28 Key Elements of Community Resilience Strategy Needs to be broad-based, involving true partnerships between private sector, government, investors and capital providers, utilities, philanthropic leaders, neighborhood associations, universities, etc. Focused on meeting community needs by leveraging local strengths More than a plan needs concrete commitments by stakeholders for implementation
