Title of the project activity Title: Bundled wind power project in Tamil Nadu, India Version: 1.1 Date: 29 th December Executive Summary The purpose of this monitoring report is to calculate the Greenhouse Gas emission reduction achieved by the above mentioned project activity from the start of the crediting period. The monitoring report covers the activity from 10 th April th November It results in 96,458 tco 2 emission reductions. 3. Methodology Applicable: Consolidated baseline methodology for grid-connected electricity generation from renewable sources (Approved consolidated baseline methodology ACM0002/Version 09, Sectoral Scope: 1, EB 45) 4. General description of the project Project Activity The project activity is a 19.8 MW grouped activity generating wind power in the state of Tamil Nadu which forms a part of the Southern Regional grid of India. A fraction of the electricity is used for captive power generation (8.0 MW) while the remaining electricity is sold to the grid (11.8 MW) as per the Power Purchase Agreement (PPA) between the project promoters and the State Electricity Board (SEB). There are five promoters in the project activity. Technical description of the project The project activity harnesses the kinetic energy of wind to generate electricity. A WTG has a set of rotor blades, which rotate as the wind blows, in turn rotating a crankshaft is attached to a generator set, which produces electricity. A wind turbine can be divided into three basic components: The rotor component, which includes the blades for converting wind energy to low speed rotational energy; the generator component, which includes the electrical generator, the control electronics, and a gearbox component for converting the low speed rotational energy to electricity. The structural support component includes the tower and rotor pointing mechanism. The project activity entails WTGs supplied by Suzlon, Vestas RRB and Gamesha. 6. Monitoring methodology and plan: The monitoring methodology applied to the project activity is: Title: Consolidated baseline methodology for grid-connected electricity generation from renewable sources Reference: Approved consolidated baseline methodology - ACM0002 / Version 09, Sectoral Scope: 1, EB 45 The monitoring procedures define a project-specific standard against which the project's performance (i.e. GHG reductions) and conformance with all relevant criteria will be monitored and verified. The aim is to enable this project to have a credible and accurate set of monitoring, evaluation and verification procedures. As the emission reductions from the project are determined by the number of units exported to the grid and units used for captive consumption, it is mandatory to have a monitoring system in place and ensure that the project activity generates exports and uses for captive consumption the rated power at the stipulated norms. The methodology requires monitoring of the net electricity supplied from the project activity. The energy meter is maintained by TNEB. GEF (grid emission factor) of Southern grid, the grid to which project activity supplies power is calculated. The GEF has been fixed ex-ante in the PD; value used is tco 2 / MWh 1. Metering System: The metering equipment includes an electronic tri-vector meter installed near every WTG. 4 readings have been installed. The readings are recorded once a month by the authorized representative of TNEB and a representative of the PP. The net energy exported to the grid is calculated and issued by TNEB. This monthly statement is the basis of emission reductions. The meters are jointly inspected and sealed on behalf of the PP and TNEB, in the presence of its authorized representatives. The power used by the PP for captive purposes is monitored periodically by TNEB and monthly meter reading is recorded by the authorized representatives of TNEB in presence of the representative of the PP. The WTGs that are used for captive consumption displace TNEB grid power since the power generated is connected to the grid, and is wheeled through the grid for consumption by the company. The power consumed by the company for captive purposes is adjusted against the wind power generated by the company, in the TNEB bills. 5 Faulty Meters: A maintenance log-book is kept at the WTG site. All maintenance/repair related events and activities are recorded in the log book. The meters are the property of TNEB. If during the reading, a particular meter is found faulty, the shift operator reports the same to TNEB officials. The TNEB officials inspect the faulty meter and if required and replace it with a new meter. The old meter reading and the new meter readings are recorded in the generation logbook. The date of change of meter is also mentioned in the log-book. Data Accuracy: TNEB is the responsible authority for ensuring accuracy level of all the meters through proper calibration. As per UNFCCC guidelines on monitoring parameters, the PP shall ensure that the meters are calibrated at-least once in three years. PE y = 0 (where, PE y is Project Emissions) 8.2 Leakages As specified in approved CDM methodology ACM0002, leakage is not to be included for such project activities. Thus L y = 0 (where, L y is Leakages) 8.3 Baseline Emissions The baseline is the MWh produced by the renewable generating unit multiplied by an emission coefficient (measured in tco2equ/mwh) calculated in a transparent and conservative manner as: The weighted average emissions (in tco2equ/mwh) of the current generation mix. BE y = EF y X EG y Where BE y : Baseline emissions due to displacement of electricity during year y in tons of CO 2 EG y : Electricity supplied to the grid by the project activity during the year y in MWh, and EF y : CO 2 baseline emission factor for the electricity displaced due to the project activity in during the year y in tons CO 2 /MWh. 7 Energy supplied to Grid Energy supplied to grid is measured using a tri-vector meter at each WTG end. The meter records both electricity exported and imported. Difference between the energy export and import gives the net energy supplied to the grid. This net energy is taken from TNEB monthly statement and the same has been utilized for emission reduction calculation. It is worthwhile to note that the start date of the crediting period for the project under consideration as per validated VCS PD is from 1 st April But Statement issued by TNEB is month-wise, and energy exported to grid is month-wise consolidated date presented in TNEB Monthly Statement. Since April Month TNEB Statement states that last meter reading happened is on 10 th April 2006, 13 th April 2006 and 15 th April 2006 for TCS Textiles Pvt Ltd, SCM Garments Pvt Ltd and Sree Kumaran Thanga Maligai Pvt Ltd respectively. The same has been presented in April month TNEB statement of above said PP. The TNEB statement has been furnished to DoE for verification. Hence for conservative purpose electricity exported to grid from 10 th April 2006, 13 th April 2006 and 15 th April 2006 is opted for emission reduction calculation for TCS Textiles Pvt Ltd, SCM Garments Pvt Ltd and Sree Kumaran Thanga Maligai Pvt Ltd respectively.. 13 Annex-1 Monitoring details In this project the emission reductions depend on following factors. 1. Electricity supplied by project activity to the grid during a year. 2. The Grid Emission Factor for Southern region grid. As described in PD the following data values are monitored to calculate the emission reductions. The monthly joint meter readings of meter is taken in the presence of the PP representative and TNEB. Monitoring Frequency is continuous with monthly recording of energy exported. These meters are the property of TNEB and calibration of the meters is the responsibility of TNEB. The meters will be calibrated at least once in three years as per UNFCCC monitoring parameters guideline 2. Any comment:.
