1 Hazardous Waste and Material Consistent with the 2008 IS/EA, existing structures shall be investigated for potential hazardous materials or contamination issues prior to construction. Consistent with the 2008 IS/EA, further investigation of the four identified potential hazardous waste sites is recommended prior to construction to evaluate the potential for hydrocarbon impacts. Soil sampling and analysis will be required if the excavated material is used on-site, disposed of off-site in a landfill, or reused off-site. Where contamination is present, a remediation plan that complies with State and Federal standards would be developed and implemented in cooperation with the current landowner. Consistent with the 2014 ISA Update, a preliminary site investigation within the project limits should be conducted to evaluate potential environmental impairments, and soil material management and possible disposal requirements. Consistent with the 2014 ISA Update, if construction activities are planned to be at depths below groundwater, groundwater sampling shall be conducted to evaluate potential environmental impairments, and groundwater management and possible disposal requirements. Consistent with the 2014 ISA Update, an asbestos and lead-containing paint survey shall be required to evaluate the presence of asbestos and lead at the structures to be impacted by the interchange improvement project. Consistent with the 2014 ISA Update, if undocumented underground storage tanks (USTs), septic systems and/or domestic/agricultural/oil production wells are encountered, they shall be properly removed or abandoned in accordance with Contra Costa County requirements. Consistent with the 2014 ISA Update, any encountered asbestos-containing pipe or treated-wood waste will require proper handling and disposal in accordance with regulatory requirements. /Pre- 1

2 Air Quality Consistent with the 2008 IS/EA, best management practices, as listed in the IS/EA, would be followed to avoid and/or minimize potential construction impacts to air quality. Noise Consistent with the 2008 IS/EA, each internal combustion engine, used for any purpose on the job or related to the job, shall be equipped with a muffler of the type recommended by the manufacturer. No internal combustion engine shall be operated on the project without a muffler. Consistent with the 2008 IS/EA, the noise level from the 's operations shall not exceed 86 db A (Lmax) at a distance of 50 feet between the hours of9:00 p.m. and 6:00a.m., with the exception for specific locations, activities, and times and/or days to be determined during final design of the project. Consistent with the 2008 IS/EA, the use of loud sound signals shall be avoided in favor of light warnings except those required by safety laws for the protection of personnel. Wetlands and Other Waters of the US Consistent with the 2008 IS/EA, disturbance to existing grades and vegetation will be limited to the actual site of the project and necessary access routes. Placement of all roads, staging areas, and other facilities shall avoid and limit disturbance to wetland habitat. Existing ingress or egress points shall be used. Following completion of the work, the contours of the area shall be returned to preconstruction condition or better with an emphasis on creating easy fish passage through the area. Obvious barriers to fish passage should be removed to facilitate upstream movement. Consistent with the 2008 IS/EA, erosion control and sediment detention devices shall be incorporated into the project design and implemented at the time of construction. Consistent with the 2008 IS/EA, all disturbed soils at each site will undergo erosion control treatment prior to October 31 and after construction is terminated. Consistent with the 2008 IS/EA, permanent revegetation and tree replanting will be performed. Native plant species will be considered for revegetation. /Contactor During /Post- / Pre-/Post- 2

