1 PRESS RELEASE ICZMP BACKS LEED CERTIFICATION OF GREEN BUILDING STRUCTURES AT ECO- SENSITIVE SITES Bhubaneswar: 17/12/2011 The Integrated Coastal Zone Management Project (ICZMP) in Odisha advocated for construction of green buildings and implementation of hybridized renewable energy generation, desalination and water recycling in the structures. The project also backs the LEED certification of green buildings at eco-sensitive area, hitherto not so familiar to architects, builders and planning engineers in the state. The SPMU, ICZM Project Odisha organized a one day capacity building workshop on Sustainable design, implementation, management and LEED Certification of Green Building at Bhubaneswar on 17th December The workshop was organized in collaboration with the International Science & Technology Consortium, USA, Masscutes International Technology, USA, Fentress Architects of USA, RJC Consulting Engineers of Canada, Luminous Renewable Energy Solutions and Luminous Water Technologies. The LEED certifications of Green Buildings would have great environmental impact in the eco-sensitive area and the National Project Management Unit of ICZMP will adopt the concept and promote it nationally, said Dr A.Senthil Vel, National Project Director of ICZMP while speaking on the occasion. The sustainable development of green structures at eco-sensitive sites and other locations would conserve huge amount of resources and minimize human foot prints, said Dr. Ajit Kumar Pattnaik, Project Director of ICZMP Odisha during the workshop. He also said that ICZMP will act as the knowledge sharing hub on green building structures for building planners and architects in future. International experts on Green facilities and LEED Certifications Patricia Andrasik from Fentress Architects of USA and Dr. Leslie Peer, Consulting Engineers from RJC Canada discussed the whole series of processes involved in the LEED certification process and its relevance and advantages of the concept in the workshop. ICZM Project, under the aegis of Ministry of Environment & Forests, Govt. of India is being implemented in Odisha on pilot basis with financial assistance from the World Bank. The project envisages addressing the cause of securing livelihood of the fisher folk in the eco-sensitive area of the state coast and formulating a management plan to counter the increasing impact of growing population and industrialization on the natural ecosystems. In order to preserve and conserve biodiversity along with proper management of coastal areas ICZMP has proposed to build some basic infrastructure in 1 ICZMP ODISHA PRESS RELEASE
2 the eco-sensitive wetlands and coastal areas. There are a number of structures to be constructed under ICZM Project Odisha under different sub component by the ten different state departments designated as PEAs. Considering the site sensitivity it is imperative that these should be green structures. Background: The importance of building green structures discussed in great details with the special team of World Bank during their supervisory mission visit to Odisha. It emerged that a capacity building workshop on sustainable design, implementation, management and possible LEED Certification of Green Building would be of great help to sensitize the relevant PEAs under the Project. This short of workshop would provide good insight and would also be quite useful while preparing the specifications and ultimately the preparation of environment compliant bid documents. Objective: The objectives of the workshop is to familiarize the participants with the real world insight to practice of sustainable design, implementation and management of green building, Hybridized renewable energy, Desalination and water recycling and to identify scope of application of the most advanced concept in the project components of the ICZM project. The workshop comprehensively discussed three components; i) LEED Compliance and Certification for sustainable development along with capacity building and retrofitting existing and new developments. ii) Hybridized Renewable Distributed Energy Generation (Solar/Wind/Bio- Diesel/Storage) (off the grid power system). iii) Green Desalination and Water Recycling for remote areas. In addition to the capacity building workshop the experts also made field visit to the site proposed for the monitoring laboratory at Pardeep, some ecotourism sites and existing building of tourism and forest department including the wetland research and training center of Chilika Development Authority. They are expected to give a report on the sustainable design, implementation and management of the existing and new development on green building structures. Outcome: As a pilot the new OSPCB laboratory building coming up at Paradeep and the existing laboratory building of Chilika Development Authority would be considered under the project. The consortium could probably serve as a sustainable building advisor to the Project Design and Construction Team responsible for the construction of building under ICZM Project. 2 ICZMP ODISHA PRESS RELEASE
3 Broad operations guidance for the ICZM Project for the state of Odisha and possibly for other pilot states of ICZMP in Gujrat and West Bengal. The consortium would evaluate pursuit of LEED for New Construction (LEED NC) certification, GRIHA certification, and/or Net Zero Energy Building (NZEB) designation. Provide guidance to the Facilities Operation Team to certify existing building under the LEED for Existing Buildings (LEED EB) program. Suggest major retro fitting of existing Wetland Research and Training Center of Chilika Development Authority. Provide recommendations regarding the effort to earn LEED NC certification/ GRIHA certification, and NZEB designation for the new laboratory building of SPMU Odisha. The workshop would facilitate leverage this experience to inform sustainable building operations and management strategies and plans for portfolios of buildings in ICZM Project. It would also provide a general understanding of process, timeline, costs, and additional resources or subcontractors that may be required and help to identify specific strategies and approaches that can be duplicated at other facilities. 3 ICZMP ODISHA PRESS RELEASE
