1 SUMMARY REPORT of The 19 th Congress of Asia and Pacific Division of the International Association of Hydraulic Engineering and Research September 21-24, 2014, Thuyloi University, Hanoi, Vietnam (Reported by the Local Organizing Committee of the 19 th IAHR-APD Congress) I. General The 19 th IAHR-APD was held in Thuyloi University, Hanoi, Vietnam, from September 21 to 25, The congress was organized by Thuyloi University and co-organized by the National Foundation for Science & Technology Development, Vietnam (NAFOSTED) and supported by the International Association of Hydraulic Engineering and Research (IAHR). The theme of the congress Working Globally, Acting Locally on Water and Climate Change Issues was discussed in 5 themes with 23 sub-themes. The forums addressed the recent challenges and crises related to water and climate change that Asia-pacific countries currently face. A total number of 450 delegates from 25 countries and regions participated in the Congress, of which 250 come from oversea, including 110 from Japan, 40 from Korea, 15 from Thailand, 10 from India, 10 from Singapore, 7 from Indonesia, 6 from New Zealand, and the rest from Australia, Austria, Canada, Omam, Taiwan, France, China, United States, Belgium, Germany, Hongkong, UK, Poland, Sri-lanka, Italia, Laos and Malaysia. There are 6 technical sessions and a poster session held in parallel and there were 10 keynote and invited lectures. Participants shared their research ideas and exchanged new research outcomes via oral presentations. A total number of 539 abstracts was accepted, and finally 337 papers were acepted and printed in the conference proceedings. There was also a pre-congress event from th September 2014: the 3rd IAHR-WMO-IAHS Training Course on Stream Gauging based on the 2nd edition of the Manual of Stream Gauging (WMO N 1044, 2010), and recent advancements in research, technology and instrumentation for hydrometry. There are 50 participants joined the Training. A technical field was conducted at Son Tay station. 1
2 II. Outline of the Congress During the Opening Ceremony, Professor Nguyen Quang KIM, Chairman of the LOC and President of Thuyloi University, gave a passionate speech to welcome the delegates and guests. H.E Dr. Cao Duc PHAT, Minister of the Ministry of Agriculture and Rural Development gave a welcome speech. Prof. Dr. Hitoshi TANAKA, Tohoku University, JAPAN; Chairman of IAHR Asian and Pacific Division; Prof. Dr. Arthur Mynett, UNESCO-IHE, Delft, The Netherlands; Chairman of IAHR World Congress 2015 also addressed the gathering. This was followed by 10 keynote and invited lectures with topics focusing on tsunami mitigation, climate change, long wave propagation and bore dynamics in coastal and estuarine environments, aeration for avoiding cavitation damage in hydraulic engineering, sustainable delta development in times of climate change, climate extremes and so on. The Welcome Drink Reception was held on the first day evening in Thuyloi University. Delegates had an opportunity to meet, discuss and thus facilitated exchange of ideas and research. A Farewell Banquet (Gala diner) was held in Maison Sen in the evening on the last day. Awards Committee Chairman, Professor Van Thanh Van Nguyen announced the winners for the Best Paper Awards. The awards were presented by Professor Tanaka APD Chairman and Professor Nguyen Quang Kim LOC Chairman to the winners during the Closing Ceremony on the third day. Two winners of APD-IAHR Best Paper Awards in 19th APD-IAHR Congress were selected, one for the host country, and another one for the forgrein countries. The post-congress technical visit to the Hoa Binh hydroelectric Power Plant was arranged in the fourth day. Playing an important industrial construction, the Hoa Binh Hydroelectric Power Plant is also an interesting tourists attraction. Besides, a city tour was also aranged for accompanying persons. III. Technical Analysis 1) Special Serminar Modeling and Analysis of Hydrologic Processes in the Context of Climate Variability and Climate Change Convener: Van-Thanh-Van Nguyen, McGill University, Canada. The serminar consists of 12 papers. The seminar drew a large crowd and generated strong interests in the participants and young students. Experts and scholars presented excellent 2
3 results. The presentations focused on modeling the impact of climate change on the hydrology watersheds during 21st century, impact of climate change on watershed hydrology in an agricultural watershed, statistical modeling of precipitation process for an ungauged site in the context of climate change, ground subsidence due to water extraction: a collateral effect of climate change climate change, rainfall extremes, and changes to design principles in engineering hydrology, modeling hydrological impact of glacier retreat under changing climate, flood estimation under changing climates, pseudo-global warming experiment and its application to the evaluationon flood scale changes, assessing daily rainfall extremes changes, application of the deterministic hydrological model for large catchment, integrated flood risk analysis under extreme hydrologic condition. 