Agenda PSPC: Carbon neutral objectives Prioritized assets Energy Services Acquisition Program (ESAP) North American Leaders' Summit clean power commitment Environmental performance and benchmarking New technologies Established energy/greenhouse gas (GHG) activities Brookfield GIS: Linkage to the Real Property contracts Brookfield GIS framework Stakeholder engagement
PSPC
PSPC s carbon neutral objectives Ø As a common service provider, PSPC is on track and leading by example: The Department is initiating measures to achieve a carbon neutral portfolio by ESAP will modernize central heating and cooling plants in the National Capital Area. PSPC is committed to using clean electricity for its building portfolio by New technologies: Smart Building initiative LED lighting Environmental performance and benchmarking: LEED, Green Globes and BOMA BEST ENERGY STAR Portfolio Manager rating
Prioritized assets Ø Evaluating the portfolio for potential net zero emission facilities Ø Monitoring environmental indicators through the national tiering exercise Ø Four flagship facilities and three campuses have been identified for greening opportunities: Centre Block, Ottawa, Ontario The Lester B. Pearson Building, Ottawa, Ontario The Arthur Meighen Building, Toronto, Ontario 875 Heron Road, Ottawa, Ontario Tunney s Pasture Campus, Ottawa, Ontario Carling Campus, Ottawa, Ontario Confederation Heights Campus, Ottawa, Ontario Recapitalization, redevelopment and renovation projects for these assets are in development. Timely opportunities for implementation of net zero facilities, green systems, deep energy/ghg retrofits, etc.
Energy Services Acquisition Program (ESAP) Ø Anticipated benefits for climate change Implementation of ESAP, including conversion of steambased heating and cooling systems to safer, more modern and sustainable technologies, along with the implementation of Smart Buildings, is expected to achieve an annual reduction of 70,000 tonnes of GHG emissions by This is equivalent to 14,000 homes or cars and represents 31% of the entire federal reduction target.
North American Leaders' Summit clean power commitment Ø Greater trilateral collaboration on encouraging the greening of government initiatives and on the purchase of more efficient products, cleaner power, and clean vehicles as appropriate. Ø The U.S. General Services Administration and PSPC announced their intention to increase the percentage of electricity that they purchase from clean energy sources to 100% by Na/onal Power U/lity impact on PSPC clean/ non- clean electricity profile Clean 79.67% 91.18% 91.05% 85.86% Non- Clean 20.33% 8.82% 8.95% 14.14% Expected annual reduction of 70,000 tonnes of GHG emissions starting in 2025.
Environmental performance and benchmarking Ø Commitment to obtaining an environmental standard for all new construction and major facility renovations Ø In the process of obtaining an ENERGY STAR rating for each of our buildings LEED Gold or 4 Green Globes for new construction LEED Silver or 3 Green Globes for major renovations More demanding standards (Passive House, Living Building Challenge) are being considered for future projects ENERGY STAR Portfolio Manager Phase 1 implementation consisted of 125 assets within PSPC s portfolio that were above 5,000 meters squared and deemed suitable. Phase 2 implementation consisted of 175 assets within PSPC s portfolio that were below 5,000 meters squared and deemed suitable. Will use information as an additional metric to help prioritise areas for energy performance improvement.
New technologies Ø Improving energy performance through the implementation of new energy-efficient technology Ø Two national initiatives to install LED lighting and Smart Building technology Ø Leveraging the Build in Canada Innovation Program (BCIP) to test new technology LED lighting conversion using life cycle costing Best option when looking at total cost to government over twenty-five years Smart Buildings initiative Monitoring and controlling mechanical, heating, cooling and lighting systems so that buildings use less energy and work more efficiently Solar-powered street lamps (Canada Border Services Agency on-going and PSPC site in the works)
Established energy/greenhouse gas (GHG) activities Ø Continue with energy and GHG-reducing activities that are already built into PSPC s business processes: Energy audits on a five-year cycle Recommissioning audits on a five-year cycle for facilities above 5,000 meters squared Energy performance contracts (Federal Buildings Initiative) Implementation of measures from energy and recommissioning audits Metering and sub-metering
Brookfield GIS
Real Property-1 (RP-1) contracts overview Ø Linkage to PSPC s objectives Ø Brookfield GIS is the delivery arm for project delivery, property management and energy services Six regional contracts across Canada Managing Government of Canada crown-owned and leased portfolios Approximately 5 million meters squared Over 3,800 locations across Canada Seven year contract + options = thirteen years Contract start = April 1, 2015 Includes property management and project delivery services Contract is different from previous real property service delivery contracts
Brookfield GIS framework Ø Brookfield GIS corporate framework and objectives Developed evaluation metric to balance social, environmental and economic considerations on all projects. Prioritize innovation and the use of new-new technologies in the field of energy conservation. Leverage the Internet of Things Measure energy consumption in real-time Collect data from the thousands of sensors in facilities Leverage the power of big data analytics Integrate advanced controls algorithms Goal: To achieve energy saving targets
Framework for the RP-1 contracts Ø Initiatives identified to support RP-1 and PSPC objectives Ø Brookfield GIS role Implementation of Energy Conservation Program: Holistic approach with focus on heating, ventilation and air conditioning Lighting retrofit programs (LED lighting: Interior & exterior) Renewable energy Continuous commissioning (ensuring buildings are operating optimally) Thermal equilibrium in buildings Building envelope improvements Goal: to implement deep energy retrofit projects to significantly reduce energy consumption while meeting important economic savings.
Stakeholder Engagement Ø Established Tenant Relationship Management Program to support PSPC s initiatives Ø Integrated Brookfield GIS communication channels Brookfield GIS Tenant Relationship Management Program Establish a communication plan for energy conservation initiatives (tenants and Brookfield GIS team) Integrate with ongoing tenant engagement and communication programs Tenant handbook Tenant website Regular WebEx sessions Inform and engage building occupants about initiatives Report results and provide regular updates Celebrate successes!
