2 Clean Water State Revolving Fund (CWSRF) History Federal Water Pollution Control Act Amendments of 1972 Section 207 authorized the first Construction Grants Program focused on point source pollution mitigation Water Quality Act of 1987 Replaced the Construction Grants Program with the State Revolving Loan Fund Program Emphasized nonpoint source pollution mitigation American Recovery and Reinvestment Act (ARRA) of 2009 $4 billion additionally appropriated to CWSRF Emphasis on rapid fund distribution Introduced Green Project Reserve (GPR) requirement
3 Green Project Reserve History The GPR requirement first appeared in the American Recovery and Reinvestment Act of 2009, often referred to as the federal stimulus program. The GPR goal under ARRA mandated that 20% of ARRA funds be spent on categorically green projects. The same goal was included in the FY10 SRF program. Regardless of whether this becomes a permanent feature of the SRF program, EPA is encouraging voluntary adoption of the requirement in future fiscal years.
4 Categorical Green Project Reserve Eligibility Categorically qualified Green Reserve projects must demonstrate at least a 20% savings in energy, an increase in water efficiency, or utilize green stormwater practices that demonstrate new or innovative approaches to sustainable water management. Categorically qualified Green Reserve projects can be sorted into four distinct categories: 1. Energy Efficiency Projects 2. Water Efficiency Projects 3. Green Infrastructure Projects 4. Environmentally Innovative Projects
5 Percentage of state ARRA grants allocated to the Green Project Reserve
6 The District s Commitment The District s goal was to spend 100% of ARRA CWSRF funding on GPR projects. It succeeded in committing 93.5% for a total of over $14 million. Due to a lack of more ARRA ready projects, DDOE passed the remaining balance on to the District s water treatment facility for other CWSRF projects.

15 Opportunities The District is continuing to maintain a GPR program in future fiscal years. The GPR goal will be reduced from 100% to 50% until requirements are better understood and compliance systems are more sophisticated. Proposed GPR projects include: LID Retrofits for Roadways Unified Green Roof Rebate Program RiverSmart Homes Program Broad Branch Daylighting and Stream Restoration Nash Run Stream Restoration Green Roof Installation at Fire Engine Houses 4, 7, 11 and 12 Tree Planting and Maintenance Impervious Surface Removal