3 Consistent with the 2008 IS/EA, for unavoidable impacts to wetlands, development of on-site mitigation is limited. Off-site mitigation is available within the local and regional area through approval of use of a conservation bank. Consistent with the 2008 IS/EA, work will only occur in a dry channel. If it is necessary to conduct work in a live stream, the workspace shall be isolated to avoid construction activities in flowing water. The proposed project shall not dewater the entire stream and shall allow fish passage past the project area. Biological Resources Consistent with the 2008 IS/EA, in October of each construction year and at project completion, slopes and graded areas would be reseeded for erosion control. During /post- Consistent with the 2008 IS/EA, all work would be conducted during the dry season (June 1 through October 31) within the Walnut and Grayson Creek channels. Consistent with the 2008 IS/EA, During dewatering activities, either a pump shall remove water to an upland disposal site, or a filtering system shall be used to collect the water and return clear water to the creek. Consistent with the 2008 IS/EA, all materials placed in stream, such as pilings and retaining walls, shall be nontoxic. Consistent with the 2008 IS/EA, all construction materials and fill will be stored and contained in a designated area that is located away from channel areas to prevent inadvertent transport of materials into the adjacent stream channel. Consistent with the 2008 IS/EA, all debris, sediment, rubbish, vegetation or other material removed from the channel banks, channel bottom, or sediment basins shall be disposed of at an approved disposal site. All petroleum products chemicals, silt, fine soils, and any substance or material deleterious to listed species shall not be allowed to pass into, or be placed where it can pass into the stream channel. Consistent with the 2008 IS/EA, any soils within the active channel that are disturbed, moved, or uncovered shall be tested for chemical contaminants. If such soils are found to be contaminated at levels that are deleterious to aquatic life, those soils shall be removed from the area and disposed of in an appropriate upland or off-site facility. 3

4 Consistent with the 2008 IS/EA, fueling, cleaning or maintenance of equipment would be prohibited except in designated areas located as far from the creek as possible. In addition, the contractor shall maintain adequate materials onsite for containment and cleanup of any spills. Consistent with the 2015 NES Update, the protected areas will be marked as ESAs and identified clearly on construction plans. Fencing will be installed before construction activities are initiated (including brush clearing), and will be maintained throughout the construction period. Consistent with the 2015 NES Update, a qualified biologist will be retained to develop an environmental awareness training program, and train all construction employees. Consistent with the 2015 NES Update, a qualified biologist will monitor initial ground disturbance construction activities where special-status species are potentially present. Consistent with the 2015 NES Update, best house-keeping practices will be followed during construction, including removing trash from the site at the end of the day. Consistent with the 2015 NES Update, disposal of soil and plant material from any areas that support invasive plant species onto areas that support stands dominated by native plant species shall not be allowed. Consistent with the 2015 NES Update, portions of the flood channel temporarily disturbed will be restored by cofferdam construction to original grade and preconstruction conditions following construction. Consistent with the 2015 NES Update, the permanent loss of waters of the US and wetlands will be compensated at a minimum ratio of 1:1 (one acre restored or created for every one acre permanently affected). Consistent with the 2015 NES Update, replant temporarily disturbed riparian areas with the native species that were removed once construction activities are complete or replace them with ecologically suitable native plants grown from local stock. Consistent with the 2015 NES Update, replace permanently impacted riparian vegetation at a minimum ratio of 3:1 (3 acres restored or created to every 1 acre permanently affected). will coordinate with state and federal permitting agencies to establish the required vegetation replacement ratio (it may be 4 /Qualified /Qualified Pre- Pre-/During /post- Pre-/During /post-

Consistent with the 2015 NES Update, an on-site and off-site mitigation planting plan will be developed that will establish guidelines for removal of non-native invasive species. Consistent with the 2015 NES Update, Central Valley Steelhead DPS will be protected by preserving water quality: A Storm Water Pollution Prevention Plan will be prepared and implemented. Concrete work near any standing or flowing water must avoid any contact between concrete and the water (e.g., be conducted within a cofferdam). Develop and implement a contingency plan for sediment, discharge, drilling fluid or hazardous materials release into waters (frac-out) during jack and bore drilling. A biological monitor will be present during all jack and bore drilling to monitor for environmental impacts. All jack and bore drilling will occur during daylight hours, so any inadvertent release or discharge (frac-out) will be visible. -related materials and debris must be controlled (e.g., via falsework) during bridge and other work to prevent those materials from falling into BSA aquatic habitat. Avoiding listed fish and potential habitat: Before dewatering a channel, a qualified biologist will survey the area to be dewatered for listed fish. If no fish are observed then dewatering will proceed. If fish are observed then fish barriers will be placed at the upstream and downstream limits of the area to be dewatered. The biologist will make all reasonable efforts to capture and move fish observed from the area to be dewatered. The clear water diversion will remain in place during the construction in the channel. The diversion will be removed immediately after construction in the channel is complete. And by minimizing noise impacts on listed fish species: Vibratory hammers will be used as much as is practicable; /Qualified Pre-/During /Post- Pre-/During 5

