BULGARIAN ELECTRICITY TRANSMISSION SYSTEM DEVELOPMENT - PROJECTS OF COMMON INTEREST Milena Tsoleva, Head of EU Funds&Projects Department, Electricity System Operator EAD
PCI CLUSTER nd BG-GR interconnector and South BG corridor Included in the TYNDP ENTSO-E 2016: Project 142 (investment items 256,257,258,262) - CSE 4 (2nd BG-GR interconnector and South BG corridor) PCI Interconnection between Maritsa East (BG) and Nea Santa (EL), length: 151 km (122 km on Bulgarian and 29 km on Greek territory) PCI Internal line between Maritsa East and Plovdiv (BG) 100 km PCI Internal line between Maritsa East and Maritsa East 3 (BG) 13 km PCI Internal line between Maritsa East and Burgas (BG) 150 km Necessary for the North-South priority corridor; Part of the 1 st and 2 nd PCI lists GTC: Increase in the transmission capacity on the boundary RO,BG-GR: MW (1000 MW in 2030) and GR-RO,BG: MW (650 MW in 2030) Contribute directly to solving the main problems and infrastructural needs in the NSI East Electricity Corridor, including: Significant impact on the SoS, system flexibility & interoperability in the region: The project is solving system reliability issues and technical limitations, which are related to security of supply both in normal as well as in emergency schemes; The implementation of these projects will contribute to system resilience, interoperability, and security operation in the whole region including Bulgaria and the priority corridor North-South; The improvement of SoS is allowing the full use of the opportunities for development of the electricity market in the region and thus removing the limitations for the realization of the produced electricity in the region and Bulgaria. Partial isolation: contributes for the target of 10% interconnectivity
PCI CLUSTER nd BG-GR interconnector and South BG corridor RES Integration and accommodation of flows: Reinforcement of the East European grid will improve the capability of the countries (especially BG, GR and RO) to accommodate new as well as already planned RES thus there will be conditions created to meet both European and national renewable and climate targets in the long run; The growing solar and wind installed RES capacity in the SEE region (especially in GR, RO and BG) increase the need of further strengthening of the interconnections and internal networks of the countries across the Balkan Peninsula in order the produced green energy to be reliable transferred. Price differentials & competition: Status: permitting The project increase the net transfer capacity on the borders BG-GR, BG-TR and BG-RO and the GTC of the priority corridor North-South; With the transmission capacity increase implementation of the project will also accelerate the market integration and competition in the region. CEF financing: Pre-investment studies for PCIs (on Bulgarian and on Greek territory), 3.7.2, 3.7.3, & construction works for the PCI Further information on the projects: &
PCI CLUSTER Black Sea Corridor PCI Internal line between Varna and Burgas (BG) Included in the TYNDP ENTSO-E 2016: Project 138 (investment item 800) - Black Sea Corridor Necessary for the North-South priority corridor; Part of the 1st and 2nd PCI lists CLUSTER on the territory of Bulgaria and Romania - ESO EAD (BG) (for investment item ) & TRANSELECTRICA (RO) GTC: Increase in the transmission capacity on the boundary RO,BG-GR: MW (3329 MW in 2030); BG-GR,RO: MW (500 MW in 2030) Contribution of Project for solving the main problems and infrastructural needs in the NSI East Electricity Corridor, including: Significant impact on the SoS, system flexibility & interoperability in the region: The project is solving system reliability issues and technical limitations, which are related to security of supply both in normal as well as in emergency schemes; The realization of the project will ensure the secure connection of the load centers located in the North-East part of the country, which electricity supply might be endangered in low production conditions from the RES in the region, with the generation facilities, located in the South-East part of the country; The implementation of these projects will contribute to system resilience, interoperability, and security operation in the whole region including Bulgaria and the priority corridor North- South. Partial isolation: contributes for the target of 10% interconnectivity Source: PCI fiche 3.8.1
PCI CLUSTER Black Sea Corridor PCI Internal line between Varna and Burgas (BG) RES Integration and accommodation of flows: The growing solar and wind installed RES capacity in the SEE region (especially in GR, RO and BG) increase the need of further strengthening of the interconnections and internal networks of the countries across the Balkan Peninsula; Project 138 contribute to the exploitation of the high RES potential in the East part of South-East Europe and increase the capability of accommodating new as well as planned RES, including RES concentrated in Northeast Bulgaria and Southeast Romania. Price differentials & competition: The project is solving problems related to the SOS and thus facilitate the full use of the opportunities for development of the electricity market in the region and mitigate the limitations for the realization of the produced electricity in the region and Bulgaria. Status of PCI 3.8.1: permitting CEF financing: Pre-investment & Construction works for PCI Further information: страница Source: PCI fiche 3.8.1
New double 400 kv interconnection line between Bulgaria and Serbia Included in the TYNDP ENTSO-E 2016: Project 277 New double 400 kv interconnection line between Bulgaria and Serbia s/s Nis 2 Necessary for the implementation of the North-South priority corridor On the territory of Bulgaria and Serbia ESO EAD (BG) & ELEKTROMREŽA SRBIJE (RS) GTC: Increase in the transmission capacity on the boundary BG-RS: 1500 MW and RS-BG: 400 MW CBA - Benefits significantly outweigh the project cost Contribution for solving the main problems and infrastructural needs in the NSI East Electricity Corridor, including: Significant impact on the SoS, system flexibility & interoperability in the region: This project is one of the links that will contribute in the future to increase the capacity on the boundary, and then facilitate energy exchanges between the West borders of Romania and Bulgaria and the Western Balkan region. The project is solving system reliability issues and technical limitations, which are related to security of supply both in normal as well as in emergency schemes; Partial isolation: contributes for the target of 10% interconnectivity Price differentials & competition: improve functioning and reliability of the electricity markets in Serbia and Bulgaria as well as increase value of GTC on the border BG-RS which will facilitate higher level of market exchanges. Status: under consideration Source: TYNDP ENTSO-E 2016, Project Sheet 277 s/s Sofia West
