21 Central Statistics Office Industrial Producti & Turnover Background Notes Introducti The mthly industrial producti index mitors current trends in the volume of producti of industrial local units with three or more perss engaged. The primary purpose of the index is to measure s in value added at cstant prices. The mthly index of turnover measures the in the level of sales each mth of industrial products, whether manufactured in the mth in questi or in previous periods (excluding n-industrial activity where practicable). The turnover indices outlined in this release are exclusive of VAT. The principal difference between the producti and turnover indices is that the producti index traces the quantitative volume of producti (i.e. effect of price s excluded) each mth whether sold or not, whereas the turnover index reflects both the volume of sales and the price level. Starting with January 2009 updated industrial producti and turnover indices are being published to year 2005=100. The new orders indices measure trends in new orders accepted, including those received and filled during the last mth. Orders are valued at the amounts invoiced or still to be invoiced (excluding VAT). The respse rates for the provisial results are typically 46% in terms of the local units surveyed covering 84% of the value of producti and 82% of the value of turnover. The correspding figures for the final results are 58%, 91% and 90% respectively. These respse rates are d averages for a 12 mth period ending September In September 2009 an additial questi respse burden showed that respdents took an average of 19 minutes to complete the mthly inquiry form. Sample covered Methodology The mthly survey which provides data for calculating the indices covers the larger local units which between them account for the bulk of industrial output in general those which in the year 2005 had twenty or more perss engaged in NACE 5 to 35. For certain sectors the threshold of 20 perss engaged is lowered where this is csidered necessary to ensure representativeness of the sample or where data for a sector would have to be kept cfidential if the 20 perss engaged threshold were applied. The business activity classificatis are d the Statistical Classificati of Ecomic Activities in the European Community (NACE Rev. 2). Working day adjusted individual producti, turnover and new orders sub-indices are compiled for each detailed NACE class. These sub-indices are combined to provide the indices for broader sectoral groupings, using as weights for a sector the gross value added at factor cost for producti indices, and turnover in goods produced and industrial services provided to others for turnover and new orders indices, for all units in that sector covered in the 2005 Census of Industrial Producti (CIP). Weights and year are revised every five years. The producti index is compiled using two methods. One method is d the valuati of quantity data at year prices. The series has been compiled using updated prices from the Prodcom 2005 survey. Alternatively, in cases where reliable quantity data cannot be obtained current value data is cverted to values at year prices using suitable Wholesale Price (WPI) deflators. New orders indices have been produced from January 2004 wards using reported mthly orders data. In the event of n-respse, the reported turnover is used as an estimate for the calculati of new orders indices. 21
22 Central Statistics Office Seasal Adjustment Industrial Producti & Turnover Seasal adjustment is cducted using the direct seasal adjustment approach. Under this approach each individual series is independently adjusted, e.g. aggregate series are adjusted without reference to the compent series. Seasal adjustment models are developed for each series d unadjusted data spanning from January 1998 to the current period. These models are then applied to the entire series. Seasal factors are updated each mth. The adjustments are completed by applying the X-12-ARIMA model, developed by the U.S. Census Bureau to the unadjusted data. This methodology estimates seasal factors while also taking into csiderati factors that impact the quality of the seasal adjustment such as: Calendar effects, e.g. the timing of Easter Outliers, temporary s and level shifts in the series For additial informati the use of X-12-ARIMA see (Findley, D.F., B.C. Msell, W.R. Bell, M.C. Otto, and B. Chen (1998), New Capabilities and Methods of the X-12-Arima Seasal Adjustment Program, Journal of Business & Ecomic Statistics, 16, pp ) NACE classificati The business activity classificatis used in this Statistical release are d the Statistical Classificati of Ecomic Activities in the European Community i.e. NACE Rev. 2. The main for the Industrial Producti and Turnover release is the reclassificati of local units in the Publishing sector (NACE Rev ) to the Services sector (i.e. outside the scope of this release). Other s mean that there are separate NACE groups for Food products (NACE 10), Beverages (NACE 11), Chemical and chemical products (NACE 20) and Basic pharmaceutical products and preparatis (NACE 21). The descriptis of particular NACE Rev. 2 sectors are sometimes shown in abbreviated form in the release. For further informati the NACE Rev. 2 classificati of industrial activity, visit the CSO website: Definitis All Industries All industries is comprised of all sectors classified NACE 05 to 35 inclusive. This includes Mining and quarrying NACE 05 to 09, Manufacturing Industries NACE 10 to 33, and Electricity, gas, steam and air cditiing supply NACE 35. Manufacturing Industries Manufacturing Industries is comprised of all sectors classified NACE 10 to 33 inclusive. Transportable Goods Industries Transportable Goods Industries is comprised of all sectors classified NACE 05 to 33 inclusive. This includes Mining and quarrying NACE 05 to 09 and Manufacturing Industries NACE 10 to 33. Modern Sector Modern sector includes the following industrial sectors NACE NACE NACE NACE Chemicals and pharmaceuticals Computer, electric, optical and electrical equipment Reproducti of recorded media Medical and dental instruments and supplies Traditial Sector Traditial Sector includes All Industries (NACE 05 to 35) excluding Modern sector as detailed above. 22
23 Central Statistics Office Retrospecti Updated Wholesale Price (Base Year = 2005) Industrial Producti & Turnover Indices calculated under the previous system (NACE Rev1.1 and year 2000) have been re-cast in order to make compariss with earlier periods. When making compariss with data produced in previous mthly industrial producti and turnover releases (classified by NACE Rev. 1.1 and NACE Rev. 70) it should be noted that the ctent of NACE Rev.2 sectors can be quite different from that of similarly-titled NACE Rev. 1.1 and NACE Rev. 70 sectors. The wholesale price indices were revised in June 2010 to include updated weights ( year = 2005) and to allow for the NACE Rev. 2 reclassificati of the indices. New year weights were compiled for the Wholesale Price using the results of the 2005 Census of Industrial Producti (CIP) and the Prodcom Inquiry surveys. New weights were applied to each three digit NACE group the basis of the Census of Industrial Producti and the commodity groups weights were assigned the basis of the Prodcom Inquiry. The business activity classificatis used in the updated WPI series are d the Statistical Classificati of Ecomic Activities in the European Community i.e. NACE Rev. 2. The main arising from the adopti of NACE Rev. 2 is the reclassificati of local units in the Publishing sector (NACE Rev ) to the Services sector. Other significant s include separate NACE divisis for Food products (NACE 10), Beverages (NACE 11), Chemicals and chemical products (NACE 20) and Basic pharmaceutical products and preparatis (NACE 21). For further informati the updated WPI indices see the CSO publicati Wholesale Price, Introducti of Updated Series Base = Prior to the adopti of the updated WPI indices industrial producti mapped the WPI indices from NACE Rev. 1 to NACE Rev.2 to create deflators for the industrial producti indices. New Orders Indices The index of new orders received was an indicator which represented the nominal value of the new orders placed during a certain reference mth in an industry. Due to methodological difficulties the publicati of this indicator was disctinued with the end of the reference year 2011 by Eurostat. As a result this data is no lger collected by the C.S.O. and the series has been disctinued from July
