1 TERMS OF REFERENCE For Gender Expert Project Reference: Improving Gender-Inclusive Access to Clean and Renewable Energy In Bhutan. Project Implemented by Royal Society for Protection of Bhutan and ETC Foundation, The Netherlands. Funded by Asian Development Bank 1. Position: National Gender Expert 2. Minimum Qualification: Masters Degree in gender related studies or experience in gender studies 3. Language proficiency: English and Dzongkha 4. Period of Engagement: 144 days (roughly 88 Days in Office and 55 days in the Field) spread across two years (2013 and 2014). The period of engagement is subject to change based on mutual understanding and negotiation. 5. Duty station: Home/RSPN in Thimphu (Office) and Field (Zhemgang) 6. Report to: Coordinator, Conservation and Sustainable Livelihoods Program, RSPN, Thimphu 7. Type of engagement: Part time 8. Remuneration: Based on actual working hours or days (8 hours) (Timesheets) 9. Project Background: The Royal Society for Protection of Nature and ETC Foundation, The Netherlands will be implementing the Asian Development Bank funded project on Improving gender-inclusive access to clean and renewable energy in three Developing Member Countries (DMCs): Bhutan, Nepal and Sri Lanka. This initiative is intrinsic to ADB s Project , supported by the Japan Fund for Poverty Reduction (JFPR), which aims to increase access for poor rural women to affordable and reliable clean and renewable energy sources and technologies by supplementing three current and future ADB energy projects in the three DMCs. Expected projects outputs include: (i) identification of good practices for incorporating propoor and gender-inclusive provisions in energy sector policies and programmes in the developing member countries of the South Asia Department (SARD); (ii) effective interventions to support gender-inclusive access to clean and renewable energy in the projects sites, which can then be replicated; and (iii) data generated through the Project Performance and Monitoring System (PPMS) on social and gender-equality results of the field level interventions in the three DMCs. The project is expected to contribute to a more systematic integration of gender issues and approaches in the design of energy operations in other SARD DMCs. The project impact will be increased access to affordable and reliable clean energy sources and technologies for poor rural women. Objectives Do not circulate 1
2 The primary objective of this initiative is to increase rural poor women's access to affordable and reliable clean and renewable energy sources and technologies in selected project sites in three SARD DMCs, namely Bhutan, Nepal and Sri Lanka. Specific objectives are: To undertake a gender review of existing energy sector policies, strategies and practices within Bhutan to indentify good practices and lessons learned in mainstreaming gender concerns within the energy sector. To enhance the capabilities of the DMC government officials, civil society stakeholders and ADB partners to develop gender-responsive energy policies and programmes. To increase energy-based livelihood opportunities for rural women through strengthening women-led operation and maintenance (O&M) systems for small scale energy technologies, through a set of capacity building measures for rural women and long term hand holding support. To develop and put in place a well-designed monitoring and evaluation plan with gender-disaggregated performance indicators that will enable ADB and its partners to assess the progress of mainstreaming gender within energy sector loans and make improvement through mid-course corrections where necessary. At a practical level, the project will identify specific design features that can be integrated within the energy sector loans for Bhutan, Nepal and Sri Lanka, as direct interventions to widen women s energy access and enhance livelihood opportunities. Anchoring this initiative within large scale energy sector projects, will ensure sustainability of these interventions. The Project is linked to the following ADB-financed energy sector loans in the three DMCs, and managed by the following national implementing agencies (IAs): Bhutan: Rural Renewable Energy Development Project (Implementing Agency: Department of Renewable Energy (DRE), Bhutan Power Corporation (BPC); Nepal: Energy Access and Efficiency Improvement Project, Phase 2 (Implementing Agency: Nepal Electricity Authority (NEA); and Sri Lanka: Sustainable Power Sector II Project (Implementing Agency: Ceylon Electricity Board (CEB). Implementation arrangements The project is being implemented in the form of an association and will be coordinated by the ETC Foundation, the Netherlands, an international NGO. ETC is responsible for the overall project management including coordination, financial administration, implementation, and quality control. ETC will also provide technical support in all national level project activities. The Partner will work in close cooperation with the following: International Team Leader and Field Coordinator (TL), Soma Dutta, responsible for overall project management and quality control; providing technical guidance in designing, implementing and monitoring all regional and national initiatives. International Research Coordinator (IRC), Govind Kelkar, who will design the PPMS and guide its application in the three DMCs; guide the gender sensitive baseline surveys in the three direct interventions; guide the countries in data analysis, interpretation and reporting; and review and modify the PPMS during the course of the project as necessary. 3 International Program manager (IPM), Sheila Oparaocha, responsible for monitoring all contractual relations under the consortium, supporting the team leader in her project management responsibilities and in providing technical guidance as required. National partner and team in Bhutan In Bhutan, the Partner will facilitate day-to-day implementation of the direct interventions, planned and agreed upon in close collaboration with ETC. The Partner will be responsible for interacting with user communities, coordinating baseline surveys, undertaking market development activities, capacity building for women s groups, building functional linkages at the field level with other stakeholders, and reporting on the outcomes of the project. General Guideline: He/she will coordinate/ work as part of the national team and closely with the 1. RSPN Team consisting of National Program Manager (Bhutan) and other field staff and 2. International Team Leader and 3. International Research Coordinator, as required. 11. Others: Transportation arrangement for field visits will be arranged by RSPN, however expenses for food and accommodation has to be borne by the expert. 12. The national Gender Expert will be responsible for the following tasks: COMPONENT A: Gender review of the national energy sector 1. Mapping of gender and energy poverty issues that affect men and women, in terms of access to and control over services, resources, and decision-making processes. 2. Mapping of the context within which energy projects operate, and the extent to which they focus on increasing access to modern energy services for the poor, vulnerable and socially excluded groups, specifically women. 3. Analysis of energy planning processes, budgets, statistics, the links between gender, energy and national objectives related to poverty reduction strategies and meeting the Millennium Development Goals. 4. A review of select energy programs in terms of their gender responsiveness, identifying good practices and lessons learned. Do not circulate 3

Existing institutional arrangements within the energy sector and the extent to which they encourage gender equality goals and institutional capacities to implement gendermainstreaming strategies. 6. Identify opportunities for energy related livelihoods, including training and other gaps that need to be addressed. The specific tasks and deliverables are as follows: 1. In coordination with the International Team Leader, design a methodology for the gender review and present it to the National Implementing Agency and incorporate the feedback and suggestions. 2. Undertake literature review, conduct interviews and interactions 3. Prepare gender review portion of draft and final reports 4. Plan and implement the National knowledge sharing workshop, including planning the workshop, identifying participants, designing the workshop, conducting sessions and reporting on the workshop. COMPONENT B: Interventions on energy-based livelihoods for women Baseline survey Using the generic Project Performance Management System template, design a methodology for conducting the baseline survey to guide component B activities: 1. Suggest an approach for sample selection 2. Design questionnaires, survey and PRA instruments to be reviewed by the International Research Coordinator 3. Field test the instruments 4. Design analysis templates 5. Train the enumerators in use of survey instruments 6. Analyze the data collected and write the baseline survey report 7. In coordination with the national team, present the report to the national implementing agency Backstop implementation activities 1. Support the national team in community mobilization, interaction with women in project sites, identify specific livelihood options 2. Review training packages and communication material 3. Guide and backstop the national team in conducting training and post-training support activities COMPONENT C: Project performance and monitoring system Lead the midterm and end term impact assessment surveys 1.
