2 Philippine PEI Accomplishments Improvement on the es:ma:on of produc:on volume and value of minerals Supported development of a system on accurate es4ma4on of produc4on volume and value of minerals Being u4lized in PH-EITI repor4ng Improvement in governance processes to facilitate :mely release of shares in the proceeds from Na:onal Wealth (NW) to Local Government Units (LGUs) Facilitated release procedure, influence current direct release from Bureau of Treasury to LGUs Supported amendment to LGCode Direct remigance of mining companies to LGUs Change in the base year on computa4on of LGUs shares pagerned to IRA Study/Roadmap that lead to Philippines enrollment and qualifica:on as EITI compliant country PH-EITI as plalorm for dialogue by stakeholders and as source of credible informa4on to inform policies on the appropriate fiscal regime for mining, and ensure compliance with environmental regula4ons and rules on social expenditures PH- first country to meet all the requirements set by the EITI 2016 standards with a ra4ng of "sa4sfactory progress" in managing the mining, oil, and gas sectors.
3 Philippine PEI Accomplishments Ins:tu:onaliza:on of Environment Revenue Management tool at the LGU Level web-based interface linked to the electronic Statement of Receipts and Expenditures (esre) to monitor the financial informa4on rela4ve on shares from na4onal wealth as well as direct payments made by extrac4ve industries captures with greater detail: (i) local taxes, fees, and user charges paid by the extrac4ve industries; (ii) the share of na4onal wealth received by LGUs; and, (iii) tagging of expenditure items from na4onal proceeds. Recommenda:ons for policy reforms in use of Social Development and Management Plans (SDMPs) of mining companies alignment, support and harmoniza4on with local development plans broaden coverage of host and impact communi4es improve monitoring mechanisms thru LGU par4cipa4on Ensure genuine community consulta4on
4 Upcoming activities Capacity building on ERDMT LGUs hos4ng large scale mining opera4ons In support to repor4ng to PH EITI Study on Local Green Investments for PH Assess the level of dependence of selected LGUs revenues and local employment on extrac4ve industries Iden4fy alterna4ve op4ons for revenue genera4on from sustainable natural resource management (e.g. forestry, fisheries, eco-tourism, renewable energy, etc.) Formulate commercially viable green business opportuni4es in partnership with private sector and communi4es Scope of Study Stock taking of policies, plans, programs and projects promo4ng green investment Gap analysis on promo4ng green investments Pilot tes4ng of concept on local government ac4ons for inclusive green investment (3-5 selected LGUs) Iden4fying alterna4ve revenue op4ons for revenue genera4on for the (above-men4on selected LGUs Iden4fica4on of commercially viable green business opportuni4es in partnership with private sector and communi4es

6 Opportunities in attracting Green Investments Philippines has long standing commitment to greening its economy, government championing green investments policies Laws, Policies and Targets Clean Air Act, Clean Water Act, Ecological Solid Management Act Biofuels Act (2006), Renewable Energy Law (2008) Green Procurement Climate Change Act (2009), Disaster Risk Reduc4on and Management Act (2010) Philippine Development Plan ( )- ar4culates the Filipino people s collec4ve vision of the Filipinos Financial and Economic Instruments Renewable Energy, Geothermal Explora4on incen4ves Tax reduc4ons and incen4ves to green projects (IPP) Management Funds (5% of LGU Budgets for DRR) Programs and Ins4tu4ons NCC Ecotown, ADB-City s E-Trike Project, Metro Manila and Cebu Mass Transport projects, Natural Gas Vehicle Program for Public Transport Stakeholders e.g. World Wide Fund for Nature-Philippines World s largest and most experienced conserva4on organiza4on, invites high net-worth individuals or groups to invest in the Major Giks Program. A big chunk of the fund will go to the Philippine Fund for Nature, an endowment fund that will enable WWF-Philippines to sustain in the long run its key projects which help conserve our biodiversity and help mi4gate the impact of human footprint on our environment.
7 Opportunities in attracting Green Investments Na:onal Program e.g. Greening the Philippine MSME MSMEs are 97%of all registered businesses, employ 60% of workforce, and contribute 1/3 of GDP improving efficiency in the use of our natural resources while improving produc4vity and compe44veness thru cleaner produc4on processes, manufacturing of green products, compliance to health and environment standards Legisla:ve Support e.g. Tax Reform for Accelera:on and Inclusion (TRAIN) bill (HB 4774) Spanning an array of tax adjustments restructuring personal income taxes in favor of the poor and the middle class reducing exemp4ons against value-added taxes hike in fuel excise taxes, doubling automobile excise-tax rates, except on mass transporta4on and freight vehicles. Discouraging excessive private-car use and its impacts on the urban environment and traffic, both reforms will actually func4on as de facto green measures. Fuel and car taxes rebalance lost tax revenues from slashing income-tax rates for the poor and the middle class they can form the first of a new genera4on of green taxes in Phils Bill could yield up to P122 billion in revenues, which can be used to finance local sustainability ini4a4ves na4onwide
