Esri Ocean GIS Forum Redlands, CA 2016 Samantha Coccia-Schillo NatureServe Patrick Crist - NatureServe Chris Jeffery & Dan Dorfman- NOAA

Study Area Area of focus for ILSP is the Northeast Ecological Corridor NOAA collected information in the corridor NatureServe created a decision support system for entire terrestrial area of Puerto Rico Prior projects in: Aransas Bay, TX Charleston, SC DELMARVA Humboldt Bay, CA July 18, 2016 NACCB Presentation - Integrated Land-Sea Planning in Puerto Rico s Northeast Ecological Corridor - Samantha Coccia-Schillo, NatureServe Patrick Crist, NatureServe Chris Jeffery - NOAA 2

Key Components of ILSP Addresses resource management needs across realms (terrestrial, freshwater, marine) Addresses stressors within and across realms (ideally both directions) Direct sea and land use Land based stressors on aquatic resources Sea level rise and storm surge on coastal resources Integrates cross-realm ecosystem processes (e.g., sediment & nutrient delivery) Integrates agencies, policies, and stakeholders across realms Reveals co-benefits and trade-offs (e.g., US corn production in midwest vs Gulf of Mexico dead zone)

ILSP Framework START Scoping Stakeholder Processes Review Results Decisions Implementation & Monitoring Describe issues ID resources ID stressors Define scenarios Define desired future Develop collaboration processes Identify Key Stressors, Issues, & Trade-offs for Resolution Select Preferred Future that meets cross-realm objectives Generate Database Ecological Socioeconomic Hydrological Marine Select & Populate Tools Resources Scenarios Models Evaluate scenarios Resource outcomes Water quality Species & habitats terrestrial, freshwater, marine Socioeconomic outcomes Ecosystem services Income & equity Crossrealm process models Run Optimizations Generate spatial alternatives Develop Alternative Futures Mitigate stressors current & future Address crossrealm processes Develop Implementation Plan Detailed spatial plan Implementation plans, funding, agreements, etc. Conduct Adaptive Management Dynamically update data, decisions, & analyses Review goals, ID issues, revise plans

Integrated Land-Sea Planning Toolkit Common database (incl web portals) Hydrological Ecological Socioeconomic Represent values & viability requirements Characterize scenarios Cumulative effects assessment Optimization wizard with Marxan Plan design Plan implementation & adaptive management Prioritize conservation network across realms Land use planning/socioeconomics Land use planning/socioeconomics Marsh migration under SRL InVEST Ecosystem services modeling Model sedimentation, volume, nutrient delivery to shoreline Marine Plume Model Core Tools Addl Specialty Tools Toolkit configured for project objectives & capacity

Vista Basics ArcGIS Extension maintained for new Esri releases since 2004 A broadly capable tool designed to help integrate conservation with a variety of planning & management activities in the land, air, water. Usable by a variety of skill levels with proper support Full integrated help and available tech support, training, assistance Our first pilot for Napa County, CA > 2000 downloads worldwide

Vista Supported Analytical Process Cumulative Effects Models Evaluation Maps & Reports Conservation Value Summary Land-use Type Policy Type Scenario Outputs baseline, buildout, trends, alternatives & new plan Adaptive Management Cycle Elements, values, & expert knowledge Mitigation & alternative scenario development Optimized spatial solution generation via interoperating tools

Nonpoint-Source Pollution and Erosion Comparison Tool Spatially distributed pollutant and sediment yield model i.e., water quality screening tool Estimates runoff, nonpoint-source pollution, and erosion Allows user to compare effects of different land use and land cover scenarios on total yields Uses land cover, soils, topography, and precipitation input data 8

Plume Model Used MERIS imagery to digitize plume formations Used this as guideline to populating plumes with pollutant levels from NSPECT. August 30, 2016 Footer text here 9

Conservation Value Summary (biodiversity richness index) July 18, 2016 Footer text here 10

Scenario Characterization August 30,

Scenario Evaluation Scenario evaluation Intersects elements with scenario and applies response models Compatibility conflict map (shown here) has shades of red that indicate richness of elements that are also in conflict with the current scenario and have not met their 100% retention goals. July 18, 2016 NACCB Presentation - Integrated Land-Sea Planning in Puerto Rico s Northeast Ecological Corridor - Samantha Coccia-Schillo, NatureServe Patrick Crist, NatureServe Chris Jeffery - NOAA 12

Marxan Incorporation Vista Marxan Wizard preps data for input Marxan products inform most efficient solution and irreplaceability of each site to meet goals For ILSP we integrated high erosion areas as priorities for conservation action July 18,

Conclusions An ILSP workflow guides the logical application and integration of tools The toolkit can be configured for the particular issues of an area It is feasible for one person to learn and operate the toolkit but most appropriately for collaborating organizations to operate their relevant tools The toolkit can be used in ongoing plan implementation and adaptive management August 30,

Q & A Follow Up Opportunities: Training for ILSP and the toolkit available through EBM tools program EBMtools.org Patrick Crist: Patrick_Crist@natureserve.org; Samantha Coccia: samantha.coccia.schillo@outlook.com NatureServe Vista: Credit to: NOAA for intern funding and Dan Dorfman for his support, and Cameron Scott of NatureServe for technical support and guidance Thank you!
