2 Organisational Background SPC - Pacific Community - is the principal scientific and technical organisation supporting sustainable development in the Pacific region, serving 26 member countries. Geoscience Division - seeks to maintain a reputation for excellence as the region s principal provider of geoscientific services, in work areas such as Ocean and Coastal Geoscience, Disaster Risk Reduction, Climate Change, Water and Sanitation, Natural Resource Economics, Geothermal Energy, Geological Resources, Surveys, and GeoInformatic Services.
3 PREP OBJECTIVES (i) strengthen early warning and preparedness; (ii) create a framework for stronger and prioritised investments in resilience and retrofitting of keypublic assets to meet international recognized resilience standards; and (iii) improve the post-disaster response capacity of the countries through strengthened financial resilience to disaster events.
4 PACIFIC RESILIENCE PROGRAMME 1. Strengthening Early Warning and Preparedness 1.1. Investments in early warning and preparedness strengthen: (i) detection, forecasting and warning of the impact of natural hazards; (ii) dissemination of timely warnings to the population, including last mile communication; and (iii) emergency preparedness and response mechanisms 1.2. Regional tools to support impact forecasting and preparedness (i) develop operational hazard models for forecasting of impacts of extreme events including tropical cyclone, storm surge, flooding at sub-national level (ii) Strengthen preparedness and response capacity (iii) Support Post Disaster Needs Assessments
5 PACIFIC RESILIENCE PROGRAMME 2. Risk Reduction and Resilient Investments 2.1. Risk reduction investment planning and preparation preparation of multi-sectoral investment plans to (i) set clear priorities (short, med., long term) and progress indicators; (ii) prepare feasibility studies for selected priority investments for Phase II or financed by other donors. (iii) finance entry level resilient investments, such as the retrofitting of public buildings 2.2 Regional tools for investment planning / prioritization (i)strengthen risk data and information system and decision support tools (ii)test decision support system at the national level (iii)develop community based approach for resilience (iv)innovative knowledge sharing
6 Collaborations Risk Tools: PaRTner: Pacific Risk Tool for Resilience MFAT funded. NIWA led. GNS and SPC Co-design and develop a natural hazards impact mapping and modelling tool for the Pacific Integrated disaster risk data management systems Sustainable targeted and tailored training and skills development Samoa (flood - MNRE) and Vanuatu (inundation VMGD MDRR) PacSAFE DFAT Funded. GA and SPC Extending InaSAFE (QGIS plugin) for the Pacific. OpenSource Software Samoa (?) and Tonga (tsunami PSLP SPC GA) Ongoing projects and initiatives where these tools are being developed and tested including for impact forecasting

9 What does PacSafe do?
10 PacSafe: Exposure Layers
11 PacSafe: Hazard Layers In the context of PacSAFE a hazard is any natural or human caused event or series of events that may negatively impact the population, infrastructure or resources in an area. Some examples of natural hazards: a flood an earthquake and the resulting ground shaking that is produced by it a volcano and the resulting lava flow from a volcano ash fall from a volcano a tsunami PacSAFE is NOT a hazard modelling tool. Both Single-event versus multiple-event hazards are supported.
12 PacSafe: Impact Functions An Impact Function is software code (in Python Language) that implements a particular algorithm to determine the impact of a hazard on the selected exposure.
