1 Lady and Gentlemen I am Bui Duc Dien and from Viet Nam, I am very happy to this forum here. Now, I will read summary report about bioenergy development of Viet Nam 1. Biomass technology in Vietnam: Now is still not much development, commercialization process is still very limited. So far, biomass is mainly used in rural areas with small scale and do not have the appropriate technology. In addition, the application of biomass technologies on a national scale without proper planning policy will lead to a lack of financial support and engineering for the process of commercialization. In Vietnam, the potential for development of renewable energy in general and biomass in particular small scale is quite high. In fact, small-scale biomass technology is the most appropriate model to meet energy needs in rural areas of Vietnam. Currently, biomass development policy is still in the preparation stage, there is still a lack of cooperation between ministries and agencies in this regard. In fact, the policy on biomass are many different sketches, projects to the lack of consistency in national policy to promote the use of biomass energy in the long run. Addition, the government has not support policies for the application of biomass technologies in rural areas, where the majority of people life difficulties and poverty. In general, the current penetration of biomass technology in Vietnam is still limited. Until now, people living in rural areas often use biomass, abundant
2 capital, as the main fuel but with relatively low energy efficiency.

Biomass energy development in Vietnam a) Raw materials As an agricultural country with a population of over 75 million people (of which 80% live in rural areas), Vietnam has a significant potential of biomass (wood, straw, leaves, wood and excess items from the process of agricultural production, food processing, etc.). Potential of biomass in relation to wood fuels are summarized as follows: From natural forests: about 41 million tons / year From scattered forests, shrubs, etc.: about 35 million tons / year From plantations: about 1-2 million tons / year From the scattered trees: about 8-10 million tons / year Fuel wood and a total of about million tons / year, equivalent to milion tons / year. Biomass from rice straw, rice husk, grass, leaves, sawdust and other agricultural waste approximately 30 million tons / year, equivalent to 10 million tons / year. In addition, biomass energy derived from household solid waste of about million tons / year. Theoretical potential of biomass of about 3 million tons / year. The main source of fuel wood is natural and plantation forests, scattered trees, annual crops and excess waste from forestry, logging industry. b) Use of biomass energy generators There are many forms of biomass from the processing of agricultural products can be used as input fuel for electricity generation. Its potential is high and the majority of the rice husk, bagasse, straw and waste from households. Energy Research Institute (under the Ministry of Industry) has conducted a project on "Technology birth kh briquettes " by Swedish SIDA and the Asian Institute of Technology AIT co-financing. The goal of the project is to improve the technology briquettes and maximize energy efficiency in the existing furnace. The result of the project will be disseminated across the country. In the meantime, there are three power plants using bagasse. Power generated from the plant will be integrated into the national grid to sell to the Corporation Electricity of Vietnam (EVN). A station pilot both power and heat energy (cogeneration) with a capacity of 50 kw, the use of rice husk as the main fuel input. Until 1996, there were 15,000 fixed and mobile stove is provided for people in rural and remote areas. c) biogas (biogas) in Vietnam Study the formation of biogas from organic materials in the laboratory and practical applications. A biogas plant project in southern Vietnam Can Tho University has been carried out with the financial support of the German and help on a technical level of the Chiang Mai University (Thailand). Obstacles to overcome Application potential of biomass technology in Vietnam is significant because Vietnam has nearly 80% of the population live in rural areas, where biomass energy is abundant. In addition, Vietnam is an agricultural country, a source of fuel wood and agricultural waste excess plentiful. However, the research and development of biomass technology is still limited to pilot scale. So far, there is no master plan for the implementation and commercialization of biomass technology. The main constraints are: Lack of strategic planning for the development of biomass resources. Lack of harmony between the ministries and organizations to draft national policy for the problem of biomass technology and renewable energy. Lack of budget and management systems for application development of biomass technology. Technology equipment provider biomass lack of information on potential market demand. Poor people are aware of the use of biomass as well as its technology. Lack of confidence to be able to model common applications of biomass technology. 3. Conclusion Biomass is increasingly attracting the attention of the society, most notably to the late 20th century and early 21st century. That's thanks to a combination of factors as follows: Quickly change the global energy market, fueled by the process of privatization, deregulation and dispersed (decentralisation). Started to realize society more broadly the role of current and future role of biomass as an energy conversion method (energy carrier), combined with other forms of renewable energy Abundance, ease of exploitation and the sustainable nature of the biomass. Society recognizes the contribution of biomass energy exploitation in the process of protecting the balance of the environment and its role in climate regulation. Available opportunities and potential commercial development of biomass energy. Advances in the understanding of biomass as well as the development of mining techniques to convert biomass and other renewable forms of energy. In addition to the above, the development of biomass energy is being further
5 encouraged by the following specific elements: The growing concern about climate change will lead to the strengthening of the mongoose new tougher policy on reducing air cell transitions Wider awareness of global institutions and policies of the importance of biomass energy The increase in energy demand and rapid growth of the renewable energy market The number of countries began to set up workshops and apply the policy to support the development of new energy is increasing, with biomass energy plays a key role The pressure on the environment, plus the depletion of natural resources led to the increase in fossil fuel prices, not to mention other costs "auxiliary" is made of rising energy prices. This will gradually reduce the gap on cost of between renewable and traditional energy. Although current techniques are still not achieve satisfied commercialization of biomass energy, but with the rapid growth of science and technology, the gap will be gradually shortened time.
