1 Water and Wastewater Rates and Fees Effective April 1, 2017 and April 1, 2018 Over the next six years, PWC will spend an average of $16.5 million a year on water and sewer main rehabilitation and $15 million a year in improvements to the water distribution system and treatment plants to meet the growing needs of the Fayetteville area and to maintain the quality of our drinking water. Approximately $17 million will be spent relocating water and sewer mains for North Carolina Department of Transportation improvement projects including over $10.5 million on the Raeford Road improvement project. APPLICABILITY This service is for residential and/or multi-family development projects. This rate schedule is applicable for up to 12 months during the project construction period. This rate schedule requires that the customer supply and set all meter boxes in accordance with Commission s specifications. 8 LARGE WATER USER R.C.6 (This schedule applies to Rate W-LU) Commission, in accordance with the Commission's established service regulations. APPLICABILITY Applicable, at the option of the customer, to water supplied where monthly water consumption exceeds 1,000 MGAL at least three times during a rolling twelve month consecutive billing period, at a single point of delivery through a single meter. CHARACTER OF SERVICE The volume of water flow and residual pressure at the point of delivery shall be in accordance with the Commission's approved flow standards. MONTHLY RATE The monthly rate shall be the greater of the Usage Charge plus the Basic Facilities Charge. 14 R.C.11 BULK WATER DELIVERY ( This applies to Rate W-BWD) AVAILABILITY Available at a designated fire hydrant located at the Public Works Commission Warehouse Complex located off Old Wilmington Road and Belt Boulevard or at another agreed upon location. APPLICABILITY Applies to water delivered from a designated PWC fire hydrant to the customer's tank truck during normal business hours. CHARACTER OF SERVICE Water will be delivered to the customer's tank truck through a flexible canvas hose at a maximum rate of 160 gallons per minute. Trucks receiving water from PWC fire hydrants shall be protected from cross connection by means of an adequate air gap or by an approved backflow preventer. All tank trucks must be inspected annually and have a permit reissued by PWC's System Protection personnel prior to obtaining water from the fire hydrant. Rate shall be Yearly Charge for a calendar year. This rate is subject to change if PWC s Inside Commercial Water Rates is modified. No partial months will be issued. Yearly Charge Current Rate April 1, 2017 April 1, 2018 $ $ $ Temporary Permit This temporary status can only be held for 3 months. If the Bulk Water User is from out-of-town (more than 50 miles), a temporary permit will be issued for Monthly Charge in effect at the time of the permit. This permit may be renewed for 2 additional months for the Monthly Charge in effect at the time of the permit. At the end of the third month, if the Bulk Water User continues to need water, the User will be charged the full Yearly charge. The Temporary Permit is 1/6 of the Yearly Charge. 15 R.C.12 FIRE HYDRANT WATER DELIVERY (This schedule applies to Rate W-HYD) Commission, in accordance with the Commission's established service regulations. Service is available only to those applicants having obtained prior written approval by the Public Works Commission. The form for such written approval will be provided by PWC. APPLICABILITY Applies to metered and/or estimated water service supplied from a Public Works Commission fire hydrant located near the applicant's place of usage. Water meters pursuant to bulk delivery will be installed during normal business hours only. CHARACTER OF SERVICE The delivery rate will be from 0 to 160 gallons of water per minute as required by and controlled by the customer. The customer is responsible for furnishing all hoses and/or pipes. A 2 1/2 - inch pipe coupling with standard threads is required for interface with the meter. In those circumstances where PWC anticipates possible loss of or damage to its metering equipment as a result of theft, vandalism or extreme temperature conditions, the metering equipment may, at PWC's option, be removed and reinstalled as often as daily. The basic facilities charge shall be applied for each such meter set. Applicants applying for temporary fire hydrant meter service where permanent service will eventually be applicable shall pay the necessary fees for permanent service at the time of fire hydrant meter application. Under special long-term use circumstances (such as road construction), the customer may apply for authorization for fire hydrant usage. Under such authorization, the customer will be required to meet all Special Use Provisions. MONTHLY RATE The monthly rate shall be the sum of the Basic Facilities Charges and the Usage Charges. All tank trucks utilized in the transport of water from a fire hydrant shall be inspected and adequately air-gapped and/or protected from cross connections. Those trucks equipped with a backflow preventer shall be inspected monthly by PWC personnel to ensure proper operation. 2. Dates and volumes of water obtained from a fire hydrant shall be recorded and reported to the Public Works Commission Water Meter Shop on Monday morning of each week, in the event of a holiday, on the next following business day. Failure to accurately report water usage may result in the revocation of authorization and forfeiture of deposit. 3. Hose connections shall not be allowed to remain on any fire hydrant. All hoses must be removed after each tank filling. 4. Only approved fire hydrant wrenches shall be permitted to be used to open and close fire hydrants. 5. A copy of the approval authorization shall be kept in each truck, which has been permitted to obtain water from a PWC fire hydrant. 6. Any damage or destruction of meter(s) will be paid for by user. 20 R.D.3 SANITARY SEWER SERVICE FLAT RATE (This schedule applies to Rate Code WW-RESF; WW-NRESF) Commission in accordance with the Commission's established service regulations. APPLICABILITY Applies to residential or non-residential sanitary sewer service where the customer receives all water requirements from sources other than from the water mains of the Public Works Commission, where all wastewater is discharged into the sanitary sewer system at a single discharge point and no water meter billing usages are received from the other water company to bill the customer: To residential or non-residential customers who have deminimus storm water runoff running into PWC s sanitary sewer service and the cost to remove the storm water discharge is impractical or the expense is excessive. In these instances, a determination will be made on a case by case basis by the Water Resources Division; To residential or non-residential customers who have dumpster pads where the drains run into PWC s sanitary sewer service. CHARACTER OF SERVICE - Wastewater shall be collected and treated in accordance with the Sanitary Sewer Use Ordinance of the City of Fayetteville. APPLICABILITY Applies to non-residential or industrial sanitary sewer service where the customer is billed monthly for PWC metered water service and where all wastewater is discharged into the sanitary sewer system at a single discharge point. CHARACTER OF SERVICE Wastewater shall be collected and treated in accordance with the Sanitary Sewer Use Ordinance of the City of Fayetteville. APPLICABILITY Applies to Large Users sanitary sewer service where the customer is billed monthly for water service by the Public Works Commission under Rate Schedule WSLU or discharges 1,000,000 gallons (minimum of three months out of a rolling twelve months to qualify for this rate) and where all wastewater is discharged into the sanitary sewer system at a single discharge point. CHARACTER OF SERVICE Wastewater shall be collected and treated in accordance with the Sanitary Sewer Use Ordinance of the City of Fayetteville. MONTHLY RATE The monthly rate shall be the sum of the Usage Charge, Basic Facilities Charge and the Sanitary Sewer Surcharge (where applicable). Service is available only to those applicants having obtained prior written approval from the PWC Water Resources Division. Applications for service may be obtained from the Public Works Commission Water Reclamation Manager. APPLICABILITY Applies to liquid residential septage brought to the PWC facility in bulk by the customer's tank truck. This shall include septic tank waste and waste from portable toilets. No septage waste shall be accepted which does not conform with or is prohibited by the City of Fayetteville Sewer Use Ordinance. CHARACTER OF SERVICE Septage and Portable Toilet Waste shall be delivered to the Cross Creek Water Reclamation Facility and meet the requirements of the City of Fayetteville Sewer Use Ordinance. MONTHLY RATE The monthly rate for service shall be the sum of the Basic Facilities Charge, the Usage Charge, and the Surcharge (where applicable).
