1 Brief Outline Code of Federal Regulation (29) The Control of Hazardous Energy (Lockout/Tagout) The Control of Hazardous Energy (lockout/tagout) refers to the placement of locks and/or tags on an energy-isolating device(s), in accordance with established procedures, to ensure that the machinery, equipment, or process cannot be energized while anyone is exposed. This presentation, (lockout/tagout), will focus primarily on 3 platforms: Awareness Behavior Consequences The aim is prevention and compliance.

5 Scope The standard covers the maintenance, servicing/set-up of machines and equipment in which the unexpected energization or start-up or the release of the stored energy could cause injury or death to employees.

6 Application The standard applies to the Control of Hazardous Energy during maintenance, servicing/set-up of machines and equipment.

7 Purpose The standard requires employers to establish a written program and utilize procedures for affixing appropriate Lockout/Tagout devices to energy isolating devices, and to otherwise disable machines / equipment.

8 Lockout/Tagout Requirements OSHA REQUIRES EMPLOYERS TO ESTABLISH A PROGRAM AND UTILIZE PROCEDURES FOR AFFIXING APPROPRIATE LOCKOUT DEVICES AND/OR TAGOUT DEVICES TO ENERGY-ISOLATING DEVICES PRIOR TO MAINTENACNE, SERVICEING AND SET-UP AND TO OTHERWISE DISABLE MACHINES OR EQUIPMENT TO PREVENT UNEXPECTED ENERGIZATION, START-UP OR RELEASE OF STORED ENERGY IN ORDER TO PREVENT INJURY AND/OR DEATH TO EMPLOYEES.

9 What does Lockout/Tagout mean? The placement of a Lockout/Tagout device on an energy isolating device, in accordance with an established procedure, ensuring that the energy isolating device and the equipment being controlled cannot be operated until the Lockout/Tagout device is removed.

10 What is a Lockout/Tagout device? A device that utilizes a positive means such as a lock, either key or combination type, to hold an energy isolating device in a safe / off position and prevents the energizing of a machine or equipment.

12 What is an Energy Isolating Device? A mechanical device that physically prevents the transmission or release of energy, including but not limited to the following: A manually operated electrical circuit breaker A disconnect switch A manually operated switch by which the conductors of a circuit can be disconnected from all underground supply conductors, and in addition, no pole can be operated independently A line value A block And any similar device used to block (or) isolate energy NOTE: Push Buttons, Selector Switches, and other control Circuit Type Devices are not Energy Isolating Devices

14 What are Energy Sources? Any source of electrical, mechanical, hydraulic, pneumatic, thermal fluids and gases, water under pressure, chemical and gravity, or other energy.

16 What is Maintenance Lockout/Tagout? Workplace activities such as constructing, installing, modifying, adjusting, inspecting, setting up and maintaining machines and equipment.

17 What is Servicing Lockout/Tagout? Workplace activities include unjamming, cleaning, lubrication of machines or equipment, and making adjustments or tool changes, where the employee may be exposed to the unexpected energization or startup of the equipment or release of hazardous energy.

18 What does Setting-Up Lockout/Tagout Mean? Any work performed to prepare a machine or equipment to perform its normal production operation.
