The project consisted of four separate parcels of land that were impacted with metals, petroleum hydrocarbons, polychlorinated biphenyls (PCB), and polycyclic aromatic hydrocarbons (PAH). Reviewed historical data to identify data gaps for each parcel; developed strategies (investigative and regulatory) with all interested parties to perform concurrent assessment, remediation, and re-development activities. Developed and implemented an innovative field screening program to determine the presence of PAH in soil which allowed rapid delineation of contaminated soil requiring off-site disposal and allowed construction activities to continue on schedule. Documentation submitted to the Massachusetts Department of Environmental Protection during this project included Release Abatement Measure (RAM) Plans and Status reports, Tier II extensions, Bills of Lading (BOL), Response Action Outcome (RAO) Statements for several adjacent parcels

Project Manager and LSP on a pre-construction field investigation program that consisted of collecting soil samples for chemical characterization, technical oversight of test pit and trenching excavation activities, health and safety monitoring, soil management, and LSP services to ET Environmental Corporation during the construction of the Massachusetts Correction Institute's new maximum security facility in Shirley, Massachusetts. The investigation activities were conducted to determine the limits of solid waste material at the site, identify whether a release of oil and/or hazardous material occurred at the property, and assess whether any detected releases triggered the notification requirements of the Massachusetts Contingency Plan (MCP). Soil samples were analyzed for asbestos, total petroleum hydrocarbons, acid and base neutral extractable organic compounds, and volatile organic compounds (VOC). The analytical results were compared to the reportable concentrations presented in the MCP to determine whether notification was required. Prepared technical memorandums and recommendations to the client regarding regulatory requirements for reporting and assessing the risk posed by the site to human health and the environment. Phase II Site Investigation, Former Costas Dump Site, Lowell, MA Managed a high-profile site investigation at a former dumpsite located in a residential neighborhood in Lowell, Massachusetts. Contaminants of concern with waste byproducts from a former Manufactured Gas Plant (i.e., cyanide, coal tar, and PAHs). Due to the sensitivity of the site investigation, the occupants of the impacted buildings were relocated to temporary housing. The specific objectives of the investigation were to: assist in developing and implementing a plan to temporarily relocate the occupants living on-site; locate and identify sources of on-site soil, groundwater, and surface water contamination; identify the physical boundaries (limits) of the old dump site through a historical record search and field verify the boundaries with an expanded site investigation; identify and define the areal and vertical extent of contaminants; assess the hydrogeologic conditions, and prepare a risk assessment for the contaminants detected. The results of the site investigation activities and risk characterization indicated the need for remediation at the site. Project Manager, Massachusetts Bay Transportation Authority (MBTA), Campello Commuter Rail Station, Brockton, Massachusetts. Managed the supplemental Phase II Comprehensive Site Assessment (Phase II CSA) performed at the Campello Commuter Rail Station (Site). Documentation prepared for this project included a supplemental Phase II CSA report; Downgradient Property Status (DPS) submittal; and a revised Phase IV Remedy Implementation Plan (RIP), Response Action Outcome (RAO) Statement, and Activity Use Limitations (AUL) for the Site. The purpose of completing these activities was to address the Massachusetts Department of Environmental Protection s (DEPs) Administrative Consent Order with Penalty and Notice of Noncompliance (ACOP) for the Site. All activities were performed in accordance with the Massachusetts Contingency Plan (MCP). A Class A-4 RAO Statement and AUL were filed with the DEP for the Site. Licensed Site Professional, Massachusetts Bay Transportation Authority (MBTA), Malden, Massachusetts. Licensed Site Professional (LSP) services included reviewing historic groundwater and soil information (on-site and adjacent properties), performing file reviews, providing an LSP Opinion on a Downgradient Property Status (DPS) submittal prepared for an adjacent property, providing technical review and guidance on polychlorinated biphenyls (PCB) contamination (i.e., historic uses, fate and transport, and

