3 Environmental Investment Centre A government-owned foundation, i.e. non-profit organisation established by the Ministry of Finance in 2000 for projects funding (State Budget) Main office (79 persons) in Tallinn + 15 county representatives Intermediate Body for CF/ISPA (since 2001) and for ERDF (since 2004) and for ESF (since 2007, environmental soft projects only) Since 2009 EIC is on-lending body (130 MEUR EIB loan for water & wastewater projects co-financing) Since 2010 EIC is Implementing Agency also for projects funded from CO2 quota sales money

5 National Environmental Program (EP) Environmental Charges Act (2006) provides for: - how the charges and fees are established, paid to the State budget and what for they are used (for environmental projects, only). EIC has the mandate to collect and process the applications - applicants are local municipalities, state institutions, universities, schools, NGOs, companies. Funding decisions made by Supervisory Board The process is fully digitalised in the database KIKAS starting from application forms to payments documents.

10 Development of water management infrastructure (1) The amount planned for water management infrastructure projects from the Cohesion Fund is 466 million euros. Financed are 86 projects, in the sum of 466 million euros. Beneficiaries: Ministry of the Environment, local authorities, non-profit associations and foundations, companies Operations supported: In the area of wastewater treatment, activities to bring the existing sewerage systems into conformity with applicable requirements and to develop sewerage systems covering wastewater collection areas are to be supported. In connection with ensuring drinking water supply that meets the relevant requirements, activities to reconstruct and construct new drinking water systems with drinking water purification equipment and to maintain the good condition of ground water.

12 Development of infrastructure for ensuring preparedness for environmental emergencies (1) The amount planned for environmental emergencies projects from the European Regional Development Fund is 38,3 million euros. Financed are 7 projects, in the sum of 38,3 million euros. All projects completed in general. Beneficiaries: Rescue Board, Police and Boarder Guard Operations supported: Enhancement of capacity for monitoring and clean-up of marine pollution 1. Enhancement of spill response capacity through improving the infrastructure (incl. containment vessels) 2. Procurement of coastal spill response equipment 3. Procurement of a field hospital for birds along with the necessary installations 4. Procurement of vehicles necessary for the functioning of logistics Enhancement of preparedness for major accidents on land: 1. Procurement of equipment for repair of damages caused by natural disasters 2. Procurement of equipment for extinguishing forest, landscape and ground fires 3. Procurement of special gear and equipment for increasing the capacity for rescue work in poorly accessible areas (small islands, forests, bogs and other wetlands) 4. Procurement of equipment for response to industrial, transport and oil product accidents (incl. hazardous substances related accidents) 5. Procurement of means for localising and cleaning up oil product pollution on land and inland water bodies