2) Special Session Prof. M. Tsujimura, Tsukuba University, Japan gave an invited lecture on the importance of groundwater and surface water interaction in hydrological cycle under climate change. Other 42 presentations focused on real time surface image velocimeter, real time monitoring system for flood risk assessment, forecasting and management, development of national hydroinformatic and climate data center for operational flood forecasting, a portable ultrasonic velocity meter, data assimilation, water quality influence by a future climate change in a reservoir, using the drought indices to assess climate change impacts on climatology drought conditions, climate change and its impacts on river basins, separating the impact of climate change and human activities on runoff, numerical model for levee breach widening, twodimensional hydrodynamic modeling of flood and sediment transport, impacts of reservoirs operation to hydrologic regime. 3) Sustainable Water Resources Session Prof. Dao Xuan Hoc gave an invited lecture entitled the Mekong river delta: living with flood proactively. Other 92 presentations with discussions focused on: surface water groundwater interaction, groundwater quality, effectiveness of a shortcut canal for flood reduction, inundation due to upstream flooding and sea level rise, potential evapotranspiration estimation, groundwater modeling of a coastal plain aquifer, water scarcity, urban catchment hydrology, land use and land cover change, impacts of sea level rise on saltwater intrusion in lower river basins. 4) Hydraulic structures Session There are about 25 papers, with discussions focused on the following: probabilistic design dam safety, dyke protection through river bank filtration, dam safety evaluation, dam-break flows over complex topography, estimation of reservoir sedimentation, numerical simulation and analysis of flows around a series 3
4 of reverse circulation structures, multiple slit-type energy dissipater scour, side-weir discharge coefficient, vibration reduction of radial sluice gate with dynamic vibration absorber, river bed evolution along whole length of a dam reservoir, uncertainty analysis for design crest level of sea dikes, influence of topography to the wave height in design of sea structures, design methods for sliding of perforatedwall caisson breakwater, turbulence of submerged thin plate weirs, probable maximum flood for large dams. 5) Estuarine and coastal hydraulics Session Dr. Hanzawa from Japan gave an invited lecture on Advanced concrete block technology in Japan. About 65 participants presented their papers, focusing on the following: cost-benefit analysis of beach nourishment for adaptation against sea level rise, performance of floating breakwater using image processing method, storm surge generation and propagation by typhoon, failure of break water seaport due to especial typhoon, coastal and estuarine morphology, beach morphology and shoreline changes, wave behaviour propagating above a reef, nearshore hydrodynamic regime to accretion and erosion processes of coastlines, sediment transport models for sand barrier dynamics, hydrodynamics and sediment transport processes, numerical simulation of tsunami run-up in urban area, impacts of a sea dyke on hydrodynamic flow regime. 6) Environmental hydraulics Session About 75 participants presented their papers. Participants reported on studies including the diffusing and mixing characteristics of pollutants through experimental methods and the appraisal of the water quality by adopting numerical models was quite popular. The study on blue/green algae caused by the eutrophication has particularly received much attention recently. Some authors introduced new research results and control methods. Some new advanced concepts and methods were put forth in the research of following theme: biomass and nutrient stock of lotus in lakes, transport and deposition of radioactive contaminants with sediment transport in rivers, radio active cesium in watershed and its influence on fish, material transport in a tidal urban river network, combined sewer overflows on water quality of urban tidal rivers, influence of groundwater use on nutrient cycle in an urban area, water pollution and health risk caused by urban flooding, flow and salinity intrustion in a river delta, distribution of dioxin-like polychlorinated biphenyls in sediment, cyanobacteria population in a eutrophied reservoir, chemical characteristics of water and soil in oil exploitation zone, arsenic contamination in shallow aquifers, pesticide residues in surface water near agricultural areas, land use based flood hazards analysis, activated carbon derived from the tropical agricultural wastes, nitrogen 4
5 polution in aquaculture wastewater, chlorophyll-a in a eutrophic closed water body, model of algal bloom, oil spill response. 7) Poster Session There are 16 posters displayed with topics focusing on coupling riverbank filtration and subsurface iron and arsenic removal, interaction analysis of floating type photovoltaic composite structures connected with hinge joints under wind waves conditions, riparian vegetation distribution, space-time distibution of turbidity in dam resorvoir, scour around breakwaters due to tsunami, experiments for solitary wave force on vertical structures, groundwater storage changes combining satellite - and land - base data, hazardous event analysis for drinking water production, flow discharge through the drainage gates, forecasting river bank erosion process due to global climate. IV. The proceedings of the Congress By end of July 2014, 398 papers were submitted to the 19th IAHR-APD Congress. Upon two-round evaluation by experts from the local technical review committee and outside, finally 337 papers from 32 countries were acepted to include into the proceedings. The set of proceedings consists of a printed book of abstracts and a USB containing electronic version of all papers of the Congress.