Project Manager, Former Coes Knife, City of Worcester Department of Public Works Department, Worcester, Massachusetts. Managed a Phase I Initial Site Investigation (Phase I ISI) at the former Coes Knife property. The City of Worcester proposes to develop the property as a park. Contaminants of concern at the property include volatile organic compounds (VOC), total petroleum hydrocarbons (TPH), polycyclic aromatic hydrocarbons (PAH), metals, and polychlorinated biphenyls (PCBs). Phase I investigation activities included performing a site reconnaissance, drilling soil borings, installing monitoring wells, collecting soil and groundwater samples for chemical characterization, measuring water level elevations, and performing an elevation survey. Documentation prepared for this project included a Phase I ISI report and Tier Classification submittal. Project Manager and Technical Reviewer, DEP, Former Watertown Arsenal, Watertown, Massachusetts. Managed and developed a scope of work for performing investigation activities at the former Watertown Arsenal. The purpose of the investigation activities was to collect split soil, groundwater, surface water, sediment, and wipe samples during the closure activities at the site. Activities performed during this project included collecting split environmental samples for chemical analyses; reviewing and commenting on technical reports and Licensed Site Professional (LSP) submittals prepared by other consultants; preparing technical reports and memorandums to the Massachusetts Department of Environmental Protection (DEP) and the City of Watertown; and attending, preparing, and presenting information at public meetings with concerned citizens, regulatory officials, and Local, State, and Federal politic leaders. Project Manager and LSP, Phase II through Phase V Investigations Waste Management Disposal Services of Massachusetts, Berkley, Massachusetts. Project Manager and Licensed Site Professional for investigation and remedial activities for an unlined municipal solid waste landfill. As part of the Phase II CSA, a human health and environmental risk characterization was conducted. The results of the Phase II CSA indicated that: the site groundwater within 100 feet of the landfill footprint was impacted by volatile organic compounds (VOC) and metals (arsenic and iron); the Method 2 standards on the landfill property were exceeded although no chemicals exceeded the standards downgradient of the landfill property; no significant risks to human health from exposures to surface water or sediments were identified; no significant risks to public welfare or safety were identified; and the site could pose a risk to the environment if the landfill is not capped. The Phase III evaluation focused on remedial action alternatives to address the contaminated groundwater at the leading edge of the contaminant plume. Landfill capping with monitoring was selected as the remedial action alternative for the site requiring a Response Action Outcome (RAO) Statement Class C -Temporary Solution for a closed landfill. Project Manager, Phase I through III Investigations and IRA Activities for the J. Braden Thompson Road Site, Sandwich, Massachusetts. Project Manager for investigation and remedial activities performed to determine the areal and vertical extent of the dissolved chlorinated volatile organic compounds (VOC) in groundwater and to assist with the proper placement and number of groundwater extraction water. Developed and implemented a comprehensive field investigation program to delineate the areal and vertical extent of the dissolved chlorinated solvent plume migrating from and abandoned junkyard through a residential neighborhood. Based on the results of the investigation activities, developed and coordinated the successful completion of an

5 Page 5 of 7 innovative long-term aquifer test to determine the aquifer hydraulic properties. The data was utilized to calibrate the United States Geological Survey (USGS) three-dimensional groundwater flow and transport model MODFLOW and MODP A TH. The models were used to evaluate the time to achieve cleanup under natural attenuation and proposed extraction/treatment alternatives. The selected remedial action alternatives considered a conventional groundwater pump and treatment system and vertical re-circulation wells. To provide the basis for selection, these two alternatives were evaluated in terms of effectiveness, short-term and long-term reliability, implement ability, costs, risks, benefits and timeliness. Based on this evaluation, a conventional groundwater pump and treatment system was selected. Managed and prepared the Phase III Remedial Action Plan (RAP) focusing on evaluating potential remedial alternatives for the contaminated soils on the junkyard property. The evaluation determined that on-site soil vapor extraction (SVE) and forced aeration or SVE and off-site soil reuse at a landfill would be the most feasible method of remediation. Prepared a Public Involvement Plan (PIP) for the site and attended and presented information at numerous public meetings. Project Manager and Licensed Site Professional, Environmental Hazard