2 IMPACT SHEET SWITCH-Asia project Low Energy Housing Enable and enforce energy efficient building construction the challenge activities / strategy The building sector in China increased its primary energy consumption and resource intensity significantly. This development has not gone unnoticed and translates into the serious risk of China locking itself in with a large energy-inefficient housing stock. To avoid and to mitigate this lock-in is a challenge, which may only be solved by bringing all actors on a path to energy efficient housing. objective The project aims to increase the sustainable use of resources in the building sector, especially energy efficiency and recycling of building material, while improving the quality of life in the target area and contributing to the mitigation of climate change. The project also aims at upscaling pilot studies building on public-private partnership between construction bureaus and developers in addition to pushing financial incentives for sustainable building projects. These activities will be accompanied and made transparent by a powerful online system. TARGET GROUPS The project works with Local authorities Local developers SME suppliers Local consumer associations Local buyers Local financial institutions The project Low Energy Housing (LEH) revolves around constructing Private-Public-Partnerships in the target regions. The common goal is to help with moving efficient housing from a niche existence into the mainstream. Establishing information channels With high-level support from the Ministry of Housing and Urban-Rural Development (MoHURD) and involvement of influential real-estate developers, the LEH project created a communication channel for the most influential parties to explore opportunities inherent in moving to more efficient housing. Local authorities, developers, suppliers, consumer associations, buyers and financial institutions all play a role in facilitating this shift. Knowledge transfer from from EU to China Experience in EU member states has shown that complex actor constellations complicate this shift due to conflicting goals. The path is to suggest methods creating market push and pull to make energy-efficient technologies the standard and thus lower the price through significant market demand. Dissemination platform planned Development of an advanced website built on the shoulders of the upcoming bigee web-platform on energy efficiency in buildings. The future buildee. net website will function as an an online sourcebook on options and good practice on building practices for local decision-makers

3 scaling-up strategy Working with policy makers The Chinese central government and in particular the Chinese Ministry of Housing and Urban-Rural Development (MoHURD) has a strong interest in bringing energy and resource efficient housing into the mainstream. The project closely liases and cooperates with MoHurd in the project implementation. Creation of networks To scale-up and disseminate knowledge and information on low energy housing, the project aims to set up cross-cutting networks that include local construction bureaus, real estate developers, SMEs suppliers, financial institutions, consumer associations and residents. Establishing incentives The private-public partnership implemented in this project involves subsidies paid out to developers if certain performance criteria are met. Beyond minimum energy performance standards (MEPS), this method provides market pull, which may be replicated across China. The low energy housing projects in the target areas will be given prioritised access to subsidies from the national green building development funds and the activity will be embedded in the national Green Building Label Programme, supporting its outreach and reinforcing replication. Creating a market by addressing consumers The project will advertise the economic, social and environmental benefits of energy efficient housing to public investors, private developers and individual consumers via adopting the concept of life cycle costs of houses. Especially consumers will be briefed on the benefits of low energy buildings. The project will provide possibilities to compare the life-cycle costs of standard buildings with those of low energy buildings. Consumers can build up a deeper understanding of the National Green Building Label, which will facilitate buyers identifying low energy buildings. Several outputs are prototypes to be replicated for different parts in China. For example, the green lists and survey report method may be replicated in virtually every Chinese city.

4 results China and the EU are both actively strengthening energy efficiency in new residential buildings. The pre-conditions for this push vary significantly within China as well as the EU. Survey and stakeholder analysis conducted An analysis of prevalent actors constellations reveals that certain players have more influence than others. In China, developers hold a particularly powerful position meaning that there is a need to encourage this group to consider energy efficiency measures in their new developments. LEH surveys carried out in Chengdu und Shenzhen reveal that there is a high price-sensitivity of consumers. In conjunction with low energy prices, there is little incentives for consumers to buy into more energy efficiency beyond the comfort benefits provided by those technologies. The same may be true in large European cities such as London; however, the strong urbanization rate in China and the subsequent requirement for affordable new living space creates special challenges. In particular, skilled labor is required for energy efficient housing, which may be hard to find. Incentives are a core concern in pushing energy efficiency and command and control mechanisms may only provide part of the solution. Voluntary Agreements signed The voluntary LEH cooperation agreements, signed by government and developers, and tied to financial subsidies through MoHURD, have created a channel through which project outputs can be channeled and experiences documented. The project consortium has created green lists for building materials, which form a starting point for MoHURD to take up. Web-portal designed The project consortium is currently in the process of creating reusable web applications, which can be deployed in other projects. The flagship application is an event app to be launched into a beta stage in summer These apps may be replicated in other countries.

The economic impact in terms of lower utility bills could be huge if energy efficiency was to be deployed at large-scale. environmental impact Significant energy savings through the deployment of energy efficiency measures in 50,000 apartments. If deployed beyond the project, significantly lower emissions will contribute to climate change mitigation. social impact Energy efficient housing will lead to higher quality buildings which not only will provide a higher living standard and much higher comfort but also will have a positive impact on workers vocational training and thus lead to better pay for construction workers. Engagement of target group A new web app for professionals will involve SME stakeholders throughout the remainder of and beyond the project timeframe. Policy Linkages Policy advice is given directly to MoHURD and there is a good chance of policy impact.
