The Future of Cities: Smart? Sustainable? Population growth 70% of the global population will live in cites by 2050, compared to 50% today (an increase equating to 1.3m people per week) (WHO, 2014) Resource crunches 1bn urban residents will live in cities with perennial water shortage by 2050 (over 6x the amount today) (McDonald et al, 2010) Climate Change 98% of mega-cities consider climate change presents significant risks (C40, 2014) Stretched infrastructure 47bn Economic opportunity 200bn Data explosion 90% economy annual loss due to traffic congestion (ARUP, 2011) global market each year in integrating city systems by 2030 of all data ever produced, has been produced in the past 2 years 6

Smart Cities and Low Carbon Cities? Internet of things to internet of everything Connecting networks of people, processes, data, infrastructure Making sense of large amounts of data to optimise insight and intelligence Evidence-based decision making at pace 7

A Strategic Framework for Low Carbon Cities 1. About the Carbon Trust 2. Low Carbon Cities some context 3. Public sector leadership for Low Carbon Cities 4. Developing a city-wide carbon plan 5. Some examples from the UK and beyond

5 ways for city authorities to show leadership on carbon reduction 1. Get your house in order to lead by example 2. Engage your organisational community 3. Collaborate with partners & suppliers 4. Lead city-wide carbon reduction 5. Pioneer major projects

11 There s lots to do! Sustainability strategy & governance Mapping and mobilising city-wide stakeholders Establishing vision and setting goals Identifying, quantifying and prioritising opportunities Developing implementation plans and tracking progress Measurement, reporting & verification Economic and technology planning & implementation Defining city boundaries Setting baselines and quantifying city-wide resource footprints Assessing and verifying impact of initiatives, including costs Linking outputs to city masterplanning, e.g. Sustainable Energy Action Plans (SEAPs) Communicating impacts to stakeholders Planning, designing and managing technology implementation to enable sustainable local energy and transport systems Convening consortia and running demonstrator programmes Setting city innovation priorities and developing innovation policy Connecting with local and national economic development strategies and actions e.g. identifying and incubating start-ups

A Strategic Framework for Low Carbon Cities 1. About the Carbon Trust 2. Low Carbon Cities some context 3. Public sector leadership for Low Carbon Cities 4. Developing a city-wide carbon plan 5. Some examples from the UK and beyond

City-wide planning for carbon reduction Needs a framework based on GHG Protocol reporting for Community Scale GHG emissions (GPC) to enable local authorities to make evidence-based and impactful use of vital policy levers (as highlighted in the CCC 2012 report): Planning powers (buildings, transport, space & density, waste, district energy) Ability to convene and raise low-cost finance - develop and group investable projects with long term cashflows Oversight of housing often social landlords Schools Procurement City scale data smart city potential for energy efficiency / carbon reduction Communicate to a wide audience about energy efficiency / carbon. Understand and articulate climate change adaptation / resilience, incl. risks of stranded assets at city scale

City-wide master plan for carbon reduction Governance structures Holistic stakeholder engagement Buildings, transport, planning, land use, infrastructure GHG and cost measurement, based on a clear baseline SMART targets Benefits realisation, including financing Clear financial business cases Reporting structures all based on GHG Protocol reporting for Community Scale GHG emissions

Is your own house in order? - to lead the city by example Public Sector Carbon Management 5 year carbon reduction strategies Mobilisation phase Measure baseline & set targets Identify, quantify & prioritise opportunities Develop Implementation Plan Implementation phase

16 Our Low Carbon Cities programme helps cities to develop carbon reduction strategies Five-step process supporting states, cities and regions in developing area-wide carbon reduction strategies 1 Mobilise stakeholders 2 Conduct state of play audit 3 Identify opportunities 4 Develop strategy 5 Implement and review Nanchan g

Leadership in city-wide carbon reduction Low Carbon Cities Programme Step by step process to help cities to develop a robust plan for the realisation of area wide low carbon projects. Support to help prioritise the actions & issues that we have learned over 10 years to be critical to success. The programme needs a strong lead often fulfilled by a city government or university to drive both collaboration and the strategy forwards. 1 Mobilise stakeholders 2 Conduct state of play audit 3 Identify opportunities 4 Develop strategy 5 Implement and review Identify key city stakeholders Build core team Define vision and communication strategy City wide state of play audit Footprint for a baseline measurement Communicate magnitude of potential impact Collate opportunities from each stakeholder Cost opportunities and identify synergies Quantify and prioritise Define city target City strategy consultation and approval Launch city strategy Implement city wide projects Review progress and remobilise

Plan & Measure The Low Carbon City Programme covers a wide range of city aspects including social housing, transport, waste, procurement of opportunities, as well as raising awareness. City-wide carbon reduction methodology to facilitate the establishment of shared goals between the public sector and private components of a city. The Carbon Trust can help and give advice on: Setting up a strategic implementation plan. Data management techniques. Communication and Training. Setting up transport strategies. Incentivising & acknowledging low carbon implementation to attract future investors.

Carbon Calculator tool to set city-wide baseline Once the baseline is calculated it is then possible to: Identify potential areas where emission levels in the city may change Forecast CO 2 emission projections for 5-10 years ahead based on the data from the baseline year Define the Value at Stake in monetary terms

Strategic implementation plan helps articulate the city strategy Of particular importance: The quantification of emissions reduction opportunities and projects, in terms of cost, financial benefit, and carbon saved The balancing of projects with measurable emissions reductions alongside complementary actions that embed carbon management effectively in the city The scheduling of chosen projects and actions into a realistic, achievable plan that fits with city priorities and resourcing. The coordination of the plan with existing plans, policies, strategies, commitments, decision making cycles, financial cycles etc The definition of ownership and governance in the plan defining and communicating the roles and responsibilities of individuals at all levels to ensure that the plan will be delivered and reviewed, and benefits measured

A Strategic Framework for Low Carbon Cities 1. About the Carbon Trust 2. Low Carbon Cities some context 3. Public sector leadership for Low Carbon Cities 4. Developing a strategic framework to help meet the challenges 5. Some examples from the UK and beyond

Case Study: Oxford City Council In 2008 Oxford City Council created a Carbon Management Plan. Aim: to reduce the City Council s own emissions by 25% by 2011 Achieved success through implementing the most cost-effective options - plus their unique staffing structure and ongoing staff engagement Low Carbon Oxford collaborating with local private, public and non-profit organisations to reduce the city of Oxford s overall carbon emissions by 40% by 2020 Low Carbon Hub 1.24m in European Union funding Low Carbon Oxford Week June 2014 New aim: to reduce the city s carbon emissions by 80% by 2050, requiring city-wide collaboration.

Case study: Bristol City Council Pioneering major low carbon projects Harness the potential of decentralised energy Bristol City Council has committed to becoming a low carbon city and home for green industries. In June 2013 Bristol was named as European Green Capital Has reduced its carbon footprint by 28%; now aims to reduce total city emissions by 40% by As part of this they have obtained EU ELENA funding to progress ambitious district energy projects. We re working with them in developing four district energy schemes around the city to deliver: carbon reduction reduced energy costs greater energy security.

Case Study Low Carbon States México Client: FCO and México s INECC Local authorities: State Governments of Jalisco & Tabasco Project overview: Problem: Lack of state government leadership and coordination on carbon reduction Action: Carbon management support to two Méxican states and the development of a national framework for structured state carbon reduction Outcome: Development of two state government Carbon Management Plans to act as business case demonstrations for wider roll out
