41 Areas were closed to keep potentially tainted seafood from being caught and brought to market. Before closed waters can be opened, there must be no oil present, and every seafood sample collected there must pass a two-pronged test. Now, the closure in federal waters is 1,041 mi 2, about 0.4% of the federal waters of the Gulf.
42 When the oil is gone from an area, NOAA boats and ships and those hired by NOAA head out to sample. They are looking for any of the about 40 commercially and recreationally important species in the Gulf that occur in that particular area.
43 All samples go in front of a panel of NOAA and FDA sensory experts. One piece of seafood is analyzed 21 times by each of the seven panelists, for raw odor, cooked odor, and cooked taste. The panel is routinely tested with hidden blank and intentionally spiked samples, to prove they can correctly identify them. Their sensitivities are extremely low because of natural abilities and training.
44 Seafood tissue samples are prepared and put into labeled jars, which are passed on to chemical analysis. Chemical analysis looks for components of oil that are of concern for human health. All samples must pass both sensory and chemical tests before an area can be opened. All the samples tested in federal waters have easily passed, and are well below the level of concern, routinely 100 to 1000 times below that level. All testing data is available publicly.
45 Available information indicates that dispersants in seafood do not pose a human health concern. Sensory experts have proven they can detect dispersant alone to 10 parts per million, or mixed with oil to 1 ppm, and would fail a sample in which it was detected. On October 29, NOAA and FDA announced a chemical test for dispersant in seafood, which re-confirmed the safety of seafood. We will continue to use the new test to help support consumer confidence.
46 NOAA samples areas even after they are open, to further support consumer confidence. NOAA s port agents have also collected hundreds of dockside samples from fishermen bringing in catch. NOAA s Seafood Inspection Program continues to test samples at primary processing facilities (even beyond the Gulf) and certify they meet FDA standards.
