An Environmental Management System (EMS) is a business process that integrates sustainable practices into the overall management (mission) of an organization Promoted by the Environmental Management Division (EMD) Integrates environmental S-T-E-W-A-R-D-S into the overall management of an installation Encourages continual improvement 2
3 Why Does Fort Lee Need An EMS? For Fort Lee to continue to meet Army mission requirements, the installation must adopt and incorporate sustainable business practices: Preserves and conserves resources, and the environment Saves the installation money, while strengthening the community Standardizes our programs, with completion of the mission Required by E.O Planning for Federal Sustainability in the Next Decade and Fort Lee Policy#07-05 MI-EMS Policy 3
4 Why Mission Integration-EMS? Fort Lee s EMS integrates environmental management into mission requirements and focuses on community, readiness, sustainability and environmental compliance: Mission Integration - Environmental Management System (MI-EMS) 4
5 Fort Lee MI-EMS Policy Policy Mission Integrated- Environmental Management System (MI- EMS) Policy ensures we understand: MI-EMS is the responsibility of everyone at Fort Lee Management of Fort Lee s Environmental Risks by knowing our Activities, Aspects and Impacts and assisting in meeting our Objectives and Targets How to implement continual improvement and recognize when improvement is needed at all levels How to ensure MI-EMS efforts are effective by administrating audits and management review 5
6 Environmental Policy Acronym S-T-E-W-A-R-D-S Strive to fully integrate environmental requirements into our standard work practices and procedures, so environmental awareness and compliance are part of the way we conduct business Track and review specific environmental goals. Establish specific measures of performance to assist in assessing system effectiveness Ensure compliance with all applicable environmental policies, laws and other regulations Work to continually assess activities, products and services that can cause an impact on the environment. Identify significant environmental impacts and ensure that they are considered when establishing objectives and targets in our environmental management programs Actively pursue continual improvement in organizational environmental management systems Recognize potential sources of pollution prevention (P2) & meet or exceed Army goals for P2 Disseminate the Mission Integration - Environmental Management System policy to the widest extent possible, reaching the entire Fort Lee Community Sustain a campaign quality Army in war and peace Military, Civilians, and Contractors are the S-T-E-W-A-R-D-S for MI-EMS 6

8 YOU, the S-T-E-W-A-R-D-S, Can Be Part of The Planning A multi-disciplinary team called a Cross-Functional Team evaluates Fort Lee activities, products, services, and the aspects within said activities, products, and services. This course of action is to minimize or avoid the impacts to our resources. The Cross-Functional Team examines aspects to diminish environmental impacts by creating : Objectives long-term actions that are developed Targets short-term actions that are set to achieve the objectives 8

10 PLAN - MI-EMS Objectives / Targets Air Quality Management Calendar Year 2017 (CY17) Reduce Scope 1(Vehicles/Equipment, Stationary Sources, Hydrochlorofluorocarbon (HCFC)- refrigerants and 2 (purchased electricity, natural gas, fuel oil) greenhouse gas (GHG) emissions 42% through 2025 with a 2008 baseline (EO 13693) Reduce per mile fleet GHG emissions no less than 4% by 2017 with a 2014 baseline (EO 13693) (EO 13693) Alternative fuel passenger vehicles (Gasoline Hybrid, Gasoline Hybrid Plug-In, Dedicated Electric, EPA Certified Low GHG)should account for 20% of new fleet acquisitions by 2020 and 50% 2025 (2015 Baseline) (EO 13693) Reduce Class II refrigerant purchase 100% by Reduce refrigerant usage for a total of 2% annually. (FY10 Baseline) (Montreal Protocol Phase-out) Building Management Reduce Energy Intensity 2.5% annually based on FY15 baseline and Reduce water use by 2% annually based on FY07 baseline Mandatory Training Environmental General Awareness Training (EGAT) training to be dispersed Installation-wide effectively, efficiently, and paperless training, > 80% of the installation. (AR 350-1) Environmental Compliance Officers and Hazardous Waste Coordinators appointed and trained Installation-wide, >50% of the required units. (AR 200-1) POL Management - Strive for zero reportable releases annually Reduce Non-Hazardous Solid Waste & Hazardous Solid Waste- Reduce solid waste by increasing the diversion percentage to 52% and reduce hazardous waste by increasing the diversion rate from previous year. (FY16 combined diversion was 50%) 10
11 DO - How do you implement controls that minimize environmental risks? Organizations and Units shall create SOPs, Plans, Policies, etc. and ensure these controls are followed 11
12 CHECK - Is the MI-EMS going in the right direction? Audits evaluate the management system performance Eliminate repeat findings Maintain compliance Audit types External reviews Self assessments 12
13 ACT - Management Review Management reviews the Fort Lee MI-EMS to ensure suitability and effectiveness for continual improvement. This review is included in the Plan-Do-Check-Act. 13
14 A Few Ways YOU (STEWARDS) Provide Sustainability and Environmental Management Compliance HAZMAT/Oil Spills - When spills/releases occur dial 911 and contact DPW-EMD Spill Team, /3772. IOC initiates the Fort Lee RED PLAN. Hazard Material/Waste - Properly collect and reuse hazardous materials or dispose of hazardous waste for pick-up as stated in the Fort Lee Hazardous Waste Standard Operating Procedure. 16 A Few Ways YOU (STEWARDS) Provide Sustainability and Environmental Management Compliance Storm Water - Do Not allow chemicals, petroleum, oils, grease, wash water or any other non-storm water substance to enter facility drains or storm water drains. Wash vehicles only in designated areas (Military Vehicle Wash Rack/AAFES car wash/auto Craft Shop Bldg 9035). Policy Fort Lee Municipal Separate Storm Sewer System (MS4) Policy 16
17 A Few Ways YOU (STEWARDS) Provide Sustainability and Environmental Management Compliance Air Emissions - Idle vehicles no longer than 30 seconds - Procure only low NOx (30 ppm) fuel burning equipment (boilers / water heaters / unit heaters / furnaces) - Control dust on work sites at all times - Commute with a group / telework (where available) - Report any smoking equipment to Air Quality Policy Fort Lee Energy Conversation Measures 17

