1 FACT SHEET Title of Proposal Pierce County Flood Control Zone District Comprehensive Plan of Development Nature and Location of Proposed Action Pierce County Flood Control Zone District is developing a long-term plan to guide river management on the Puyallup, White, Carbon, and Nisqually rivers, as well as the tributary Greenwater and Mashel rivers and South Prairie Creek. The Comprehensive Plan of Development identifies and recommends regional programs and projects related to flooding and channel migration to: 1) reduce risks to public health and safety, 2) reduce public and private property damage, and 3) reduce facility maintenance costs. The proposed CPOD focuses on the main stems of major rivers in Pierce County, including the lower reaches of other large rivers with historical peak streamflows over 5,000 cubic feet per second (cfs). Five thousand (5,000) cfs is the threshold at which a river or stream may have a channel migration zone. The approximate extents of the rivers are described in the following: Puyallup River System: Lower, Middle, Upper (from Commencement Bay at River Mile [RM] 0.0 to Champion Bridge at RM 29) The Lower Puyallup River from the mouth at Commencement Bay (RM 0.0) to the confluence of the White River (RM 10.3) The Middle-Puyallup River from the confluence of the White River (RM 10.3) to the confluence of the Carbon River (RM 17.4) The Upper Puyallup River from the confluence of the Carbon River (RM 17.4) to Champion Bridge (RM 29.0) White River System: Lower, Upper, and Greenwater River The Lower White River from its confluence with the Puyallup River (RM 0.0) to the King/Pierce County boundary (RM 5.5) The Upper White River near the community of Greenwater (RM 42.3 to RM 50.5) The Greenwater River from its confluence with the White River (RM 0.0) to approximately RM 4.0 Carbon River System: Carbon River and South Prairie Creek The Carbon River from its mouth at the Puyallup River (RM 0.0) to approximately the intersection of Alward Road and 245th Avenue East (RM 8.4) The South Prairie Creek River from its confluence with Carbon River (RM 0.0) to the Town of South Prairie (RM 6.4) and RM 22 to RM 24.
2 Nisqually River System: Middle, Upper, and Mashel River The Middle Nisqually River in the McKenna area (RM 21.3 to RM 26.0) The Mashel River from its confluence with Nisqually River (RM 0.0) to the Town of Eatonville (RM 6.8) The Upper Nisqually River from the community of Elbe (RM 50.5) to Mt. Rainier National Park (RM 65.8) Proponent Pierce County Flood Control Zone District Date of Implementation The Board of Supervisors is expected to approve the proposed CPOD in September Implementation of programs and capital projects recommended by the CPOD would occur in years subsequent to plan approval. 3 State U.S. Army Corps of Engineers Section 10 permit (Rivers and Harbors Act) National Marines Fisheries Service and U.S. Fish and Wildlife Service Endangered Species Act compliance Washington Department of Fish and Wildlife (WDFW) Hydraulic Project Approval Washington State Department of Ecology (Ecology) Water Quality Certification (Clean Water Act Section 401) Ecology National Pollutant Discharge Elimination System (NPDES) permit (Clean Water Act Section 402) Ecology Coastal Zone Management Certification Washington State Department of Natural Resources Aquatic Lands Use Authorization Pierce County or municipality if project is located within a city or town Shoreline Substantial Development Permit Critical Areas Approval Building/Grading Permit Fish/Wildlife Approval ADOPTION OF EXISTING EIS To meet the requirements of RCW 43.21C.030(2)(c), the Flood Control Zone District identified the Final Environmental Impact Statement prepared for the Pierce County Rivers Flood Hazard Management Plan as being appropriate for this proposed plan and has chosen to adopt the Final EIS in its entirety as allowed for under WAC EIS Author Herrera Environmental Consultants, Inc. Issue Date of the Final EIS August 22, 2012 Comment Period For adoption of existing environmental documents there is no comment period (WAC ). No action shall be taken on this proposal until after August 9, 2013.
4 Date of Final Action The date of final action will is anticipated to be the September meeting of the Board of Supervisors following the Appeal period of the CPOD. Subsequent Environmental Review Project specific environmental review for construction projects actions as needed prior to construction or implementation, respectively.
