Cover sheet must fit on one page) Total cost of proposal: (APEC funding + self-funding): USD 160,000 Fossil fuels, including coal, will continue to meet much of the Asia-Pacific region s growing electricity demand. More efficient, state-of-the-art coal power plant designs and operation can cost-effectively and reliably supply electricity while reducing coal consumption and lowering pollutant and greenhouse gas emissions. The global status of state-of-the-art technologies and best practices for efficient coal-fired power generation will be assessed through case studies of existing and planned power plants. Earlier EGCFE work in this area will be reviewed and recent advances in technologies and best practices will be highlighted, showcasing plants in operation or planned in the APEC region. Case studies will include information on plant design, coal types, emissions control technologies, and summaries of management best practices to assure optimum reliable performance. Coal power plant designs and best operating practices, including opportunities for carbon capture, utilization, and storage, will be explained for decision makers in the region. 3 SECTION A: Relevance to APEC 1. Relevance Benefits to region: What problem does the project seek to address? What is the relevance of the project? Does it have sustained benefits to more than one economy? Higher efficiency coal-fired electricity generation will benefit APEC economies by reducing fuel costs and pollutants, while contributing towards a reduction of carbon dioxide (CO2) relative to the business as usual with older, less-efficient technologies. This applies to all APEC economies that use coal to meet their generation needs. Technology advances have enabled coal-fired power plants deploying ultrasupercritical steam (USC) cycles with full environmental controls to achieve up to around 45% (with a resulting average coal consumption of about 280 g/kwh). If the global average net efficiency of coalfired power generation can improve to 45%, CO2 by 36%. New plant designs using advanced USC steam conditions can exceed 49% net efficiency, with even greater CO2 reductions. Through detailed case studies of existing and planned high-efficiency power plants this project will describe recent global advances in coal power generating technologies towards the goal of 50% generating efficiency, and will share information on state-of-the-art technologies and best practices, including low-cost measures that are applicable to nearly every coal-fired power plant, to enhance power generation efficiency and reduce coal consumption, conventional pollutant emissions, wastes, water consumption, and CO2 emissions. Candidate plants in the APEC region for case studies, include Isogo Unit 2 in Japan and Waigaoqiao No. 3 Unit in the People s Republic of China. Candidate power plants outside the APEC region include Nordjylland Unit 3 in Denmark and Lünen in Germany. Information on state-of-the-art coal power plants will assist all APEC member economies, especially developing economies where most of the new coal power plants in the region are being planned or considered, in selecting the most efficient technology available, which will reduce coal consumption, water use, and emissions, including CO2. Owing to the high operating penalty associated with current carbon capture, utilization, and storage (CCUS) options, it is critical that all new coal power plants be as efficient as possible to allow CCUS to be deployed in the future. CCUS is the only option to significantly reduce CO2 emissions from coal power generation, which will likely be require to achieve some member economies climate commitments. Relevance Rank: Which Rank in the annual APEC Funding Criteria does this project fall under? Briefly explain why. Is it also linked to other Ranks? If so, briefly explain which/how. It falls within Rank 2 of the APEC Funding Criteria for all APEC-Funded Projects 2016: Projects related to the implementation of the APEC s Strategy for Strengthening Quality Growth. More specifically, under Sustainable Growth: Energy efficiency, energy security and energy resiliency including the development of low carbon technology and alternative energy sources; and under Innovative Growth: Innovation policy and research cooperation, including harnessing new technologies for the future. 2. Objectives: Describe the 2-3 key objectives of the project. (e.g. to create a framework for ; help participants to..; share experiences in...; enhance understanding of...; etc.) [¼ to ½ page] The objectives of this project are to: Identify and describe the most-efficient existing and planned high-efficiency coal-fired electricity generation units in APEC economies and around the world, including their operating and management practices. Share this information with governments and utilities to assist them in their planning and decision processes related to approving and building new coal-fired power plants and considering CCUS options, by clearly expressing the relative efficiencies of the plants in the case studies. Recommend follow-on work on high-efficiency coal power generation. 3. Alignment APEC: Describe specific APEC priorities, goals, strategies, workplans and statements that the project supports, and explain how the project will contribute to their achievement. This project responds to the APEC Energy Ministers 2014 Declaration and instructions to the EWG: We believe conserving energy and raising energy efficiency will promote socio-economic development in the APEC region and, at the same time, keep its aggregate energy demand at a reasonable level. Since fossil fuel will continue to play significant role in the energy mix of this region in the medium to long term, we therefore reaffirm the importance of clean and efficient use of fossil fuel. We encourage member economies, where there are difficulties to quickly deploying alternatives to coal,
