The Juvenile Services Division s mission is to enhance community safety and reduce delinquent activity by holding youth and children accountable in a fair and just manner, assisting them to develop skills necessary for success, and effectively using public resources. The Juvenile Services Division serves a diverse population by providing effective culturally and linguistically appropriate interventions, case management, and programming. The Juvenile Services Division works in partnership with the youth, family, and the community in holding youth accountable, supporting efforts to repair harm, assisting the youth in creating a healthy identity, and reconnecting the youth to the community in ways that reduce recidivism and support the youth s success. The Juvenile Services Division is a collaborative partner in the provider community s continuum of care. Staff members believe that change is possible when youth form trusting relationships with skilled workers who follow best practices. PURPOSE OF POSITION Briefly summarize the overall purpose of this position: To coordinate and organize system stakeholders, the case processing policies and procedures, and collect the information required for preliminary hearings. To assure each case is consistently prepared and presented per agreements with system partners as outlined in policy. Provides quality assurance at each decision point to ensure youth are placed in the least restrictive environment according to public safety, and risk of failure to appear, reduce the unnecessary use of detention and manage the detention alternative continuum. SECTION 3. - DESCRIPTION OF JOB DUTIES - IMPORTANT AND ESSENTIAL FUNCTIONS Jobs generally consist of four to six major functions that are directly related to the purpose of the position. These major functions should be listed below, along with the tasks that are performed. Functions will be sets of tasks that generally take 10% or more of the job. List the major functions with the corresponding percentage of time. % of Time ESSENTIAL JOB FUNCTIONS - directly related to the reason that the job exists FUNCTION 1: CASE PREPARATION FOR PRELIMINARY HEARINGS Review preliminary hearing list. Compile discovery (Police Reports, Community Detention History, Risk Assessment, Juvenile Court Counselor Recommendation, etc). Scrutinize factors used in developing individual Risk Assessment Scores. (RAI), to ensure fidelity 30% to the Juvenile Detention Alternatives initiative (JDAI) principles and core strategies. Review custody population. Review detention alternative utilization and contracts. Provide day to day support with contract staff. Mediate collaberation between Juvenile Court Counselors and Detention alternative contract
2 staff. Determine whether juveniles should be conditionally released, placed in alternative care, or placed in detention based on information provided by police or others Develop a safety plan for youth and families to insure that no one is further victimized or victimizes others Review police reports for legal sufficiency. Coordinate counselor recommendation. Provide clear rational for those cases in which a risk assessment override is necessary resulting in a youth either being released or detained. Review detention alternative history of specific youth. Facilitate Placement Planning Meeting. Attend preliminary hearing and present department recommendation based on youth risk, alternative placement decision, and other information made available by stakeholders. Screen and approve all requests for placement on preliminary hearing docket. Conduct ten, twenty-eight, and fifty-six day placement reviews. Conduct compliance reviews. Coordinate with JCC staff assigned to youth when placement planning needs to be revised. Arrange for interpreters for youth and families who attend preliminary hearings. Prepare and present placement recommendations at multiple decisions points for stakeholders including court counselors, District Attorneys, Judges, Police, Defense Bar, and community based providers to ensure that the principles of JDAI are upheld. Interface with stakeholders who have different priorities and missions in an effort to mediate conflicting points of view that ensure resolutions are consistent. Conduct Parole Revocation Hearings as needed. Serve as a back-up Parole Hearings Officer. Consult with law enforcement and other agencies regarding youths to determine if youth in law enforcement agency custody should be held, released or placed in alternative shelter care Make appropriate contact with schools, teachers, police, care providers and various agencies and organizations for the purpose of interagency information sharing and collaboration in addressing community concerns Aid in assessing community resources, develop programs, assist with grant proposals and inform community of programs Develop and maintain familiarity with community resources available to juvenile offenders. Respond to community safety concerns regarding the Preliminary Process and JDAI Alternatives Advise and render assistance to parents, guardians, and other interested parties in the handling of delinquent or pre-delinquent behavior of juveniles Prepare criminal histories for military recruiters, Job Corps, and other potential employers 20% 20% FUNCTION 2: QUALITY ASSURANCE Provide oversight for the following decisions: o RAI score o Hearing recommendations o Shelter Screenings o JCC paperwork related to preliminary hearings o Program placement o Legal sufficiency of allegation in police report o Distribution of discovery (Police Reports, Community Detention History, Risk Assessment, Juvenile Court Counselor Recommendation, etc).. o Provide 24 hour support to Juvenile Custody Service Intake and approve Risk Assessment Instrument Overrides and Parole Authority Housing Approval FUNCTION 3: DOCUMENTATION, DATA ENTRY, AND RECORD MANAGEMENT Routinely enter data in the Juvenile Justice Information System (JJIS) in a timely manner, e.g., JJIS Notes, JCP data, school information, JJIS Formal Accountability Agreement (FAA) Objectives; track JJIS objectives JJIS including: RAI score, detain reason, etc. Complete RAI in JJIS for each custody episode.

