2 ICAO s Standard Setting Role ICAO has internationally recognised standard setting authority Annex 16 to Chicago Convention is ICAO s main instrument of Environmental Protection Aircraft engine standards in Annex 16 are adopted as regulations by member States Common view is that manufacturers improve aircraft environmental performance and ICAO s role is to place a peg under the bar, ensuring future aircraft achieve no worse ACI recognises ICAO standard setting leadership and would prefer to see more ambitious goal setting raising the bar ACI also would like to see noise and emissions standards reviewed every alternate CAEP meeting (ie every 6 years) CAEP/8 (2010) New NOx Stringency Work item approved by CAEP/7 Investigate NOx stringency options up to CAEP6 minus 20% at OPR=30 for application no sooner than 2012 Four Criteria for new stringency 1. Technologically Feasible 2. Environmentally Beneficial 3. Economically Reasonable 4. Interdependencies must be taken into account CAEP/7 Definition of Technological Feasible for standard setting: Technology Readiness Level 8: new aircraft flight qualified through test and demonstration 2