Order what you need ONLY through the Hazardous Material Control Center (HMCC) Bldg Policy Fort Lee Pollution Prevention Policy Fort Lee Green Procurement Policy Recycle/Repurpose- recycle/repurpose to the maximum extent possible. ALL metal, paper, cardboard, plastic #1 - #5, and glass should be recycled in the Fort Lee workplace. It can be comingled in the same container. 19 A Few Ways YOU (STEWARDS) Provide Sustainability and Environmental Management Pollution Prevention PRINT Only When Necessary- Use electronic copies to edit documents, and use digital signature when possible. When printing: use double-sided copies, and use color ink only when absolutely necessary. Policy Garrison Printer Policy Only Approved Pesticides- when pesticides and chemicals are Used (as a final option) refer to Policy Pest Management Services NEPA Review - DA Form 4283 Work Orders are required for ALL new construction, events, repairs, or permission only requests affecting federal property. Once reviewed, environmental requirements will be supplied to the requestor. 20 A Few Ways YOU (STEWARDS) Provide Sustainability and Environmental Management Pollution Prevention Backflow Leaks Must submit a Service Order for Backflow Prevention. Recommend notifying the building facilitator or EMD. Applying Pesticides & Herbicides Must submit a Service Order for Pest Control Services (non-housing) and landscapes on Fort Lee. Pesticides only used by a certified technician! EMD manages the fence line and landscape around buildings (nonhousing) and all new construction for pesticides/herbicides. Picking up Dead Animals Must submit a Service Order for dead animal collection. Cross connection backflow correct setup. Prevents water from backing up into main supply. For Contractor use only during construction. Report improper hook ups:
21 A Few Ways YOU (STEWARDS) Provide Sustainability and Environmental Management Conservation Forestry You need permission from Environmental Management Division (EMD) before any trees are cut down on Fort Lee. After storm events, permits can be issued to remove downed trees. Contact EMD at for more information. Landscaping - All landscaping should utilize native plants and native materials guidance found in Fort Lee Environmental Special Conditions. Wildlife - Leave the wildlife alone. If you have questions/issues with animals on Fort Lee, call for the Game Warden or Wildlife Biologist at Wetlands Only cross wetlands at bridges. Protect wetlands and all vegetation around wetlands out to 100 ft. Contact EMD at for more information. 21
22 A Few Ways YOU (STEWARDS) Provide Sustainability and Environmental Management Cultural Resources - Cultural resources are remnants of human activity, such as artifacts and places where people lived or farmed. Examples of cultural resources, which can be found above or below ground, include bricks, pottery, bullets, a Native American camp site or even a completely intact 19 th century house. - Cultural resources are important because they provide information about how people who came before us lived, worked and used the resources available to them. - On federal property, such as at Fort Lee, cultural resources are protected by several laws, two of which are the National Historic Preservation Act (NHPA) of 1966 and Archaeological Resources Protection Act (ARPA) of NHPA requires federal agencies to consider the potential effects of any project on cultural resources which are or have been determined eligible for listing on the National Register of Historic Places. At Fort Lee, the Environmental Management Division is responsible for ensuring compliance with these laws. 22
23 A Few Ways YOU (STEWARDS) Provide Sustainability and Environmental Management Cultural Resources -- ARPA requires anyone digging in the ground for cultural resources on federal land to have a permit issued by the federal agency and specialized education and training. - Metal Detecting is PROHIBITED on Fort Lee. Violators are subject to potential fines and/or jail time (see Policy 03-12: Metal Detector Use Policy). - In the meantime, if you are out and about and see something on the ground which you believe may be an artifact or something else of cultural significance, leave it in place and notify the Cultural Resource Manager at or Staff Archaeologist at To learn more about Fort Lee s cultural resources, please visit the Regional Archaeological Curation Facility (Building 5222). 23
24 A Few Ways YOU (STEWARDS) Provide Sustainability and Environmental Management Energy / Water Turn Off Equipment/Lighting- when not in use, enable hibernation and shut down features for monitors and CPUs, turn off lights/electricity when offices/buildings/ stadiums are not in use Vending Machines- should be de-lamped regardless of location All Equipment- Purchase Energy Star equipment only Window and Doors- keep them closed so that the engineered air conditioning or heating can work properly * For energy concerns and water system questions contact the Energy Manager at
25 A Few Ways YOU (STEWARDS) Provide Sustainability and Environmental Management Leaks - Request repairs for all water leaks or any flowing water that is abnormal. Thermostats - Do not tamper with or change thermostats fuel-saving temperature settings. They are set to work with engineered systems, i.e. ventilation, air conditioning and heating systems. If thermostats are changed not only is it a waste of energy but also effects the indoor building health.
