5 MichCon Policy Policy approved on May 11, 2007 We, the employees of MichCon and its DTE Energy Partners, are committed to the safe supply and distribution of clean natural gas for home and industry. Together as a company we will continue to: Identify and reduce pollution; Protect and improve the environment; Comply with environmental regulations and other applicable requirements; Maintain and improve our environmental management system. This policy establishes a framework for setting environmental objectives and targets. 1

6 Management System (EMS) MichCon is in the process of improving our Management System (EMS) to conform to the ISO standard. As each station certifies to the standard, it bases their EMS on MichCon s environmental policy. The purpose of our EMS is to minimize our impact on the environment. We can do this with the cooperative effort of our employees, contractors and suppliers. It is critical that you, as our contractor or supplier, understand the importance of your work and how it relates to the environment. Please read this handbook and learn how you can help us to conform to our environmental management system. EMS AND YOUR ROLE MichCon is committed to continually improving environmental performance Our EMS is intended to ensure that we optimize environmental performance by controlling the impact our activities, products 2

7 and services have on the environment. These impacts include contributing to, minimizing, or preventing: Degradation of the air, water, or soil Depletion of natural resources Creation of waste Potential health concerns Global climate change Impacts to fish and wildlife. As our contractor and/or supplier, you are responsible to: Become familiar with and conform to MichCon s Policy Fullfill your role by ensuring your actions comply with the Station s EMS. Understand the significant environmental aspects affected by your work. Understand the environmental impacts of your work. Follow established procedures. Conduct a pre-job brief including environmental aspects prior to work. 3

8 ENVIRONMENTAL ASPECTS AND YOUR ROLE Asbestos and PCB in Pipe Covering Assume all pipe covering contains asbestos or PCBs until notified otherwise. Perform work on asbestos or PCB containing pipe covering only if accredited by the State of Michigan at a minimum of Class III level abatement worker. Provide proof of training upon request. Store removed pipe covering in separate, appropriate and labeled containers (typically 6 mil clear plastic bags). Chemical products (such as cleaning compounds, Xylene, gasoline, lube; hydraulic; and fuel oils) BLEACH OIL GASOLINE Minimize use and toxicity of chemicals. Eliminate nonessential use of aerosols. Obtain approval for all chemicals brought on site. 4

9 Provide an MSDS for each chemical brought on site. Store chemical products in separate, appropriate, and labeled containers. Remove all unused chemicals upon job completion. Chemical or oil spills Practice good housekeeping to minimize spills. Immediately report any spill to the Control Room or MichCon Project Manager. Tape-off or otherwise isolate spill and stay upwind. Clean up a spill only if authorized by a MichCon Project Manager. Do not wash a spill down a drain unless specifically instructed to by a MichCon Project Manager. Have a spill kit present when job includes equipment with pressurized fluids (e.g. hydraulic lines on backhoes) 5

10 Drilling Blow Out/Mud Contain all drilling/blowout mud and dispose of properly. If any drilling mud is released to the environment notify construction coordinator or environmental contact immediately. Fuel tanks brought on-site for temporary use Contact EM&R prior to bringing any tanks onto MichCon property. Use only temporary fuel tanks smaller than 1,100 gallons. Ensure that any fuel tank greater than 60 gallons is compliant with Michigan Flammable and Combustible Liquids Storage Rules Common requirements for temporary tanks (TT): TT must be placed on a concrete or asphalt pad. 6

11 If the TT has a roof, the vents must extend through the roof. The TT must be labeled KEEP 40 FEET FROM BUILDING, COMBUSTIBLE KEEP FIRE AND FLAME AWAY The TT must have a 10 clear zone around the tank of any combustible materials. No more that 3 TTs per site. The TTs must be separated from the other TTs by > 3 feet. The TT must meet the following separation distances: Property Line 40 Public Areas (Sidewalks) 25 Sources of Ignition 25 Storm Drains 50 Public Assemblage of 50 or more people 100 The dispenser must be locked when not in use. The tank owner must have a fire extinguisher and spill response equipment nearby. 7

12 Natural gas losses and leaks Report any observed leaks to your Supervisor or MichCon Project Manager. Follow appropriate procedures for equipment installation and maintenance to minimize leaks and losses. Follow all safety precautions necessary for working around natural gas. Paint and paint thinners Assume all painted or coated surfaces contain lead unless notified otherwise. When removing leaded paint, follow all safety procedures. Store waste in separate, appropriate, and labeled containers. THINNER PAINT 8

13 Parts cleaner vapors Keep parts cleaner lids PARTS CLEANER closed when not in use. Let parts drip dry in the cleaner. Do not add any chemicals to MichCon parts cleaners. Do not bring a parts cleaner onto MichCon property without written permission. Recycling Participate in on-site MichCon recycling programs for metal, paper, cardboard, plastic piping and other recyclables. Collect empty aerosol cans in appropriate container to be punctured and recycled. Ensure cooling equipment has a sticker indicating refrigerant has been drained prior to recycling. Look for opportunities to recycle or reuse materials. 9

14 Soil Erosion Conduct activities to limit the area of impact to soils and minimize wind and water erosion. SILT SILT SILT SILT SILT SILT SILT Ensure silt fencing is properly installed around potential erosion areas. Repair silt fencing when damaged. If a Soil Erosion and Sedimentation Control Plan is required for your project: Implement all required activities and installations required by the plan. Have a copy of the plan immediately available on the construction site. Perform any required inspections (only if accredited by the MDEQ). Immediately implement all corrections identified by site inspector. 10

15 Waste handling Minimize waste using the hierarchy of Reduce, Reuse and Recycle. Do not place liquids in the trash. GASOLINE GASOLINE Store waste in separate, appropriate, and labeled containers. Notify Contract Administrator or MichCon Project Manager of the wastes that will be generated in the process of your work. 11

16 Water discharges to sanitary or storm drains Place only sanitary waste into the sanitary system. Be cautious in the use of indoor and outdoor drains. Discharge material into a drain only if authorized by site procedure or MichCon Project Manager. Do not pour chemicals down sink drains unless authorized by site procedure or MichCon Project Manager. Water use Reduce/eliminate unnecessary uses of water. Report any leaking water lines, valves and washroom equipment to your supervisor. 12

17 Other Roles Use raw materials with recycled content whenever practical. Improve processes that reduce the use of natural resources (electricity, water, materials). Report any site conditions that seem inconsistent with the Management System and MichCon s commitment to the prevention of pollution. We are always interested in the continual improvement of our Management System. Contact your supervisor, MichCon Contract Administrator or MichCon Project Manager for more information or to investigate improvement opportunities. 13
