4 Regulatory Context: Zero-Carbon New Buildings

5 The Consultation to Part L (2013) Analysis by CLG suggests: Homes: Preferred standards for new homes could be met with improvements to the building fabric (walls and windows etc). Non-domestic: Preferred standards more ambitious, and are likely to require renewable energy e.g. PV as well as improved building fabric. Likely incorporation of Energy Efficiency Standard for Homes in preparation for 2016, though retain CO 2 reduction on notional building Potential new quality assurance standard for homes to be developed by the supply chain e.g. Part L 2013 compliant Home renovation (windows, loft conversion, boiler replacement) trigger consequential improvements link to Green Deal inc. loft, cavity, cylinder insulation, and draughtproofing. 5

15 Existing buildings Approximately 75% of houses and 60% of nondomestic buildings in 2050 are likely to have been built before 2010

16 Carbon Emissions in Buildings

17 Retrofit for the Future TSB funded 17 million project Phase 1 was 194 design and feasibility studies (up to 20k each). Phase 2 took 86 of these and funded whole house retrofits (average of 142k!!!)) Requirements were 17 kgco 2 /m 2 /year SAP and 115 kwh/m 2 /yr primary energy Website shows database of projects and targets and in some cased measured performance

18 The Green Deal billion investment over the next decade, 65,000 insulation and construction jobs by 2015.
