3 Introduction Fata Development Network is a brain child of ACT International and it was developed after long deliberations and brainstorming of senior management team of ACT International in coordination with DG FDMA and Fata based local CSO heads. (FDN) is established with the motive of transforming the most neglected sections of the society, whether rural or urban, into developed wholes FDN is a nonprofit, non-political and non-governmental network, registered under Registration and Control Ordinance 1961 with Social Welfare Directorate, FATA Secretariat and FATA Disaster Management Authority (FDMA) FATA development Network (FDN) is striving for peace through education and development by engaging local communities for long lasting and sustainable social cohesion for development. FDN is the network of Local Community Based CSOs/ NGOs of FATA integrating, channelizing and monitoring the resources for better tomorrow of FATA. Currently FDN has 32 member organizations operating in all seven Agencies and Six FRs of FATA The network is working for the rights of vulnerable and marginalized segments of society. With a participatory approach, FDN is helping the target communities by creating awareness of basic rights, social mobilization and empowering them to develop. The member organizations of the network has initiated a number of social action projects in an individual capacities in education, health, gender development, community mobilization, WASH and infrastructure development with UN agencies such as UNHCR, UNOCHA, FAO, USAID, ED-link, DFID and national organizations. Keeping in view the ever-changing environment, FDN is committed to develop its own, partners and stakeholders by capacity development initiatives. In collaboration with target communities, FDN has established community networks at village level in 07 Agencies and 06 FRs of FATA. In addition to COs, the network has established interest groups that are working to achieve network vision at FATA. Page 3 An insight to FDN
4 Vision Integrating the resources for better tomorrow of FATA and bringing peace in FATA through Education and Development Mission Our mission is to transform the most neglected sections of the society into developed wholes by active participation of people through broad based, self-sustaining and development oriented institutions at the community level. Objectives FDN has devised its objectives to streamline the activities for achieving its vision; Assist in the formation of Community Based Networks (CBOs) of both sexes and to strengthen them to ensure sustainability of development initiatives. Support initiatives addressing primary health care as well as reproductive health care and EPI coverage. Vaccination coverage against blood-borne infections like STD s including Hepatitis B and C. Encourage community efforts for literacy and community based primary education for children, especially girls. Coordinate between the networks, institutions and common people for sustainable development in all the fields of life. To contribute towards creating accessible and equal opportunities for sustainable economic growth fostering socio-economic prosperity, peace and harmony. To encourage decentralization of ideas and strengthening significant institutional linkages for sustainable development in participatory manner. Page 4 An insight to FDN
5 Advocacy for protection and promotion of human rights with particular focus on women and children s rights promoting equity, equality and social justice. Geographical and operational Areas The geographical focus of FDN interventions is stretched across Khyber Pakhtunkhwa with special attention to FATA. FDN has currently working in FATA for its development interventions. The initially selected areas have received relatively little or no attention in the past. FDN intends to give more responsibility to target beneficiaries in every sphere of development ranging from problem identification to its possible solution through giving peoples choices and options, leading towards sustainability. Strategic Importance of FDN Being a large network of FATA based CSOs/NGOs can provide a large number of volunteers imbibed with the spirit of nationalism of FATA. FDN members being local are well aware of culture and geography of the locality The IDPs will feel at ease with FDN members as they will think that their own kinsmen are supporting them. Being local, the FDN members are in close coordination with all line-agencies of government involved in the relief and emergency activities of FATA IDPs. Being local professional NGOs, FDN has close coordination with all concern authorities, therefore easy to avail NOC from concern official. Strengths of FDN Strong determination and motivation of FDN members to bring social change through peace, education and development in FATA Access to covered and uncovered areas of FATA Democratic and transparent system Enrich Experience of FDN members in various fields of social sector Page 5 An insight to FDN
6 FDN coordination setup in each Agency and FRs of FATA Each member of FDN has CBOs at the village, Tehsils and Union Council level in each agency and FRs of FATA Well established liaison with government line departments and key stakeholders Sectorial Expertise of FDN: Majority of members of FDN have implemented projects in the following sectors in the 07 agencies and 06 FRs of FATA funded by UN agencies, such as UNOCHA, UNHCR, USAID, Ed-link, Concern Worldwide (Rapid Fund USID) Education Health Wash Infrastructure NFIs/ Emergency basic needs of life Agriculture Livestock Livelihood Water Channels Road & street pavement Solar Energy Power panel &Solar pumps Baseline assessments Awareness, mobilization, and gender sensitization of Community on different social issues Governance Page 6 An insight to FDN
