The EN 643 European list of standard grades of paper and board for recycling, revised in 2013 and published in February 2014 To be used by industry professionals in the buying and selling of paper for recycling Can be ordered from respective national standardisation body CEPI video explaining the EN
The process of standard development From 2008: negotiations between CEPI, ERPA and FEAD 2011: joint proposal to CEN June 2011: CEN decision to revise the EN : CEN working group discussions 8 November 2013 Approval of the revised EN 643 by the CEN national bodies February 2014: publication 4
Key elements of the EN 643 Prohibited materials: 0 tolerance Unwanted material with a maximum tolerance level Prohibited materials (not permitted at all) Non-paper components (with tolerance levels) P&B detrimental to production Unwanted materials (with tolerance levels) P&B not according to grade definition P&B not suitable for deinking (when intended for deinking) 5
Key elements of the EN 643 Clear statement that paper from refuse collection is not usable in the paper industry Clear requirement that paper from commingled collection has to be specifically marked Specific requirements for deinking grades > Reference to INGEDE (International Association of the Deinking Industry) Method 7 on visual inspection > List of grades, in which non-deinkable papers count as unwanted material Problem of shredding is highlighted Moisture content: 10% 6
Why the revised version? Achieve greater harmonisation within the pulp and paper industry Facilitate commercial relationships between paper mills and paper for recycling suppliers Improve the implementation of the EN 643 Standard Available for download at: itycontrolguidelines 7
Main points from the guidelines 1. Description of the procedure of mutual agreement, standard terms and conditions as part of general conditions for supplier approval 2. Training and education for employees recommended 3. Reference to the EN 643 Standard made 4. All parties to be aware of the quality control procedures before first contract is signed 5. Information given through a delivery document for every delivery 6. Definition of Quality Control (incl. inspection procedure) 7. Information to suppliers 8. Settled procedure to solve conflicts and reach a global acceptance of results by both sides 9. Clearly established conditions and limits of ownership of the paper for recycling and responsibility for the materials delivered 8
Inspection procedure what to check Does the delivery meet the grade as described in EN 643? Bale condition Moisture content Unwanted materials Further parameters set by the mill 9
Moisture content: Inspection results Load is rejected Maximum tolerance (set by company) Difference will be discounted Load is accepted 10
Guidelines for the content of unwanted material Evaluate proportion of unwanted materials First step: visual inspection (obligatory minimum) Second step: advanced visual inspection and/or gravimetric method INGEDE methods 7 and 8 Gravimetric method Technical solutions NEW: Annex describing the technical solutions 11
Illustration of Quality Control Procedure 12
NEW: Recommendation for techical measurement Instrumental analysis via automatic sensor Near Infra Red Instrumental analysis via automatic microwave sensor Source: SAICA Source: Hamburger Recycling 13
Take home messages Presence and application of standards support high quality High quality immunises against extreme market situations and supports functioning secondary raw materials markets Functioning secondary raw materials markets support investments in recycling capacities in Europe Investments in recycling give confidence in designing quality collection systems All of these elements contribute to a functioning circular economy in Europe 14
