2 Question: What is Responsible Chemical Management? Answer: Responsible chemical management involves taking steps to ensure chemicals in schools do not endanger students and school personnel. This may include: Evaluating chemicals for need, quantity, and appropriateness; Properly labeling, storing, and securing chemicals; and Safely disposing of waste and/or excess chemicals. 2

4 The Schools Chemical Cleanout Campaign (SC3) Mission: To reduce chemical exposures and improve chemical management in K-12 schools. Goals: Remove outdated, unknown, and unneeded chemicals from K-12 schools Raise awareness of chemical issues in schools and promote sustainable solutions Prevent future mismanagement through training, curriculum change, and long-term management solutions 4
5 The Importance of Partners SC3 collaborates with partners from government, academia, and industry to build a network capable of reaching schools with chemical management solutions across the US. Partners can support school SC3 projects in a number of ways: Provide technical assistance (e.g., chemical inventories, recommendations for purchasing/storage/handling/disposal) Provide training on chemical management and safety to teachers and school personnel Assist schools in developing their own chemical management plan Organizations/businesses who formally partner with the federal program receive recognition for their commitment to responsible chemical management. 5
6 It s All About Teamwork! The SC3 program builds upon the efforts of state, local, and tribal governments/agencies who have taken the lead in addressing responsible chemical management in schools. These, and other successful programs, start by pulling together a team with a variety of perspectives, expertise, and resources than can contribute to developing a sustainable chemical management program. Teams may include, in addition to state agencies, the following: School administrators, teachers, and facilities/maintenance personnel Waste handlers and/or chemical suppliers Colleges and universities Local fire, police, and emergency response personnel Environment, health, and education agencies 6

8 An Historical Perspective March 2002: Hawkins County, TN One of the most expensive school lab chemical accidents in TN history, the lab clean out and resulting fire and cleanup cost ~$190,000. Spring 2005: Hamilton County, TN Unknown employees accidentally dispose of lab chemicals in regular trash. The lab clean out and resulting fire and cleanup cost was ~$80,000. March 2005: Cheatham County, TN A substitute teacher tried to clean up a sodium hydroxide spill with old jeans. School was evacuated and teacher treated for burns. 8
9 Today s Reality Schools face rising waste management costs Schools have regulatory responsibilities Schools have a legal liability Lab chemicals in the wrong hands could be used for terrorism and manufacture of drugs Accidental chemical reaction will be responded to as a terrorist act 9
10 TN SC3 Project Overview Inventory lab chemicals Dispose of waste lab chemicals Disposal cost is based on volume and location coordinating with county HHW collections to save on costs EPA/TDEC grant funding will provide 50-90% cost share School system funds 10-50% (sliding scale based on County Economic Index) Cost estimate can be provided to school after inventory is completed and sent to us 10
11 TN SC3 Project Overview Provide follow-up training for teachers to prevent similar situation in years Chemical ordering: smaller amounts, coordinated with curriculum (MSDSs) Lab Safety: fume hood calibration, spill kits, personal protective equipment Green chemistry: use less hazardous chemicals to teach same principles (Union University) Microchemistry: use small amounts of chemicals, produce less waste 11

Find startup revenue (standard budget process, monies that go with establishment of new office, corporate sponsorship, etc.). Aggressively pursue available competitive grants. Secure the sanction of the leadership in your organization. 75
76 Keys to an Effective Multi-Agency Cooperative Chemical Cleanout Campaign Ensure program infrastructure is SIMPLE. Remove all non-value added steps. Provide written instructions to schools on how to handle hazardous materials. Participating collaborative agencies should agree on and commit to a win-win approach. Ensure key collaborators maintain a record of all work accomplished. Follow internal steps that you map out. 76
