DWR Real-Time Data and Forecasting Program (RTDF) Ted Swift Municipal Water Quality Investigations Program, California Dept. of Water Resources CWEMF 28 Feb 2006
RTDF Project Goal To provide data and information to source water and system managers, municipal treatment plant operators, researchers, and stakeholders to optimize and balance resource use, promote science-based decision making, and economic efficiency.
Purposes for Water Quality Monitoring Data Regulatory Compliance Research Baseline or Historical Record Source Water Protection Determine Sources and Loads
RTDF: Three Themes MONITORING FORECASTING 1. MAINTAIN EXISTING STATIONS 2.ENHANCE CURRENT STATIONS 3. DEVELOP NEW STATIONS 1. DSM2 DELTA MODELING 2. MWDSC AQUEDUCT MODEL 3.DSM2 AQUEDUCT MODEL DEVELOPMENT Monitoring Forecasting Data Dissemination 1. USER NEEDS 2. 24/7 POSTING OF DATA 3. QA/QC PROCEDURES 4. DATA STORAGE 5. VISUALIZATION OF DATA 6. DISSEMINATION OF INFORMATION INFORMATION STORAGE AND DISSEMINATION
DATA Serve it Up: RTDF Project Design Identify Customer Needs & Purposes Develop Tools and Processes to meet them Valuable Products are Resources Have a Feedback Process
Design Result: Innovative uses of information More lead time for Source Water Managers Treatment Plant Operators - Anticipate treatment & Reduce variability - Meet regulatory requirements - Identify periods of greater attention - More efficient use of chemicals State and Federal Project Operators, Scientists, and CALFED - Gaming Opportunities - Sources & loads identification & protection - Baseline Establishment
Assess Sources and Loads Loading Information From Various Land Uses Determine Sampling Locations to Fill in the Information Gaps Model Development for Transport and Load at Intakes.
Assess Sources and Loads Monitor and Model Transport of Contaminants from Different Sources Determine Priority Sources for Watershed Protection Efforts Apply Information to Regulatory Processes or Control Efforts

Data Dissemination: Goals & Guides Must Must meet user needs which will change. QA/QC QA/QC and data management procedures are especially important w/ large, real-time data sets. Data Data visualization & presentation important to reach a variety of users with different backgrounds.
Data Dissemination: Goals & Guides Currently, RTDF produces a weekly report & data set for the Delta, SWP and CVP e-e mailed to about 200 subscribers. In the future, RTDF will be a continuously updated website where users can access historical, real-time and forecasted data and information. Data are organized according to watersheds and constituents
Information Storage and Dissemination Understand, define and address stakeholder needs. Develop visualization tools and delivery processes. Create a feedback process. Monitoring: Relationship to CDEC RTDF and CDEC are collaborating, but independent. RTDF-type programs work best when in charge of own sensors, data, QA/QC, database management and model integration.