7 FDN will be operated as a programe of Act-Ineternational and implement programes under the direct supervision of Act-International Management. General body of FDN There will be General Body of FDN. Equal representation will be given to Agencies/FRs of FATA. The registered organisations can be a part of the network.chairman/deputy Chairman of FDN will chair the meetings of General Body. Quorum and decision will be taken on 1/3 membership of the General Assembly. Executive Body of FDN There will be Executive Body of FDN. Executive Body will consist of 13 members.the Executive Body shall be elected by the General Body. If any member of the Executive body is unable to perform the duty or resigns, the general body will make fresh appointment for the post in the next general body meeting. In the meanwhile, the Chairman shall make ad hoc arrangements. Executive Body will elect the Chairman/Deputy Chairman and General Secretary of FDN in the first meeting. There will be extensive discussions on the issues before decision is taken. Once decision is taken, it will be binding on all members to followblindly. No criticism will be tolerable. Secrecy of the decisions of the executive body will be kept sacred. Whoever discloses the secrecy will face disciplinary action. Technical and Advisory Committee (TAC) There will be Technical and Advisory Committee at FDN. It will be a consultative body.tac total membership will consists of 6 members. Members will be selected from other organisations of development sector including FATA areas. Decision will be taken with 2/3 majority. Quorum of the TAC will be 04 members.the general body members will elect the members of TAC. The meetings of the Technical and advisory comittee will be arranged at Act-International Islamabad office. Page 7 An insight to FDN
8 Operational Team The level of operational and management core team comprise Project Managers and Team Leaders etc. will be hired upon when and where required basis. They will provide overall technical assistance and guidance to the field team to facilitate them in the quantitative and qualitative achievements of program objectives at the field level. The operational team is responsible for implementing the designed projects in communities and network with stakeholders for achieving the goals and objectives of the network. Participation of communities FDN, as a development agent, aims at promoting the principles of participatory development at all levels of its programs. Accordingly, working with Community Based Organizations (CBOs), FDN adheres to the philosophy that no development program and strategy can fully achieve its target without a meaningful and democratic participation of the people. 9 people can only be achieved through broad based, self-sustaining and development oriented institutions at the community level. Helping People Help Themselves FDN follows the policy of helping people helps themselves. It believes that sustainable development policies can only be those, which create sustainable organizations that can manage to implement the policies in the manner that their benefits remain even after the external funding is over. FDN also believes that the dream of economic growth and stability as well as sustainable development can only be realized through social mobilization and resource management. Therefore, it tries to motivate, mobilize and organize people for improvement of their standards of living and by managing available natural resources in a proper and effective way. Sectoral Intervention Though having broader area of interests, FDN is looking at the deteriorating conditions of health services, has been starting its work with full dedication and humanitarian spirit in health sector. Therefore, FDN with the idea of providing health facilities to everyone, irrespective of color, caste and creed has been starting organizing free medical camps in different urban and rural areas. Other sectors of intervention will be: Women Empowerment Child Rights Poverty Alleviation Reproductive Health Care Non-Formal Community Based Education Vocational Skill Development Drug Demand Reduction, Harm Reduction, Treatment and Control Programs Social Networks Social Network is an integral component of FDN programmes. The network focuses on formation and strengthening of Women Networks (WOs) through close interaction with Village Page 9 An insight to FDN
10 Networks (VOs). FDN visualizes social network as a mean towards self-reliance of partner communities by accepting responsibilities for their development at local level. The social network emphasizes on empowerment of local communities, especially women, through enhancing their capacities. Advocacy and Human Rights Advocacy has remained one of the most important cross cutting themes at FDN interventions for women and children development since its inception. However recently, FDN has formally stepped into advocacy on the empowerment of women and children. General Welfare On general welfare side FDN worked in the following areas: Medical Camps Construction (bricks flooring) of streets. Digging & installation of Hand pumps to provide clean drinking water. Arranged seminars regarding awareness of plant protection. Trees Plantation. Irrigation Channels. Provision of Toilet facilities. Provision of proper drainage system FDN Development Strategy FDN development strategy is the guiding force behind its operations. Our team focuses the development activities to the most vulnerable communities with special focus on women s development. Where poverty is apparent, it tends to be more severe for women. A commitment to gender equity is demonstrated in all our policies, programme initiatives and activities. Page 10 An insight to FDN
11 Empowering women by ensuring their participation in the development process is a priority area for FDN. For FDN development at the level of the community means an appropriate interweaving of three dimensions: Improvement in the physical conditions of the people Strengthening local networks Socio-economic empowerment of the community Policies and procedures: FDN will follow the policies and procedures of ACT for the period of initial three years, during which the network will stand on its toes and will operate independently as autonomous body.