Organize and maintain social files Obtain fingerprints and photograph for all delinquency with true findings Conduct timely data collection for statistical purposes Participate in Research and Evaluation projects FUNCTION 4: CAPACITY MANAGEMENT detention population check population check for contract counties Notify contract counties to come down to their contracted beds if population is an issue Implement release plans for Federal housing, out of county housing, etc. Monitor length of stay Assist in release planning on pre-adjudicated youth. Coordinate appropriate services for youth housed in custody. Follow and implement Capacity Management Policy Implement Capacity Management System when necessary Notify stakeholders of imminent implementation Notify Juvenile Court Counselors if and when a youth assigned to their caseload is released Coordinate appropriate release plan Approve released according to Capacity management Policy and Judiciary orders. FUNCTION 5: TRAINING Train JCSS (Juvenile Custody Specialist Staff) in detention intake procedures, court process and JDAI Principles and core strategies. Train, mentor, and coach JDAI replication sites in pre-trial placement planning. Train custody intake staff to coordinate functions between JCSS, Custody Services Intake and Juvenile Court Counselors. Train Intake and JCC employees on data entry in JJIS. Train stakeholders on completion of the Risk Assessment Instrument, pre-trial planning and court process. FUNCTION 6: OTHER RELATED DUTIES Participate in program expansion planning. Provide support to intake. Meet with judges to refine case processing and problem solve issues. Meet with system partners such as county mental health to refine case processing and problem solve issues. Coordinate with adult system for hearings and housing. Ballot measure 11-placement planning. Provide customer service and public relations in response to phone calls requesting department and case processing information. Other related duties as assigned by Community Justice Managers. Respond to policing agency concerns Coordinate transportation of local youth from other policing agencies across the United States Coordinate extraditions following ICPC for juveniles and Extraditions that may be handled as adults Coordinate transportation arrangements for youth from other states under ICPC. 100%
4 SECTION 4 - GUIDELINES: List the Laws, Rules, Policies, and Procedures that provide the boundaries within which this position operates. What latitude does the position have? Will it rigidly follow a set procedure, or will it interpret information and decide on a course of action? This position strictly follows the laws and administrative rules of Oregon Revised Statutes (ORS) per the Juvenile Code Section (419). This position also follows Court orders and rules, Multnomah County Work Rules, Code of Conduct, security agreements/policies and interagency agreements. Regarding JSD procedures, there is room for interpretation and adaptation in many areas. This position will also follow the policies and practices recommended by Juvenile Detention Alternative Initiative (JDAI) Principles per the department guidelines. This position requires the employee to have a significant and extensive body of knowledge in order to make appropriate decisions. This position has substantial responsibility for initiating and prioritizing work within established legal guidelines and department parameters. This position has a great deal of latitude to exercise independent judgment and action. This position interprets the circumstances that bring the child or youth to the attention of the Juvenile Services Division and makes choices among policy and procedure options based on their assessment of the youth s individual needs and community protection issues. Present department recommendations in court. Decisions are directly related to the positive working relationship with stakeholders regarding youth law policies, assurance of public safety, risk for failure to appear, least restrictive interventions in youth behavior, and cost effectiveness in resource management of beds. 6 Work will be reviewed via informal supervision on a regular basis, as needed, and formal reviews. The purpose of the review is to ensure Directly observe, evaluate, and give feedback about effective delivery of services, data collection, data entry, quality assurance, and collaborative approaches. Continue to ensure work is done within established policies, philosophy, guidelines, and statutes. Review detention utilization trends daily for effective outcomes. Evaluate employee performance to outcome measures and job responsibilities. Provide employee feedback, set goals, and plan training. Role model, coach, mentor, train, and develop employees to incorporate philosophical beliefs, conditions of confinement, national standards and best practice for supervision and services to youth. Must have excellent English usage, spelling, grammar and punctuation. Understand the principles and practices of the Juvenile Justice system. Understand and use the policies, procedures and practices of the department and juvenile court. Understand and use the Juvenile Code and pertinent Federal, State and local laws, rules and regulations.
