) is bellow Php100,000/kW, it can not use proper falsities and equipents. On the other hand, if the unit construction cost is over 300,000/kW, the developent plan is not iproper. 6

L/H Construction Cost Total Cost kw Length of Waterway Headrace : 700 Pecstock : L/H =780/20= 39 3,000,000 php 50kW Unit cost 3,000,000/50=60,000 L/H<25 100,000 to 300,000 Proposed plan ay not feasible. Proposed project ay not use proper facilities 7
11 5.COUNTER MEASURE FOR IMPROPER PLAN (1) Ite-1: Design Discharge If the proposed design discharge is quite bigger than the indicator, the proponent has to reduce the discharge and reconsider the nuber of households or unit supply capacity. (2) Ite-2: Head If the proposed head incorrect, DOE should check the ethodology of easureent head. (3) Ite-3: L/H If L/H is quite bigger than the indicator, the proponent should reconsider the proposed plan. (4) Ite-4: Unit Construction Cost If the proposed unit construction cost quit different with the indicator, DOE should check the drawings and specification of the each facility. 8