6 If pile driving must occur in the bed or banks of streams, the smallest pile driver and minimum force practicable will be used. Consistent with the 2015 NES Update, Western Pond Turtle will be protected by: A qualified biologist will conduct preconstruction surveys for WPT immediately preceding construction activities in or adjacent to aquatic habitat (Grayson Creek, Walnut Creek, Buchanan Field Drainage). During excavation of Jacking pits and other excavations upland of Grayson and Walnut Creek, a biologist will be present to monitor for WPT nests. If any WPT are found within the BSA during construction, a qualified biologist will relocate the animal to a safe place with suitable habitat upstream of the project site. If any WPT are harmed, work at that site will be stopped, and the biologist will contact CDFW and the project lead immediately. Consistent with the 2015 NES Update, Western Pond Turtle will also be protected by putting wildlife exclusion barriers in place which will be inspected by a qualified biologist regularly. If repairs are required, the biologist will alert the project lead and repairs will be made before the end of the day. Consistent with the 2015 NES Update, birds covered by the Migratory Bird Treaty Act (MBTA) and California Fish and Game Code 3503 will be protected by a qualified biologist performing pre-construction surveys to determine if any active nests are present in the BSA and protecting any identified active nests during construction with demarcated buffer zones. Additionally, any unavoidable loss of identified nesting habitat shall be mitigated by preserving similar trees onsite or replacing trees after construction. All tree and shrub removal shall be constrained to the non-breeding season. Consistent with the 2015 NES Update, Western Burrowing Owl will be protected by a qualified biologist performing an additional pre-construction take avoidance survey if BUOW habitat is observed within 500 feet of the project site. If BUOWs are found during the breeding season (February 1 - August 31), the project lead will avoid all nest sites that could be disturbed by project construction during the remainder of the breeding season or while /Qualified /Qualified /Qualified /Qualified Pre-/ Pre-/During Pre-/During Pre-/During 6

7 the nest is occupied by adults or young. If occupied burrows cannot be avoided, passive relocation will be implemented. Consistent with the 2015 NES Update, Loggerhead Shrike will be protected by conducting a nesting bird survey should be conducted biweekly if work will occur during the nesting season (February-August). Consistent with the 2015 NES Update, bats will be protected by conducting preconstruction bat surveys no more than 30 days prior to activity. Removal of vegetation shall occur in winter time, o the extent possible, and the removal of riparian vegetation shall be limited to the greatest extent possible. Existing structures, within which bats are currently roosting, shall be unaltered until the roosts can be excluded. Where bats are present and cannot be excluded, a 50 foot no work buffer shall be implemented and the project lead shall consult with CDFW on how to proceed. If bats are detected, the project lead will consult with CDFW. Geology Consistent with the 2008 IS/EA, site-specific exploratory borings and accompanying laboratory testing during or prior to final design of the project will be required to delineate any potentially liquefiable materials. Potentially liquefiable deposits will either have to be removed or engineered to reduce their liquefaction potential or the engineering design will have to incorporate pile foundations that extend beyond potentially liquefiable deposits. Consistent with the 2008 IS/EA, site-specific borings and testing should include investigation for subsurface materials that might contribute to heaving. Consistent with the 2008 IS/EA, site-specific geologic and geotechnical investigations and laboratory testing, as needed during the final design/plans, specifications, and estimates (PS&E) phase, will determine the stability of slopes and their parent material. Using these data, appropriate slopestrengthening and stabilizing designs can be developed and this impact avoided or minimized. Consistent with the 2008 IS/EA, during site investigations for the Preliminary or Final Foundation Report, corrosion sampling and testing of soil and groundwater for ph, resistivity, chloride and sulfate in accordance with Caltrans Guidelines for Foundation Investigations and Reports (June 2002) should be 7 /Qualified /Qualified Pre-/During Pre-/During

