29 Sandy and Irene Preparedness Lessons learned General Principles Just because it has never happened before doesn t mean it can't or won't happen. Need to Imagine worst case and what if scenarios beforehand and plan. Plan and prepare mitigation measures in advance and have flexible adaptable plans in place for emergency responses and repairs. Real time decision making and communication through the event is crucial and a team/process must be in place beforehand. Assess performance in drills and actual emergencies and learn from experience. Evaluate measures and take steps to build system resiliency and redundancy. Understand and inventory complete infrastructure and assess all current and future vulnerabilities.