Evaluation, Confidential Client, Lowell, Massachusetts. Managed and performed an environmental site assessment (ESA) at an abandoned property in Lowell, Massachusetts. The objective of the ESA was to identify any "recognized environmental conditions" that could be a potential liability to the client. The initial phase of the project included a Phase I ESA and later required assessing potential indoor environmental liabilities by completing a Building Inspection and conducting Indoor Environmental Sampling. Activities performed during this phase of the project included the identification of asbestos containing materials (ACM), lead-based paint (LBP), polychlorinated biphenyls (PCB), mercury, and pigeon/avian guano throughout the building. A Phase II investigation was also performed to determine the extent of soil and/or groundwater contamination. Activities performed included developing a site specific health and safety plan, performing a monitoring well viability survey, installing geoprobe borings, and collecting soil, groundwater, surface water, and sediment samples for chemical characterization. Project Manager and Licensed Site Professional, Waste Management Inc., Amesbury, Woburn, and Worcester Massachusetts. Project Manager and LSP on numerous soil, groundwater, surface water, and sediment investigation and remediation projects at active and abandoned landfills, transfer stations, and maintenance facilities. Constituents of concern at these sites included chlorinated and aromatic volatile organic compounds (VOC), polycyclic aromatic hydrocarbons (PAH), metals, and petroleum hydrocarbons. Activities performed at these sites included managing and conducting Phase I Initial Site Investigations (Phase I), Tier Classification Submittals, Phase II Comprehensive Site Assessments (Phase II), Phase III Identification, Evaluation, and Selection of Comprehensive Remedial Action Alternatives (Phase III), Phase IV Implementation of the Selected Remedial Action Alternative (Phase IV), Phase V Operation, Maintenance, and/or Monitoring (Phase V), emergency response, and providing technical oversight of cleanup and construction contractors. Project Manager, Phase I through Phase IV Groundwater Treatment Response Action, North Carver Landfill, DEP, North Carver, Massachusetts. Project Manager for a Phase III Development of Remedial Response Alternatives and the Final Remedial Response Plan evaluation to develop potential remedial response alternatives for the site, a closed municipal/hazardous landfill being investigated as a potential hazardous waste site under Massachusetts General Laws (MGL) 21E. Conducted a landfill evaluation and a Phase II Comprehensive Site Assessment as part of the overall hazardous waste site investigation. Contaminants included chlorinated solvents (vinyl

6 Page 6 of 7 chloride, 1,2- dichloroethane, methylene chloride, tetrachloroethene [PCE], TCE, etc.), aromatic hydrocarbons, and landfill leachate. Formulated five remedial response alternatives and conducted a detailed evaluation based on criteria contained in the MCP. Also responsible for reviewing the design and supervising the installation of a Groundwater Remedial System at the leading edge of the contaminant plume in order to contain, capture, and prevent further migration of the contaminant plume and to ensure that additional residential wells (i.e., downgradient receptors) do not become contaminated. Managed field team that provided operation and maintenance (O&M) services for the system. Prepared an O&M manual and provided initial start-up services and troubleshooting of the treatment system. Project Manager, Site Investigation and Remediation Activities-Confidential Aerospace Manufacturing Company. Project Manager for a multi-year blanket environmental program at a large industrial complex in Massachusetts. Activities performed include hydrogeologic investigations at 15 hazardous waste locations, closure of underground storage tanks (UST), risk assessment, and focused Feasibility Studies. Managed and supervised remedial actions conducted as interim measures including lining of storm drains, installation of oil recovery wells, pumps, and oil/water separators, installation of groundwater pump and treatment systems. Directed full-scale engineering design of long-term remedial actions including light non-aqueous phase liquids (LNAPL) and dense non-aqueous phase liquids (DNAPL) recovery, recovery and treatment of groundwater contaminated with chlorinated solvents and petroleum constituents using a mobile system comprised of an oil/water separator, air stripper, and catalytic converter, and recovery of LNAPL contaminated with PCBs. Technical Reviewer, Site Investigation/Remedial Activities, Former RCA Facility, Burlington, Massachusetts. Provided technical review on Licensed Site Professional (LSP) submittals and developed strategy for redevelopment and sale of the property. The entire property consisted of