4 to enhance cooperation in developing and applying clean coal technologies such as highly efficient coal-fired power plants. We instruct the EWG to continue cooperative activities within APEC, with other international and regional organizations, and with the private sector and other stakeholders. Strong engagement and cross-fora collaboration is needed to facilitate energy trade and investment, and ensure that energy contributes to the economic, social and environmental enhancement of the APEC community. We instruct the EWG through the EGCFE to promote clean coal technologies, such as Ultra- Supercritical (USC) coal-fired power generation, Integrated Gasification Combined Cycle (IGCC) and Carbon Capture, Utilization, and Storage (CCUS). Alignment Forum: Briefly explain how the project aligns with your forum s workplan / strategic plan. The Energy Ministers instructed the EWG to: Facilitate joint research and development on clean fossil energy technologies that are adapted to the needs of APEC members, as well as demonstrate and disseminate appropriate clean fossil energy technologies. Increase understanding of the relevant clean fossil energy technologies including carbon capture, use, and storage (CCUS), promoting their efficient use, and facilitating access to these technologies by encouraging information exchange. 4. Methodology: How do you plan to implement the project? In this section, briefly address the following: Workplan: Project timelines, dates of key activities and deliverable outputs. Beneficiaries: The proposed selection criteria for participants, beneficiary profiles (e.g. workshop participants, end users, policy makers, researchers/analysts, gender) and how they will be engaged. Evaluation: Potential indicators developed to measure progress, project outcomes and impacts/successes. Where possible provide indicators which could assess impacts on Linkages: Information on other APEC and non-apec stakeholders and how they will be engaged. If and how this proposal builds on (but does not duplicate) the work of other projects. How will this activity promote cross fora collaboration? Workplan: Project timelines, dates of key activities and deliverable outputs. The project will be conducted by a consultant team, including engineers, technologists, policy analysts, and financial advisors, under the guidance of an APEC project steering committee composed of EGCFE experts, as well as government and industry representatives from member economies. Discussions should include impacts on February - March 2017: Develop a detailed work plan to complete the project and for the structure and content of the final report, including timetables. Identify and describe existing and planned high-efficiency electricity generating facilities in APEC economies and around the world for the case studies. April - September 2017: Consultant team visits high-efficiency coal-fired generating plants, power utilities, technology manufacturers, and consultants to collect information and data for the case studies. Draft report preparation initiated. October - November 2017: Draft report prepared. December 2017: Draft final report submitted for review by the Project Steering Committee. January 2018: Project report finalized for publication by APEC. The report will contain recommendations for follow-on work on the high efficiency power generation. Beneficiaries: The proposed selection criteria for participants, beneficiary profiles (e.g. workshop participants, end users, policy makers, researchers/analysts, gender) and how they will be engaged. The intended project participants to be targeted will include key government officials of developing APEC economies involved in decision-making on coal-fired power generation technologies/strategies, greenhouse gas mitigation, and relevant environmental/regulatory issues. Participation of women in the consultant team will be favored. Evaluation: Potential indicators developed to measure progress, project outcomes and impacts/successes. Where possible provide indicators which could assess impacts on
5 The deliverables shown under Work Plan will provide a substantive measure of progress in carrying out the project. The final report will be posted on the APEC, EGCFE, and EWG websites for viewing and downloading. The results of the project will be shared with other international fora active in this area, including the IEA. The mandate of the consultant team will include identification of impacts on Linkages: Information on other APEC and non-apec stakeholders and how they will be engaged. If and how this proposal builds on (but does not duplicate) the work of other projects. How will this activity promote cross fora collaboration? The final report will be posted on the APEC, EGCFE, and EWG websites. Also, the results of the project will be shared with other international fora active in this area, including the International Energy Agency. In addition, the results will be presented at an EGCFE Clean Fossil Energy Technical and Policy Seminar or an appropriate power conference in the region following project completion.