8 performed. Hydrology Consistent with the 2008 IS/EA, aquatic features to be protected include Grayson Creek flood channel, Walnut Creek flood channel and Buchanan Field Drain, unnamed drainages; and wetlands in and adjacent to the project area. As part of a Storm Water pollution Prevention Pan (SWPPP), the following BMPs will be implemented before and during construction: Equipment used in and around drainages and wetlands will be in good working order and free of dripping or leaking engine fluids. All mobile vehicle maintenance, staging, and materials storage will be performed at least 300 feet from all drainages and wetlands. An erosion control plan will be prepared and implemented for the proposed project. Consistent with the 2008 IS/EA, temporary and permanent BMPs that have been identified in the project's Storm Water Data Report (May 2005) will be implemented. Other construction BMPs that may be set forth in the SWPPP shall be implemented. Because of piling operations, construction dewatering BMPs will also be included in the SWPPP and implemented during construction to prevent any non-storm water from entering into waterways or environmentally sensitive areas. Consistent with the 2008 IS/EA, erosion control measures would be developed as part of the SWPPP and applied to exposed areas during construction. Consistent with the 2014 Water Quality Re-Validation Memo, in accordance with the California General Permit, this project is required to perform a risk assessment to determine the project risk level. The project will likely be classified as risk level 2. Consistent with the 2014 Water Quality Re-Validation Memo, this project would be required to comply with local hydromodification management requirements stated within the California RWQCB San Francisco Bay Region Municipal Regional Stormwater NPDES Permit (Order R , NPDES Permit No. CAS612008). / / 8

9 Utilities and Emergency Services Consistent with the 2008 IS/EA, the contractor shall notify emergency service providers of the proposed dates of the construction of the overall project work and utility relocation work. Consistent with the 2008 IS/EA, prior to awarding construction contracts for any of the proposed project phases, will coordinate with CCCSD and CCWD to identify facilities or pipelines in the vicinity of the project, and work with the districts to provide assurance that their facilities will not be impacted or will be relocated accordingly. Consistent with the 2014 ISA Update, it is recommended that excavation in areas near the Kinder Morgan pipeline be conducted in consultation and coordination with Kinder Morgan or other petroleum pipeline representatives and that the field work be carefully monitored to avoid possible impacts to the pipelines. Consistent with the 2014 ISA Update, an evaluation of potential environmental impacts at the existing petroleum pipeline alignments for pipeline segments requiring relocation will be conducted during the final design phase of the project. Traffic and Transportation Consistent with the 2008 IS/EA will require the contractor to include measures to avoid and minimize regional and local traffic disruption through notification of upcoming work and posting of detour or closure plans. Visual/Aesthetics Consistent with the 2008 IS/EA, soundwalls will be aesthetically treated with colors, patterns, and textures that are similar to existing walls along the corridor.. Consistent with the 2008 IS/EA, design and place landscaping would be implemented to minimize the visual impacts of the interchange construction work, in conformance with Caltrans and FAA standards. / / 9

10 Consistent with the 2008 IS/EA, landscaping will be provided at Pacheco Post- Boulevard in the vicinity of the slip ramps under a separate contract from the phased interchange improvements. In areas where direct planting is not possible due to setback requirements, planting would be placed within interchange areas. Consistent with the 2008 IS/EA, slope rounding techniques would be utilized to integrate structures into the landscape. Consistent with the 2008 IS/EA, lighting will be limited and designed to minimize light intrusion into adjacent areas. Archaeological Resources Consistent with the 2008 IS/EA, if cultural materials are encountered during ground-disturbing activity associated with this project, all work in the vicinity of the discovery must halt until a qualified archaeologist makes an assessment of the find and follows the proper protocol for the specific type of cultural material. Special note should be made regarding this stop work requirement in the area outside of the APE, southeast of the 1-680/SR-4 interchange toward Buchanan Field Airport, consistent with the concern expressed about a known site in that area. /Qualified Archaeologist 10