approximately 160 acres that included two large and several small buildings where industrial activities (primarily manufacturing and testing of military electronic equipment) occurred. The property (soil and groundwater) was contaminated with chlorinated volatile organic compounds (CVOC). LSP services that were performed at the site included a Phase II Comprehensive Site Assessment (Phase II CSA) to determine the areal and vertical extent of contamination; a Phase III Remedial Action Plan (RAP) to address the contaminated media; and Release Abatement Measures (RAM) to remediate contaminated areas and prepare portions of the property for purchase/lease by others. Phase I through IV Investigations and Utility Release Abatement Measure (URAM), United States Postal Service Facility, Chelsea, Massachusetts, Project Manager and Licensed Site Professional (LSP) Managed and served as LSP on Phase I through Phase III investigations at a Postal Service facility located in Chelsea, Massachusetts. Site investigation activities included characterizing and coordinating the off-site disposal of contaminated soils from an underground storage tank (UST) removal. The results of the Phase II Comprehensive Site Assessment (Phase II CSA) indicated that the entire site was impacted by polycyclic aromatic hydrocarbons (PAHs) and aromatic volatile organic compounds (VOCs). The predominant source of contamination was in the fill material. No significant risks were identified to indoor site workers, however, a risk was present to human health for future construction workers who may conduct subsurface excavations at the site (e.g., utility work). Based on the results of the Phase III RAP, a remedial action alternative was selected. This alternative, after implementation, would constitute a Permanent Solution, and a Class A-3 Response Action Outcome (RAO) would be achieved. Submittals prepared for this project included an LSP Evaluation Opinion, Phase I ISI Report, Tier Classification, a Phase II CSA,

7 Page 7 of 7 Phase III RAP, a Phase IV Remedy Implementation Plan, and public involvement activities (site was a PIP site). As part of this project, prepared and developed a forensic assessment to determine the nature and source of soil and groundwater contamination. As part of this assessment, oil samples were collected from the Postal Service UST, coal tar samples from the adjacent former Manufactured Gas Plant (MGP) property, and on-site soil and groundwater samples. The results of this assessment identified that a portion of the soil and groundwater contamination detected at the Postal Service facility was attributed to the former MGP. Worked with Postal Service and Massachusetts Department of Environmental Protection personnel to redefine the disposal site boundary and limit remedial actions to only the contamination attributed to releases from the Postal Service facility. Phase I through III Investigations, Immediate Response Action (IRA), and Response Action Outcome (RAO), United States Postal Service Facility, Lawrence, Massachusetts, Project Manager and Licensed Site Professional (LSP) Managed and served as LSP on Phase I through Phase III investigations at the Postal Service facility located in Lawrence, Massachusetts. Site investigation activities included characterizing and coordinating the off-site disposal of contaminated soils from an underground storage tank (UST) removal. The predominant contaminants of concern detected at the site are related to a release of No. 2 fuel oil in the soil. Managed and supervised an IRA at the site to address the impacted soil. The results of the Phase II Comprehensive Site Assessment (Phase II CSA) and Phase III Remedial Action Plan (RAP) indicated that the area near the UST was slightly impacted by polycyclic aromatic hydrocarbons (PAHs) and aromatic volatile organic compounds (VOCs). However, no significant risks were identified to current or future exposure scenarios (i.e., human health, safety, public welfare, or the environment). Based on the results of the investigation and remedial activities performed at the site, a Class A-2 RAO was prepared for the site. Immediate Response Action (IRA), and Response Action Outcome (RAO), United States Postal Service Facility, Truro, Massachusetts, Project Manager and Licensed Site Professional (LSP) Managed and served as LSP for an IRA at the Truro, Massachusetts facility to address soil impacted with No. 2 fuel oil. Activities included the preparation of required MCP notifications, work plans, and IRA Plan and Completion Report. Site investigation activities included characterizing and coordinating the off-site disposal of contaminated soils from an underground storage tank (UST) removal; installing soil borings/monitoring wells; and collecting soil and groundwater samples for chemical analyses. Based on the results of the investigation and remedial activities performed at the site, a Class A-1 RAO was prepared for the site.
