2 Introduction South Africa s energy context is exists on an intricate relationship between energy equity, the economy and the environment. The energy structure of the country has a direct link to economic growth and development. Post 1994, Government s approach through energy initiatives was for policies to define the parameters that would; Improve socio equity Enhance/promote energy efficiency Ensure environment sustainability In the present context, smart grids provides an innovative approach to the operation of a utility. As an enabler for change it, it needs to embody the Government s policy objectives and address national priotity areas in a more holistic manner.
3 Basic Key Definition LEGISLATION is a law which has been enacted by government A POLICY is a statement of intent or plan of action by Government that is intended to achieve particular outcome. REGULATION is the provision of rules or directives that control and govern conduct

6 Existing Legislation and Regulation Various legislation and regulation has been employed through policy actions, intended to increase energy efficiency and the quality of supply to ensure the stability of the electricity system. To this effect, these formal declaration do capture the essence of smart grids. The following stand as key statutory frameworks, that enable the potential of Smart Grids in South Africa National Energy Act of White Paper on Energy Policy. Electricity Regulation Act (Act No. 4 of 2006) Integrated Resources Plan Electricity Regulation Act, 2006 (Act No. 40 of 2006) Regulation 773 of the Energy Regulation Act
7 Policy Context for Smart Grids In South Africa There is no policy that specifically addresses smart grids in South Africa, however there existing policy makes inferences that highlight the likelihood of smart grids and a smart grids policy. In order for the smart grids to be reality in South Africa, as National mandate of transitioning into a sustainable energy system, it would need to address the following key issues: Social equity Economic growth and development Environmental sustainability Institutional good governance The directive of developing a smart grids policy must provide two distinct outcomes for industry: namely what course of action to take and how that action must be taken.

10 Closing the Gaps: DoE and SANEDI Initiative SANEDI is a schedule 3A state owned entity, with a mandate to direct, monitor and conduct energy research and development, demonstration and deployment as well advance clean energy and energy efficiency in South Africa. SANEDI through its Smart Grid Programme stands in alignment with the strategic objectives of the Department of Energy (Electricity Chief Directorate). The Smart Grids Programme is tasked with the responsibility of implementing strategic initiatives to pilot specific smart grid concepts to advance the modernization of the electricity grid by urgently addressing policy gaps within South Africa. For the current programme the DoE priority areas are as follows; Asset management Distributed Generation Energy Efficiency and Demand side management Revenue enhancement
11 Closing the Gaps (continued) The programme is established across the identification on 9 municipalities, chosen as pilot projects to implement smart grid concepts. The value proposition of the projects will provide contribution to the development of business case, which will be developed in a South African context, highlight boundary conditions that are unique to SA. The projects will provide policy input to the national energy policy with respect to smart grid. This will be captured in following way; Smart Grid Policy recommendations Business Case Lessons Learned How to Guides
